In 1978, voters were asked about court administration and rulemaking.

That sounds technical. Straightforward.

What the Constitution now says:
Those rules carry the “force and effect of law.”

That shift has significantly expanded the judiciary’s role (73A) - raising real questions about balance between the courts and the Legislature, and whether that outcome reflected the original understanding voters had at the time.

Ballot questions matter - because a few lines of summary can carry lasting consequences.

When the Crown claimed ownership over local timber and enforced it with heavy-handed penalties, Granite Staters didn’t quietly comply... they pushed back.
