πŸ‡ΊπŸ‡Έ Bernie Sanders makes a late push for California billionaire tax

Bernie Sanders calls the proposed tax on California billionaires the most important ballot measure in America.

β€œThe whole country, and frankly people from around the world, are paying attention to what is happening here,” β€” he told a rapturous crowd on Saturday. β€œPeople are asking: β€˜Is it possible?’ And you are going to do it and show the world it is possible!”

The initiative, a health care union’s bid to offset federal cuts with a one-time, 5% tax on California billionaires, has scrambled the politics of this Democratic stronghold while reverberating far beyond the state.

πŸ‡·πŸ‡Ί Russia uses digital rubles to pay salaries for first time

Russia’s Finance Ministry paid some employees in digital rubles for first time on October 1. Receiving salary in digital rubles remains optional. Employees can continue receiving wages through existing payment methods, while people who choose the digital version must open an account on the central bank platform themselves.

Russia moved nearly 16 million rubles through digital budget trials during 2025 before this rollout. Major banks began offering digital ruble services nationwide on September 1 under Russia’s phased rollout. The move reflects accelerating momentum among major economies to deploy functional CBDCs as alternatives to traditional monetary systems.

This pilot opens the door for broader government applications of digital rubles across budget cycles and international state-level transactions. πŸ‘

🧠 2026 Nobel Prize in Medicine awarded for brain research tool called optogenetics

Karl Deisseroth, Peter Hegemann, and Georg Nagel are the joint recipients of the 2026 Nobel Prize in Physiology or Medicine β€œfor their discoveries concerning light-gated ion channels and optogenetics,” the Karolinska Institutet in Stockholm, Sweden announced on Monday.

The researchers developed a method that uses light, combined with genetic modifications of neurons, to switch on or off individual cells in a living brain. Peter Hegemann and Georg Nagel discovered a remarkable protein, channelrhodopsin, in a single-celled alga. Karl Deisseroth transformed the protein into a light-controlled switch for nerve cells.

This makes it possible to show how nerve cells shape memories, feelings and behavior in the brain, and is being studied as a treatment for disease. The laureates have laid the foundation of a new era in neuroscience.

πŸ“Š Visa, CoinShares find growing crypto appetite among consumers and affluent investors

Consumers are increasingly seeing stablecoins as a potential payments tool in Asia Pacific, while affluent investors in the U.S. and Europe report sizeable crypto allocations, according to two surveys released Monday.

πŸ‘‰ In one study conducted in June and July, Visa found that 46% of 14,250 respondents across 14 Asia Pacific markets were likely to use stablecoins within five years, compared with 16% who had used them in the previous 12 months.

πŸ‘‰ Nearly half of the respondents expect stablecoins to be adopted widely in international transfers within five years, the study said, while also pointing to online purchases, travel, and overseas shopping as among the potential uses identified by respondents.

πŸ‘‰ At the same time, adoption intent is also influenced by who is handling stablecoins. Government or central bank-linked entities were the most trusted providers at 27%, followed by banks and regulated financial institutions at 26%.

β€œConsumers want stablecoins to feel like a natural part of the payments they already trust,” β€” Visa’s Nischint Sanghavi, its head of digital currencies for Asia Pacific, said.

πŸ§‘β€βš–οΈ SEC approves a 3x fix for bitcoin and ether traders who miss the wild swings

Traders who miss bitcoin's BTC early volatile years have something new to look at. πŸ‘€

On Oct. 2, the agency approved a Cboe BZX rule change to allow six ETFs issued by Volatility Shares, each aiming to deliver three times the daily return of the underlying asset. Besides bitcoin and ether, the lineup covers gold, silver, crude oil and natural gas.

❗️That's a major milestone because, until now, crypto funds in the U.S. had been capped at 2x leverage.

The funds can't trade yet, as the issuer still needs the SEC to declare its registration statement effective, and the order doesn't set a deadline. These products will hold regulated futures tied to bitcoin and ether and not actual tokens. Market veterans have been quick to point out who these funds are built for.

"Leveraged ETFs are for trading, not investing," β€” Bloomberg's Senior ETF Analyst Eric Balchunas said on X.

πŸ’Š Utah plows ahead with more health AI pilots for prescriptions, women’s health

Utah regulators on Monday announced a plan to allow an AI product to evaluate patients and write new drug prescriptions without prior human review.

A startup called Nolla Health will launch an AI-powered service in the state that will assess a patient for mild-to-moderate acne treatment using a structured intake and by analyzing photos of their skin. The product may determine whether one of a list of low-risk drugs is appropriate.

In the first stages of the pilot, the decisions of the AI will be reviewed by a licensed clinician who will sign off on prescriptions, but Nolla may eventually be allowed to prescribe drugs without this review.

πŸ§‘β€βš–οΈπŸ‡ΊπŸ‡Έ CFTC proposes new federal framework for leveraged retail crypto trading

The CFTC on Monday launched a rulemaking process to establish a federal regulatory framework for leveraged and margined retail crypto trading, including a new registration category for exchanges offering such products.

πŸ‘‰ The agency is considering creating a new β€œcrypto asset market” category of CFTC-registered exchanges that could offer such products under a single federal regulatory regime, through proposed rules called Regulation CTX and Regulation CAM.

πŸ‘‰ The proposal would provide an alternative to state-licensed exchanges, but would not require crypto assets to trade on CFTC-registered platforms without congressional action.

"Today's action is a critical step in the CFTC’s ongoing efforts to ensure America remains the crypto capital of the world," β€” CFTC Chairman Michael Selig said. πŸ†

"The American people deserve clarity, certainty, and consumer protections in the crypto asset markets and the agency is committed to delivering this by incorporating crypto asset transactions into its uniform national market regulatory framework."
