Ukrainian soldiers keep fighting because, if they dont, Russian soldiers will march to Kyiv and kill even more Ukrainians on the way and once they get there. Capitulation is not a rational option.
Putin could end this war in a heartbeat. Declare victory and keep the territory that Russian soldiers now occupy. Zelenskyy would reluctantly but certainly accept that.
