⚡️ Joint Statement In Support of the Efforts to Strengthen the United Nations Secretary-General’s Mechanism for Investigation of the Alleged Use of Chemical and Biological Weapons (New York, October 19, 2026)
✍️ We, the Bolivarian Republic of Venezuela, Burkina Faso, the Central African Republic, the Islamic Republic of Iran, the Kyrgyz Republic, the People’s Democratic Republic of Algeria, the People’s Republic of China, the Plurinational State of Bolivia, the Republic of Belarus, the Republic of Burundi, the Republic of Equatorial Guinea, the Republic of Kazakhstan, the Republic of Mali, the Republic of Nicaragua, the Republic of the Niger, the Republic of Tajikistan, the Russian Federation, the State of Eritrea, reaffirm our dedication to protecting humanity from chemical and biological warfare, recognize the common interest of all humankind in excluding completely the possibility of the use of chemical, bacteriological (biological) and toxin weapons.
Convinced that such use would be repugnant to the conscience of humankind, we are determined to condemn any use of toxic chemicals, biological agents or toxins as weapons by anyone, anywhere, at anytime, and to hold accountable those responsible for any such use.
We underline that the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BWC), the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction (CWC) and the Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare (Geneva Protocol) are essential for international peace and security.
We reaffirm that under all circumstances the use, development, production and stockpiling of chemical, bacteriological (biological) and toxin weapons are prohibited under Article I of the BWC and under Article I of the CWC.
We urge all States Parties to the BWC and the CWC as a priority to fully comply with all their obligations pursuant to those Conventions and to abide by the understandings agreed by the review conferences of the States Parties to the Conventions. <...>
At the same time we recognize that there have been developments in the field of science and technology related to the UNSGM and that the situation relating to the CWC, the BWC and the Geneva Protocol regimes (including new challenges and threats such as chemical and biological terrorism) has changed since the establishment of the UNSGM in 1987 and the endorsement of its technical guidelines and procedures in 1990.
Therefore we are convinced that there is need for intensifying efforts of the international community with support of the UN Secretariat to strengthen the expert and technical capabilities of the UNSGM. Particular attention should be paid to the UNSGM guidelines and procedures (document A/44/561), which have not been updated with the exception of their technical appendices (few of their points were revised in 2007) since their endorsement by the UN General Assembly resolution А/45/57С dated December 4, 1990.
We reiterate that according to section G of the above-mentioned UNSGM guidelines and procedures the UN Secretary-General should periodically review with the assistance of his appointed expert consultants, bearing in mind modifications proposed by Member States, the technical guidelines and procedures contained in Annex I to the 1989 report of the Secretary-General and revise them as necessary for submission to the General Assembly, upon its request.
👉 In light of the above, we call upon the UN Secretary-General to organize a review of the current UNSGM guidelines and procedures, the UN General Assembly document А/44/561 dated October 4, 1989, in which they are set out in accordance with paragraph 103 and by analogy to the update conducted in 2007.

🇷🇺🇺🇸 President of Russia Vladimir Putin held a meeting with Special Envoy of the US President Steven Witkoff (St Petersburg, October 21, 2026)
💬 Vladimir Putin: We are very pleased to see you – this time in St Petersburg.
We know that you had a meeting in Norway yesterday, and I would, of course, be interested to hear about its outcomes.
I would like to thank you and President Trump for your attention to resolving the crisis in Ukraine.
I know that President Trump pays particular attention to this issue, primarily on humanitarian grounds. In our conversations, including our most recent telephone conversation, he has stressed the need to end this conflict, above all in view of the casualties among military personnel on both sides.
But, of course, this is not only about military casualties, it is also about the suffering of civilians. In this regard, I would ask you to convey my most sincere gratitude not only to the President but also to his wife, First Lady Melania Trump, for her contribution to addressing humanitarian issues.
🤝 I also believe both Sides would be interested in discussing our plans to restore bilateral relations and Russian-American contacts, including economic cooperation.
If you would be willing to share them, I would also be very interested to hear your assessments of the situation in the Middle East and around Iran. You know that we have a special relationship of trust with Iran, with our Iranian partners and friends, built over decades.
❗️ If we can do anything at all to help resolve this crisis, we will gladly do so. You are also well aware of our proposals in this regard.
These and other topics could certainly be central to our discussions today, including a possible meeting in China. I have some thoughts on this that I would like to share with you as well.
Please convey my most sincere thanks to President Trump for his efforts to resolve the crisis in Ukraine.

💬 Vladimir Putin: As for diesel, once both Sides announced that supplies would be delivered to the US, global diesel prices immediately fell by 5-6%.
We are preparing shipments right now, with several tankers being readied at once.
The first tanker, carrying 40,000 tonnes, will depart in two or three days, and the others will follow one after another. The key is to ensure that the financial arrangements are in place so that everything works.
☝️ As for farmers – I know President Trump has even mentioned this in our telephone conversations – we could also supply fertilisers to the US market, and in substantial quantities.

