⚡️🇺🇸 Illinois agrees to six-month delay of crypto tax as industry continues court battle

The surprise crypto tax sprung by Illinois earlier this year may not start on January 1 after Illinois agreed to postpone it for six months, according to the industry groups that negotiated the delay, which will still need sign-off from a judge.

The Digital Chamber and Illinois Blockchain Association reached that accord with state officials and it could take some of the pressure off the looming tax as crypto interests continue trying to kill the idea. The joint request for a delay is expected to be filed Thursday morning in the state circuit court in Sangamon County.

If approved, the sides can skip haggling over legal injunctions and focus on the next stage in the court dispute, the "disputed issues of law regarding the constitutionality and enforceability" of the state's Digital Asset Tax Act.

🇪🇺 ‘Absolute s–t’: EU’s Microsoft Teams alternative draws bad reviews from officials

The European Commission has rolled out Element Pro, a self-hosted alternative to Microsoft Teams, as a backup if U.S. technology becomes unavailable. Some officials have slammed the system, with one calling it “absolute shit” 😁 and another saying the U.S. would “instantly win the war” if access to American technology were cut off.

Element says the Commission is still testing the platform and that early technical and usability problems are expected.

⚡️🇺🇸 SEC Proposal Would Address How Investment Advisers and Funds Can Custody Crypto Assets Under the Federal Securities Laws

The SEC proposed new rules and amendments to provide a tailored framework for the custody of crypto assets for registered investment advisers and regulated funds, i.e. registered investment companies and business development companies.

➡️ The Commission’s proposal would modernize custody rules and expand investor choice by removing regulatory barriers that inhibit the adviser’s ability to provide crypto-related investment advice.

➡️ It would also allow regulated funds to offer clients access to a wider range of crypto asset-related investment strategies.

“Since the advent of Bitcoin in 2008, the crypto asset market has grown from a niche curiosity into a multi-trillion-dollar asset class to which investors actively seek exposure. Unfortunately, our rules and regulations have not kept pace.

To that end, today’s proposal would provide a clear regulatory framework for the custody of crypto assets, giving investment advisers and funds a compliant pathway where none existed before — and replacing the grey of uncertainty created by custody rules crafted for a bygone era,” — said SEC Chairman Paul S. Atkins.

➡️ The proposed rules and amendments under the Investment Advisers Act of 1940 and the Investment Company Act of 1940 would better address current industry practices and update a number of requirements relating to, among other things, financial statement audits for registered investment advisers and broker-dealer custodial services for regulated funds.

➡️The proposal would also permit crypto assets to be held in self-custody under certain circumstances and allow the use of state trust companies as custodians for client and regulated fund crypto assets.

The public comment period will remain open for 60 days following the publication of the SEC’s proposing release in the Federal Register.

🤑 Stellar is backing Minisend with $100k grant to keep building

Stablecoins move across multiple chains, but getting that liquidity into local payment rails can still mean dealing with bridges, gas, fragmented liquidity and P2P.

"We're building Minisend to connect those onchain flows to the local rails people already use across Africa," — Minisend said.

More chains. More rails. Simpler settlement. 🚀

🤖 GPT-6 Astra helped decode a 217-year-old cipher letter to Napoleon's marshal

Carter Church published a proposed solution to a letter addressed to Napoleon's marshal Auguste de Marmont, saying GPT-6 Astra helped transcribe and decode the cipher in about six hours of model execution. Church's full write-up includes the key, transcription and a script intended to reproduce the reading.

"The letter to Marshal Marmont opens with one line of plain French, then 24 rows of numbers, letters and invented symbols. It sat on Cryptiana's Unsolved Historical Ciphers list for decades. Last week, Satoshi Tomokiyo officially confirmed this solution and marked it solved," — Carter Church said.

Astra read the image, reconciled handwritten variants, incorporated an existing partial key and used a simulated-annealing solver to assign values to the remaining signs. 🤯

🇺🇸 New Mexico to jump into frontier AI regulation

New Mexico Attorney General Raúl Torrez is slated to propose a state framework to regulate frontier AI, pushing the state toward reining in the cutting edge of the fast-developing technology.

