🔆 Q.Inter-caste marriages vs Inter-religious marriages in India
(10 Marks | Sociology)

📍 Introduction
Inter-caste marriages occur between different castes within the same religion, whereas inter-religious marriages involve partners from different faiths.
✅ As per National Family Health Survey (NFHS), only ~2.1% marriages in India are inter-religious, compared to ~10% inter-caste marriages, showing uneven social acceptance.

📍 Why Inter-caste Marriages (with socio-economic parity) Have Increased

✅ Urbanisation & Education
• Cities and educational institutions bring together people from similar economic backgrounds, diluting caste boundaries

✅ Economic Independence
• Financial autonomy, especially among women, promotes choice-based marriages

✅ Changing Social Norms
• Younger generations prioritise economic compatibility over caste identity

✅ Government Incentives
• Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages provides financial incentives

✅ Workplace Exposure
• Modern workplaces encourage interaction beyond caste lines

📍 Why Inter-religious Marriages Remain Limited

✅ Strong Religious Identities
• Families emphasise preservation of religious traditions

✅ Legal & Procedural Complexities
• Issues related to conversion, inheritance, child rights
• Special Marriage Act, 1954 exists, but delays & social resistance persist

✅ Religious Laws & Conversion Requirements
• Many religions mandate conversion before marriage

✅ Cultural Differences
• Rituals, customs, and family expectations act as deterrents

✅ Fear of Social Ostracism
• Couples face community backlash, violence, or isolation

📍 Government & Social Support Initiatives

✅ Dr. Ambedkar Scheme for Inter-Caste Marriages
• Financial incentive up to ₹2.5 lakh where one partner is SC

✅ Special Marriage Act, 1954
• Legal framework for inter-caste & inter-religious marriages

✅ Social Awareness Campaigns
• NGOs promote acceptance and social integration

✅ Safe Houses for Couples
• Protection for couples facing threats

✅ Legal Literacy Promotion
• Awareness camps by NGOs (e.g., Human Rights Law Network)

📍 Conclusion
Inter-caste marriages are rising mainly among socio-economically similar groups, while inter-religious marriages remain rare due to stronger cultural and religious barriers.
✅ Strengthening legal safeguards, social acceptance, and institutional support is key to enabling genuine freedom of marital choice.

🔆 MAINS MODEL ANSWER | WTO: DEVELOPING COUNTRY STATUS

Q. Why is the United States demanding a redefinition of ‘developing country’ status in the WTO? Discuss the implications for developing countries and suggest a way forward. (15 Marks)

Introduction:
The World Trade Organization (WTO) allows members to self-declare their status as developing or developed countries. This enables developing countries to access Special and Differential Treatment (S&DT) provisions to address their developmental challenges.

🔆 Why is the US demanding redefinition?

🟢 Unequal distribution of benefits: The US argues that economically powerful countries such as China benefit from concessions intended primarily for poorer economies.

🟢 Absence of objective criteria: The WTO lacks a universally accepted definition of a developing country, allowing members to self-classify.

🟢 Trade competitiveness: According to the US, major economies benefit from longer implementation periods and other flexibilities despite having substantial global trade shares.

🟢 Fairness in global trade: The US seeks greater reciprocity in trade commitments and argues that emerging economies should assume responsibilities proportionate to their economic capabilities.

🟢 Domestic trade interests: The US has sought to limit preferential trade treatment for countries such as India and China under its own trade policies.

🔆 Implications for developing countries

🟢 Reduced policy flexibility: Stricter eligibility criteria could limit access to longer implementation periods and other WTO flexibilities.

🟢 Impact on domestic industries: Developing economies may face greater competition before their industries achieve adequate competitiveness.

🟢 Challenges for India: A reclassification based mainly on aggregate economic indicators may overlook poverty, regional inequalities and developmental needs.

🟢 Risk of widening disparities: Uniform obligations may disproportionately affect countries with limited institutional and technological capacities.

🔆 Way Forward

🟢 Multidimensional criteria: Combine per capita income with health, education, poverty, inequality and human development indicators.

🟢 Graduated transition: Introduce a phased transition based on countries’ developmental capabilities rather than abrupt withdrawal of benefits.

🟢 Targeted S&DT: Prioritise support for vulnerable sectors, small economies and countries facing significant capacity constraints.

🟢 Transparent review mechanism: Establish objective, evidence-based criteria through multilateral consultations, ensuring representation of developing countries.