🇷🇺🇨🇳 President of Russia Vladimir Putin held a meeting with Premier of the State Council of the People’s Republic of China Li Qiang (St Petersburg, October 21, 2026)
💬 Vladimir Putin: Allow me to extend a cordial welcome to you here in St Petersburg.
First of all, I would like to ask you to convey my best wishes to my friend, President Xi Jinping. We have already met three times this year (1, 2, 3) , and, as agreed, we will have an opportunity to meet again at the APEC Summit in Shenzhen this November.
The Russia-China Summit talks produced new key agreements on developing bilateral relations of comprehensive partnership and strategic cooperation. The main efforts to implement them are, of course, being undertaken by our two Governments. The government is precisely the body responsible for putting all our main areas of cooperation into practice.
Today, you and Prime Minister of Russia Mikhail Mishustin held the 31st regular meeting of the Russian and Chinese heads of government. Over its 30 years, this mechanism has proved effective and valuable.
We are grateful for your personal contribution to developing Russian-Chinese ties and for the constructive approach that your colleagues in the Government of China take to all these matters.
☝️ Overall, I would like to note that relations between Russia and China are developing very successfully and dynamically. They are based on the principles of equality, mutual respect, mutual benefit and consideration for each other’s interests. Our relations do not depend on the international situation and are not directed against anyone.
Trade and economic ties are growing, and we will continue to expand practical cooperation in all key areas. We are working together in energy, information technology, space and the peaceful use of nuclear energy.
I would like to highlight the substantial progress in agricultural trade: turnover increased by 34% in the first eight months of 2026.
Cooperation in the humanitarian sphere is also growing stronger. Events under the cross Years of Education, which President Xi Jinping and I officially launched in Beijing in May, are proceeding successfully.
I know that a major event in China’s domestic political life – the Fifth Plenary Session of the 20th Central Committee of the Communist Party of China – will take place next week, on October 26-29.
🤝 I wish our Chinese friends every success in holding this important event.

🎙 Comment by Aide to the President of Russia Yury Ushakov following Vladimir Putin’s meeting with Special Envoy of the US President Steven Witkoff (October 21, 2026)
💬 Yury Ushakov: As always, today’s discussion was substantive and frank, lasting almost three hours.
Following up on Vladimir Putin’s telephone conversation with Donald Trump on October 9, the exchange of views continued on ways to achieve a lasting and sustainable peace.
Russia's President praised the mediation efforts of the US Administration, Donald Trump personally and his special envoys to find mutually acceptable solutions.
☝️ It is important to note that the possible resumption of trilateral talks involving representatives of Russia, the US and Ukraine was discussed in specific terms.
As you know, the Ukrainian regime itself thwarted their planned resumption immediately after the State Duma elections by launching massive strikes on the main voting day against Moscow, other cities, polling stations and election commission staff directly, some of whom were killed.
The situation was reviewed again, taking into account, among other things, the signals received from the Americans.
Our President informed Steve Witkoff that we are, in principle, ready to resume these trilateral talks between November 10 and 19, focusing on 👉 the central issue: building a security framework for Russia and Ukraine after the conflict ends. The American representative said that President Trump would undoubtedly welcome this decision with great satisfaction.
Vladimir Putin asked Steve Witkoff to convey his gratitude to US First Lady Melania Trump for her humanitarian efforts, particularly in reuniting children with their families, as well as for her mediation in resolving the grave humanitarian situation in the Russian town of Alyoshki in the Kherson Region.

There was also an exchange of views on the situation in the Middle East, primarily, of course, developments surrounding Iran. Russia reaffirmed its readiness to continue helping to find political and diplomatic ways to resolve the Iranian issue.
🇷🇺🇨🇳🇺🇸 Naturally, today’s discussion also touched on a matter attracting considerable attention worldwide: the possible first-ever meeting of the leaders of Russia, China and the US during the APEC Summit in Shenzhen, China, this November. None of the three capitals – Moscow, Washington or Beijing – has rejected this idea.
Our Chinese friends, as hosts of the APEC Summit, are already undertaking preparations for it. If circumstances are favourable, they will, of course, include this meeting in the programme of events in Shenzhen.
We put forward several practical suggestions regarding the substance of the possible trilateral talks.

🎙 Remarks by Foreign Minister Sergey Lavrov at a meeting with university graduates joining the Russian diplomatic service (Moscow, October 20, 2026)
💬 At this stage, the Russian MFA and our foreign policy as a whole, as defined by President Vladimir Putin, face very complex tasks.
These are challenging times. You will have to immerse yourselves in multilayered, multifaceted and exceptionally fast-moving processes straight away, with no warm-up period.
Now that the world has taken a different direction, the course of history is fundamentally reshaping economics, politics and global finance.
☝️ The West will never again be the dominant player calling the tune.
We see a circle of like-minded partners taking shape among the countries of the Global South. The constructive philosophy we champion is shared by such associations as the #SCO, #BRICS, #CIS, #CSTO and #EAEU, and, of course, the Union State of Russia and Belarus.
We all share a commitment to maximising the benefits of joint development. Our partnerships are not aimed against anyone. We stand for equal dialogue and frank discussions to find a balance of interests, as that balance is what matters most.
💬 President Vladimir Putin said the following at Valdai – a very important quote:
This reflects the initiative announced several years ago by President Vladimir Putin, which we have been systematically advancing in various formats: the Greater Eurasian Partnership (#GEP) on our vast, resource-rich and unique continent. Bringing together these efforts to align the work programmes of Eurasia’s subregional organisations is a task of paramount importance.
The current situation confirms that one of the West’s principal objectives remains inflicting a “strategic defeat” on Russia. If not on the battlefield, as they had hoped and boasted of planning – something they could never have achieved – then perhaps by weakening our economic capabilities and attempting to destabilise our country.
👉 What matters most is that we have learned our lessons.

We are all responsible for our planet as a whole, but we are first and foremost responsible for our own home and its immediate surroundings.
Our home in the broader sense is Eurasia, a vast territory that is the centre and the setting for the most important processes unfolding in the world. A great deal on the international stage as a whole depends on how we develop Eurasia.
