#3 Let potentially infected passengers disembark because virus was unknown
#4 Those passengers of course went to 6 US states which are now actively doing surveillance...Texas, California, etc.
#5 Now they discover the virus
#6 People in HazMat suits board the ship but the policemen next to them have no protection, not even masks.
#7 Now all passengers are disembarking, in groups according to country of origin