🟢 Protect developmental space: Ensure that reforms do not undermine the WTO’s commitment to inclusive and equitable global trade.

🔆 Conclusion

WTO reform should balance fairness in global trade with developmental equity. A transparent, multidimensional and flexible framework can ensure that trade obligations reflect countries’ actual capabilities while preserving the WTO’s role in promoting inclusive global economic growth.

🔆 Q. “Constitutional morality is the fulcrum which acts as an essential check upon the high functionaries and citizens alike…” In view of the above observation of the Supreme Court, explain the concept of constitutional morality and its application to ensure balance between judicial independence and judicial accountability in India.

📍 Introduction
The Supreme Court in Government of NCT of Delhi v. Union of India observed that constitutional morality is the guiding principle ensuring that governance remains faithful to the Constitution rather than to individual or institutional interests.

📍 Concept of Constitutional Morality
▪️ Constitutional morality refers to the principles and values underlying the Constitution that guide the conduct of both the State and citizens.
▪️ The idea was first propounded by George Grote, who described it as “a paramount reverence for the forms of the Constitution.”
▪️ In India, the term was popularised by B. R. Ambedkar.
▪️ It requires fairness, restraint, transparency, accountability and fidelity to constitutional values.
▪️ Thus, it acts as a moral compass that places the Constitution above personal, political or institutional interests.

📍 Application in Balancing Judicial Independence and Accountability

▪️ Judicial Independence
✅ Constitutional morality protects the judiciary from executive or political interference.
✅ Articles 50 and 124–147 ensure the independence of the higher judiciary.
✅ In Kesavananda Bharati v. State of Kerala and Supreme Court Advocates-on-Record Association v. Union of India, judicial independence was upheld as part of the basic structure of the Constitution.

▪️ Judicial Accountability
✅ Constitutional morality also requires that judges remain accountable.
✅ Articles 124(4) and 217 provide for impeachment of judges.
✅ In-house procedures, asset disclosure and transparent collegium functioning are important accountability measures.
✅ In Central Public Information Officer, Supreme Court of India v. Subhash Chandra Agarwal, the Court held that the office of the CJI comes under the RTI Act.

▪️ Judicial Ethics and Restraint
✅ The Restatement of Values of Judicial Life requires judges to uphold impartiality and integrity.
✅ Constitutional morality also restrains judicial overreach and misuse of PIL jurisdiction.

📍 Conclusion
Constitutional morality ensures that judicial independence does not become judicial supremacy and accountability does not undermine autonomy. It preserves the delicate balance necessary for an independent, transparent and trustworthy judiciary.

🔆 Q. Discuss how the changes in shape and sizes of continents and ocean basins of the planet take place due to tectonic movements of the crustal masses. (250 words)

📍 Introduction
Tectonic movements involve the displacement of crustal masses due to forces generated within the Earth. These movements continuously modify the size, shape and position of continents and ocean basins through the interaction of lithospheric plates.

📍 Role of Plate Tectonics
▪️ The Earth’s lithosphere is divided into tectonic plates floating over the semi-molten asthenosphere.
▪️ Their movement is driven by mantle convection, ridge push and slab pull.
▪️ The modern theory of plate tectonics evolved from the continental drift theory proposed by Alfred Wegener in 1912.
▪️ Wegener argued that all continents were once joined in a supercontinent, Pangaea, which later fragmented and drifted apart.

📍 How Continents and Ocean Basins Change

▪️ Divergent Plate Boundaries
✅ When two plates move apart, magma rises and creates new crust.
✅ This causes sea-floor spreading and expansion of ocean basins.
✅ The Mid-Atlantic Ridge is widening the Atlantic Ocean as the American plates move away from the Eurasian and African plates.
✅ Continued divergence may also split continents, as seen in the East African Rift Valley.

▪️ Convergent Plate Boundaries
✅ When plates collide, one may subduct beneath the other, reducing the size of ocean basins.
✅ Oceanic-oceanic convergence forms island arcs and trenches, such as the Mariana Trench.
✅ Oceanic-continental convergence creates volcanic mountains like the Andes Mountains.
✅ Continental-continental collision folds the crust and forms mountains. The collision of the Indian and Eurasian plates created the Himalayas and closed the ancient Tethys Sea.

