Against the backdrop of the U.S. temporarily lifting Russian diesel sanctions and introducing a new mechanism to ease restrictions on select "shadow fleet" oil tankers, Ukraine's Zelensky will likely be closely monitoring U.S. Special Envoy Steve Witkoff’s upcoming visit to Russia tomorrow.

These recent shifts in Washington's energy policy - paired with unresolved Starlink throttling issues have raised the stakes for Witkoff's arrival in St. Petersburg, where he is set to present a coordinated peace framework directly to Vladimir Putin. A short report on the diesel sanctions waiver for a quick read.

Contributed by: @live_ais_com

We wanted to take a deep dive into diesel exports out of Primorsk since Russia's self-imposed export ban was lifted on October 9, following its deal with the US. Reuters named two tankers, Leruo and Dolunay, as the first confirmed movements - both loaded diesel at Primorsk and are now headed for Manaus, Brazil and Alanya, Turkey respectively.

Our own tracking turned up several more vessels at Primorsk in the same window that weren't named in the Reuters piece. On the products/diesel-relevant side: C Viking, Mogiana, and Wendrix all showed near-full draught after calling at the terminal, consistent with loaded diesel cargoes - with one headed to Turkey while the rest had generic destinations set. A further vessel, Talisman, was at berth and actively loading.

Of these, five are flagged on our sanctions/watchlist: Leruo, C Viking, Turmalin, Wendrix, and Talisman all carry open sanctions designations.

Alongside the products tankers, a cluster of crude carriers were also loading or departing Primorsk in the same period: Sled, Kallistis, Vikram, Rora, Granat, Nachos, Erva, and Kastor and Sierra. Several of them being sanctioned vessels.

Destination-wise, several of the crude cargoes are headed toward Gibraltar and Suez, Egypt. Rora, however, is declaring Singapore as her destination: a Urals crude cargo bound for Singapore would seem to sit outside the scope of the diesel sanctions relief entirely and may be a sanctions breach if the cargo is confirmed as Russian crude on arrival. Pelagos, by contrast, is also Singapore-bound, but as a non-tanker may be likely carrying non-sanctioned goods, her presence at the same terminal is not itself an indicator of anything irregular.

NOW - Trump: "I've never studied the body of a man before. It's not my thing. Nothing wrong with it, of course. Nothing. I always proceeded by saying nothing wrong, but it's never been my thing, to be honest with you. But I looked at his ass. And then I looked at his legs. And I said, his ass is like, it's like a pile of muscle."

RT @Angry_Staffer: If this is accurate, Elon lied about not having control over Starshield, and he lied about the administration making the decision.

More importantly, why is a private citizen even *able* to make decisions that could hinder US military operations?

Incredible scoop by my @WSJ colleagues: Elon Musk ordered the slowdown of a military-grade version of Starlink relied on by Ukraine, a decision that sparked panic in Kyiv and confusion inside the Trump administration. https://www.wsj.com/world/ukraine-starlink-elon-musk-trump-dbc49193