🧑‍⚖️ The state bill, set to be sponsored by Democratic state Rep. Linda Serrato, would require frontier AI developers to disclose safety risks, report serious safety incidents and, for the largest companies, give advance notice of major training runs and be subject to independent audits of their risk assessments.

It would also empower the attorney general to impose civil penalties for compliance violations, recover costs to the state for responding to safety incidents and sue for damages on behalf of the state and its businesses and residents harmed by the incidents.

🇺🇸🧑‍⚖️ Newsom Signs First-of-Its-Kind Bill Governing Lawyer AI Use

California has enacted first-in-the-nation legislation to regulate attorneys’ use of generative AI tools in their work, banning them from delegating the practice of law to AI and restricting their entry of confidential or personal information into AI tools.

Gov. Gavin Newsom (D) signed the bill (SB 574) to codify and expand on state court rules. It requires attorneys to verify all citations before filing briefs in court, including those generated by AI tools, and for at least one attorney to sign every court filing in their individual name, unless the party is representing themselves without an attorney.

It also calls for attorneys to disclose when they’ve used generative AI to create any document filed with the courts.

They’re banned from entering confidential or personal information into open-access AI tools, but they can enter information into tools that are “restricted to the attorney and persons authorized by the attorney under obligations to protect the confidentiality,” according to text of the law.

The new law prescribes similar limits on arbitrators, barring them from delegating their decision-making process to AI tools and from relying on AI-generated information without disclosing it to the parties involved in the case. The law also sets parameters for courts to issue sanctions for violations.

🇺🇬🤑 Ripple Launches RLUSD Insurance Pilot for Ugandan Farmers

Ripple; Women’s World Banking, a nonprofit organization; and Pula, an agricultural insurance technology (insurtech) company, have launched a pilot project to deliver parametric insurance to approximately 3,000 smallholder farmers in Uganda’s refugee and host communities, with a focus on women.

➡️ The initiative is titled Harnessing Technology for Women’s Financial Resilience in Uganda. The pilot combines parametric insurance design from Pula with settlement technology from Ripple.

➡️ When a predefined shock occurs, such as drought, crop loss, or a health emergency, payouts are triggered automatically. Beneficiaries receive funds in Ugandan shillings through mobile money without filing claims or waiting for manual approval.

RLUSD serves as the backend settlement layer. The settlement process operates in the background, while deposits and withdrawals continue in local currency. Farmers interact only with the mobile-money channel they already use.

A massive step forward for financial inclusion and blockchain utility. 🚀

⚡️🧑‍⚖️ Sanders, AOC, Merkley propose bill to ban Flock cameras

Rep. Alexandria Ocasio-Cortez and Sens. Bernie Sanders and Jeff Merkley released text of legislation intended to ban the use of Flock surveillance cameras and other license plate readers.

The Ban Flock Act would bar federal agencies from using automated license plate readers or accessing data from the technology and prevent federal grants from funding states and local governments that use automated license plate readers.

“At a time of growing concern about the unchecked power of AI, Flock is eviscerating the very notion of privacy by installing tens of thousands of cameras in communities across America without their consent,” — Sanders said.

🇯🇵🧑‍⚖️ Japan court rules voice is protected as publicity right in AI cloning case

A Japanese court ruled that voices are protected as a publicity right, similar to portrait rights, in the first such ruling in the country.

The Tokyo District Court, however, dismissed the demand by the plaintiff, voice actor Kenjiro Tsuda, for the operator of TikTok to take down videos narrated using artificial intelligence with a voice that he claimed was similar to his own. Tsuda is best known for voicing the character Kento Nanami in the anime "Jujutsu Kaisen."

Japan does not currently have laws that clearly stipulate voice rights, but the Justice Ministry has recently laid out guidelines stating that uploading videos to social media that use voices similar to those of real people and generating revenue from them may constitute a rights violation.