▪️ Transform Boundaries
✅ At transform margins, plates slide past each other, altering continental outlines and causing earthquakes, e.g., the San Andreas Fault.

📍 Conclusion
Thus, tectonic movements constantly reshape continents and ocean basins through divergence, convergence and transform motion. These processes explain the present arrangement of land and sea and continue to modify Earth’s surface over geological time.

🔆 Q. Write a review on India’s climate commitments under the Paris Agreement (2015) and mention how these have been further strengthened in COP26 (2021). In this direction, how has the first Nationally Determined Contribution intended by India been updated in 2022? (250 words)

📍 Introduction
India has sought to balance climate action with developmental needs. As a signatory to the Paris Agreement, India committed itself to sustainable development while emphasizing climate justice and common but differentiated responsibilities.

📍 India’s Commitments under the Paris Agreement (2015)
▪️ India submitted its first Nationally Determined Contribution (NDC) in 2015 with three major targets for 2030:
✅ Reduce emissions intensity of GDP by 33–35% from 2005 levels.
✅ Achieve 40% of installed electricity capacity from non-fossil fuel sources.
✅ Create an additional carbon sink of 2.5–3 billion tonnes of CO₂ through forest and tree cover.

▪️ India achieved the first two targets ahead of schedule. By 2023, non-fossil fuel capacity had crossed 43% of total installed capacity.

📍 Strengthening Commitments at COP26 (2021)
At COP26, India announced the “Panchamrit” strategy:

✅ 500 GW of non-fossil energy capacity by 2030.
✅ 50% of energy requirements from renewable sources by 2030.
✅ Reduction of projected carbon emissions by 1 billion tonnes by 2030.
✅ Reduction in emissions intensity of GDP by 45% by 2030.
✅ Achieve net-zero emissions by 2070.

▪️ India also emphasized the LiFE Movement to promote sustainable lifestyles and responsible consumption.

📍 Updated NDC in 2022
In 2022, India formally revised its NDC to align with COP26 commitments:

▪️ Emissions intensity reduction target increased from 33–35% to 45% by 2030.
▪️ Non-fossil electricity capacity target raised from 40% to 50%.
▪️ Greater emphasis placed on climate-resilient lifestyles through LiFE.

📍 Conclusion
India’s updated NDC and COP26 commitments show a progressive increase in ambition. By combining renewable energy expansion, lower carbon intensity and sustainable lifestyles, India has emerged as a leading voice for equitable and responsible climate action.

🔆 GOVERNMENT INTERVENTION & MARKET DISTORTIONS

📍 Introduction
🟢 Government intervention is essential to correct market failures and protect vulnerable sections. However, excessive or poorly designed interventions can distort market mechanisms and produce outcomes contrary to their intended objectives.

📍 How Government Intervention Undermines Markets

🟢 Market Distortion: Frequent and unpredictable stock limits under the Essential Commodities Act discourage private investment in agricultural storage and disrupt market integration.

🟢 Price Distortion: Price controls may discourage production or reduce availability. For instance, pharmaceutical price regulation under DPCO, 2013 may create incentives to shift towards non-price-controlled alternatives.

🟢 Market Inefficiencies: Excessive government procurement and stockholding of food grains can crowd out private participation, increase the food subsidy burden and distort cropping patterns.

🟢 Undermining Welfare Objectives: Agricultural loan waivers may weaken credit discipline and reduce incentives for formal lending, potentially restricting credit access for farmers in the long run.

🟢 Hindering Sectoral Growth: Poorly targeted agricultural subsidies can encourage excessive use of water and fertilisers, discourage crop diversification and undermine long-term agricultural sustainability.

📍 Way Forward

🟢 Rationalise Regulations: Review unnecessary interventions and adopt transparent, predictable and evidence-based regulations.

🟢 Reform Welfare Delivery: Promote direct benefit transfers and crop-neutral support to minimise market distortions.

🟢 Ease of Doing Business: Simplify procedures, reduce compliance burdens and remove redundant laws.

🟢 Promote Competition: Encourage private investment and competitive markets while addressing genuine market failures.

🟢 Evaluate Policy Outcomes: Undertake regular impact assessments to identify and correct unintended consequences.

📍 Conclusion
🟢 Competitive markets promote efficient resource allocation, innovation and investment. The objective should not be an intervention-free economy, but smart, proportionate and accountable regulation that corrects market failures without undermining market incentives, thereby fostering inclusive and sustainable economic growth.
