The only polytheists whose treaties were upheld were those with whom the Prophet had concluded a fixed-term covenant near the Sacred Mosque. These are the ones excluded in the al-Tawbah: 7. Had their treaty been open-ended-like the other polytheists -it too would have been revoked, even if they behaved uprightly and avoided fighting, because the Prophet annulled all indefinite
covenants with the polytheists. Such open-ended agreements were non-binding and existed only for temporary benefit. But once Allah granted the conquest of Mecca, strengthened Islam, and weakened the disbelievers, there was no longer any benefit in refraining from fighting them, so Allah commanded their combat.
