1/ The U.S. Securities and Exchange Commission has clarified that liquid staking tokens are not classified as securities, enhancing regulatory clarity and fostering increased optimism. With this move, liquid staking tokens can be utilized as receipt tokens to enhance liquidity management within spot ETH ETFs, thereby facilitating smoother adoption for ETFs that incorporates staking. This development may also influence other areas, including cross-chain bridging and wrapped tokens, thereby enhancing their utility within the DeFi ecosystem.

2/ U.S. President Donald Trump has signed an executive order permitting the inclusion of cryptocurrencies in 401(k) retirement plans. In addition to cryptocurrencies, they will also have access to alternative investments like private companies, enabling greater diversification and capital inflows into these markets. However, investments in these assets are inherently riskier, often lack comparable disclosure standards, and typically involve higher fees than traditional retirement plans. Therefore, careful consideration is essential when determining how to appropriately incorporate such assets into 401(k) plans.

3/ Ripple has announced its acquisition of stablecoin payments company Rail for US$200M, aiming to enhance the capabilities of its RLUSD stablecoin. With increasing regulatory clarity and the continued growth and maturation of the industry, the opportunity for stablecoin payments has become highly favorable. The acquisition of Rail further strengthens Ripple’s position as a significant player in stablecoin payment solutions.

Highlights 🧵:

1/ U.S. Treasury Secretary Scott Bessent rules out new acquisitions for Bitcoin reserve, but is open to exploring budget-neutral pathways to acquire more Bitcoin to expand the reserve. 2/ Circle introduces Arc, a layer 1 blockchain designed for stablecoin-native applications, with USDC as the default gas token, and is set to launch on public testnet by the end of the year. The network will be EVM compatible, and feature sub-second settlement finality, with opt-in privacy. This move aims to expand the enterprise-grade capabilities for stablecoin payments, attracting more capital markets applications.

3/ Chainlink teams up with ICE to bring FX, precious metals data on-chain. This partnership will integrate price quotes of over 150 currency pairs and key precious metals aggregated from global exchanges into Chainlink data streams, to be used in DeFi protocols. The integration enhances the institutional standards for data provision and aligns with the established requirements of traditional capital markets, thereby establishing a foundation for the issuance of a new generation of tokenized products.

Highlights 🧵:

1/ In a landmark initiative, the U.S. government has begun publishing GDP data across nine public blockchains, including Bitcoin and Ethereum. It will leverage oracle providers Chainlink and Pyth Network to ensure secure and reliable data delivery. This represents a shift of core data from traditional centralized institutions to on-chain native accessibility within the world’s most significant economies.

2/ The U.S. CFTC announced a regulatory framework allowing offshore crypto exchanges to legally offer trading services to U.S. customers. The new guidelines provide major platforms previously forced offshore, to reenter, potentially enhancing liquidity and reducing fragmentation in the crypto markets. This initiative is part of a broader “crypto sprint” regulatory overhaul designed to promote responsible innovation and offer U.S. users greater trading options within CFTC safeguards.

3/ Google is developing its own private Layer 1 blockchain, the Google Cloud Universal Ledger, which will feature Python-based smart contracts and a suite of enterprise-focused capabilities. Google’s network is positioned to be the neutral open infrastructure for institutions. While various Layer 1 chains such as Stripe’s Tempo and Circle’s Arc exist, Google is targeting a broader rather than deeper market segment.

Highlights 🧵:

1/ Hyperliquid has selected Native Markets to receive the reserved ticker USDH, after a weeklong governance bid and amidst fierce competition from other stablecoin issuers. A variety of prominent crypto firms submitted bids for the ticker, ranging from institutional entities like Paxos and BitGo to crypto-native companies such as Ethena and Frax. 2/ Nasdaq seeks approval from SEC to tokenize stocks, emerging as the newest prominent financial institution on Wall Street to intensify its commitment to the growing tokenization trend. If authorized, this action would represent the inaugural approval for trading tokenized securities on a major U.S. stock exchange and would also constitute the most ambitious effort by an exchange operator to integrate blockchain-based settlement into the national market system. While some highlight potential systemic risks associated with tokenization, proponents argue that it has the potential to enhance liquidity and operational efficiency.

3/ Forward industries launches largest ever Solana treasury strategy of US$1.65B. The funding was led by Galaxy, Jump, and Multicoin, supported by several other major investment funds. This development follows substantial institutional interest in Ethereum, with some investors suggesting that Solana could be the next focus for institutions due to its robust ecosystem and DeFi applications.
