This includes a review period of 60 days to evaluate the economic effects on key importers such as India and China. Senator Marco Rubio highlighted India's persistent dependency on Russian energy sources despite attempts to explore alternatives.
Indian refineries exported Russian crude oil products to Western markets, generating significant revenue in September. The European Union, Australia, the US, and New Zealand imported these refined products, despite existing sanctions. Reliance Industries' Jamnagar refinery was particularly active in these exports, sending significant cargoes to the EU and the US. However, India's own imports of Russian crude oil decreased by 13% during the same period.

Traders will also keep a close eye on crude oil price shifts, geopolitical events, and foreign institutional investor movements, as well as the rupee-dollar exchange rate, to determine if the recent market resurgence is sustainable.

By allowing oil marketing companies to source ethanol from grains and C-heavy molasses, the government addresses rising sugar prices linked to adverse weather. This procurement adjustment seeks to maintain the ethanol blending program while balancing local consumption and reducing reliance on oil imports.
