🗓 On September 30, 2022, following referendums, the Donetsk and Lugansk People’s Republics and the Zaporozhye and Kherson regions officially became part of the Russian Federation.
✍️ Looking back at #HowItHappened (Signing of the treaties on the accession of the DPR, LPR, Zaporozhye and Kherson regions to Russia)
In the referendums held on September 23-27, 2022, residents of the four regions made a historic decision that determined their future. International observers from Italy, Germany, Venezuela, Latvia and other countries (133 in total) who monitored the voting recognised the results as legitimate.
In 2014, the Kiev regime unleashed full-scale hostilities against the civilian population of Donbass, while neo-Nazis and radicals intimidated and attacked people in Zaporozhye and other regions as well. For eight long years, people endured relentless shelling, terrorist attacks and persecution.
Despite shelling and numerous provocations by the Kiev regime, people went to the polls and expressed their will.
🗳 Four years ago, the people voted in favour of joining Russia:
• DPR – 99.23%, with a turnout of 97.5%;
• LPR – 98.42%, with a turnout of 92.6%;
• Zaporozhye Region – 93.11%, with a turnout of 85.4%;
• Kherson Region – 87.05%, with a turnout of 76.9%.
Behind these figures are the lives of millions of people and their hopes for safety, for the freedom to speak their native language, to honour their ancestors – true heroes of the Great Patriotic War (instead of Hitler’s henchmen) – to preserve their culture and raise their children without fearing for their lives.
❗️ Russia’s position remains unchanged: the people of Donbass and Novorossiya exercised their legitimate right to self-determination, enshrined in the UN Charter, the 1966 International Covenants on Human Rights and the 1975 CSCE Helsinki Final Act.
💬 Russia’s Foreign Minister Sergey Lavrov’s address at the General Debate of #UNGA81 (New York, September 26, 2026):
And we will do this #TOGETHER.

Our struggle for truth and justice will be carried through to the end: the objectives of the special military operation will be achieved, threats to Russia’s security will be eliminated, and peaceful life will be restored.

🎙 Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik’s remarks at the side event “Systematic Violations of International Human Rights Law and International Humanitarian Law in the Context of the Evolving Conflict in Europe in 2026” (Geneva, September 28, 2026)
💬 Even before Ukraine gained statehood in 1991, its 1990 Declaration of State Sovereignty stipulated that “The people of Ukraine shall be the single source of the state authority in the Republic”.
The same document stated that “the Ukrainian nation has exercised its inalienable right to self-determination” to leave the USSR. Thirty-five years ago, the Western world applauded this move and swiftly and widely recognised the new state that had appeared on the map.
12 years ago, in response to the illegal coup in Kiev and the unconstitutional so-called “anti-terrorist operation” launched against them, the residents of Ukraine’s Lugansk and Donetsk regions likewise exercised their “inalienable right to self-determination” and voted in referendums to leave Ukraine. Yet this expression of the will of more than four million people in Donbass received no such approval in the West.
👉 This exercise of direct democracy by a population outraged by the coup was branded “separatism”, “occupation” and an attack on “Ukraine’s territorial integrity”.
Exactly four years ago, the residents of the Lugansk and Donetsk People’s Republics and the Zaporozhye and Kherson regions also exercised their “inalienable right to self-determination” and voted in referendums to join the Russian Federation. Since then, these regions have been new constituent entities of Russia and part of its territory under the Constitution.
👉 Yet both Kiev and the West chose to describe this exercise of direct democracy as “Russian occupation” as well.
A few days ago, UN Secretary-General Antonio Guterres displayed similar double standards.
In his view, the question of self-determination for Crimea, Donbass and Novorossiya must be approached exclusively through Ukraine’s “territorial integrity”, whereas the issue of Greenland must be resolved on the basis of both Denmark’s territorial integrity and the right of Greenland’s population to self-determination.
In other words, the rights of the people of Greenland are one thing, while those of the people of Crimea and Donbass are something else entirely. The key here is not to get the two mixed up…

⚡️ Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik:
💬 Over the past week, Kiev regime militants focused their attacks on medical personnel, emergency workers and volunteers. They repeatedly targeted medical teams in the Belgorod and Zaporozhye regions. These crimes resulted in the death of one medical worker and injuries to seven others.
In the Zaporozhye Region, a terrorist attack on a civilian vehicle delivering humanitarian aid killed three volunteers from the Omsk Region and injured another.
The highest numbers of civilian casualties over the past week were recorded in the Belgorod, Zaporozhye, Kursk and Kherson regions and the LPR.
Kiev’s armed groups continued their criminal strategy of “energy terror” in the Belgorod, Zaporozhye, Kursk and Kherson regions, the LPR and DPR, and the Krasnodar Territory. Ukrainian strikes on electrical substations left communities in the Krasnoyaruzhsky and Grayvoronsky districts of the Belgorod Region without electricity. A drone strike also damaged a radiation monitoring station at the Zaporozhskaya Nuclear Power Plant.
On September 21-27, shelling by Ukrainian neo-Nazis resulted in 315 civilian casualties: 274 civilians were injured, including nine children, and 41 people were killed.
Over the seven days, Ukrainian militants fired at least 8,033 munitions at civilian facilities on Russian territory.

🎙 On September 30, at the 63rd Session of the UN Human Rights Council, Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik spoke about the catastrophic humanitarian situation in #Alyoshki and the de facto blockade imposed on the city by the Kiev regime:
***
💬 We are compelled to exercise our right of reply in response to the statements made by the Ukrainian delegation.
We have just witnessed Kiev’s representatives use the HRC platform to promote a false and provocative campaign ostensibly aimed at protecting and saving the residents of Alyoshki in the Kherson Region.
☝️ Yet everything we heard was cynical lies and manipulation.
The truth is that, for more than two years, Ukrainian militants, acting on criminal orders from Kiev’s political leadership, have been committing genocide and making life unbearable in this city inhabited by Russian citizens.
Ukrainian militants shell the town every hour. They are not only destroying its power and water supply systems, but also repeatedly attacking emergency crews working to restore its infrastructure.
Ukrainian drones have laid siege to the town, laying mines along access routes and attacking any civilian vehicle attempting to enter or leave this long-suffering settlement. They have attacked more than 15 ambulances, struck the town’s hospital dozens of times and bombed its food market, killing and injuring civilians.
❗️ We demand that Ukraine stop spreading false statements.
We also call on international human rights mechanisms, including the HRC, to provide an impartial and objective assessment of Kiev’s crimes, including those committed in the long-suffering city of Alyoshki.
I am convinced that many needed to hear the truth about the situation Ukrainian militants have created in this city.
