WhatsApp is rolling out this possibility now.

Video calls are officially enabled for iOS users.
WhatsApp is rolling out them now.
Be patient and enjoy!

Remember that it is necessary that the iOS device has video calls remotely enabled in order to receive video calls from Android too.
If you have video calls already enabled, you can report me that on Twitter, so I can verify countries where video calls are already available.
Remember that the activation can be very slow. Sometimes reinstalling WhatsApp (perform a backup before if you want to try) can help to get them quickly.
