CBSE APAAR ID:

Is India moving towards E-Voting

(Vidhi Centre for Legal Policy, 29 Sep 2025)

Bihar became the first state to adopt an e-voting system for urban polls. The Bihar State Election Commission (SEC) has decided to roll out an e-voting system using an Android-based mobile. Although the SEC has adopted an end-to-end digital optical character recognition system and digital locks for EVM strong rooms, a face recognition system, legal challenges and practical risks persist. Additionally, it raises fundamental constitutional questions about electoral integrity and digital rights that require immediate legal policy intervention, considering India’s asymmetric federalism and digital/literacy inequality.

The current step was taken by using the power under Section 14 of the Bihar Municipal Act, 2007, through which the Bihar Municipal Election (Amendment) Rules, 2022, were promulgated. Rule 20 of the Amendment Rules explicitly allows for the use of electronic devices, other than electronic voting machines, such as laptops, palmtops, Android/iOS-based smartphones, servers, etc.

The primary target voters are migrant workers, persons with disabilities, pregnant women, senior citizens and seriously ill individuals. The SEC said it will help to increase voter turnout and make elections more inclusive. Additionally, the central government itself told the SC that they were considering a mechanism to ensure the voting rights of NRIs, as they are unable to access their right.

As part of a Memorandum of Understanding (MoU) between the Indian Council of Agricultural Research (ICAR) and Amazon (June 2023), farmers will produce for Amazon Fresh stores in India as part of a ‘farm to fork’ supply chain. It will see “critical inputs” in agriculture and “season-based crop plans” in collaboration with Amazon based on “technologies, capacity building and transfer of new knowledge.”

This corporate jargon ties in with the much-publicised notion of ‘data-driven agriculture’ centred on cloud-based data information services (which Amazon also offers). In this model, data is to be accessed and controlled by corporates and the farmer will be told how much production is expected, how much rain is anticipated, what type of soil quality there is, what must be produced and what type of genetically engineered seeds and inputs they must purchase and from whom.

This has been described as the recolonisation of Indian agriculture, which will eventually involve a handful of data owners (Microsoft, Amazon, Alphabet etc.), input suppliers (Bayer, Corteva, Syngenta, Cargill etc.) and retail concerns (Amazon and Walmart-Flipkart — both firms already control 60% of India’s e-commerce market) at the commanding heights of the agrifood economy, determining the nature of agriculture and peddling industrial food. Farmers who remain in this AI-driven system (a stated aim is farmerless farms) will be reduced to exploitable labour at the mercy of global conglomerates.

This is part of a broader strategy to shift hundreds of millions out of agriculture, ensure India’s food dependence on global finance and foreign corporations and eradicate any semblance of food democracy (or national sovereignty).

In addition to the MoU with Amazon, an MoU was signed between the ICAR and Bayer in September 2023. Bayer (it bought Monsanto in 2018), which profits from various environmentally harmful and disease-causing chemicals like glyphosate, signed the MoU to help “develop resource-efficient, climate-resilient solutions for crops, varieties, crop protection, weed and mechanization”, according to the ICAR website.

The ICAR is responsible for co-ordinating agricultural education and research in India, and Bayer seems likely to exploit the ICAR’s vast infrastructure and networks to pursue its own commercial plans, including boosting sales of toxic proprietary products.

But that’s not all. According to the non-profit GRAIN in its article ‘The corporate agenda behind carbon farming’, Bayer is gaining increasing control over farmers in various countries, dictating exactly how they farm and what inputs they use through its ‘Carbon Program’.

Farmers’ Struggle Far from Over — Corporate Capture of India’s Agricultural Sector Continues

(Colin Todhunter, 20 Oct 2023)

Bayer, which profits from toxic chemicals like glyphosate, has signed an MoU with the Indian Council of Agricultural Research (ICAR) “to develop resource-efficient, climate-resilient solutions for crops, varieties, crop protection, weed and mechanization”.

Bayer will exploit the ICAR’s vast infrastructure to pursue its own commercial plans within India, according to the Peoples’ Commission on Public Sector and Services (PCPSS).

And those commercial plans are clear: to boost sales of toxic proprietary products by opening up new markets in India as sales stagnate or plummet elsewhere.

PCPSS says that such MoUs make a mockery of the stated government aim to boost self-reliance in India’s farm sector.

Indian government signed an MoU with Bill Gates' Microsoft in April 2021, allowing global IT giant's local partner, CropData, to leverage a master database of farmers.

The MoU seems to be part of the AgriStack policy initiative, which involves the roll out of ‘disruptive’ technologies and digital databases in the agricultural sector.

Microsoft is supposed to help farmers with post-harvest management solutions by building a collaborative platform and capturing agriculture datasets such as crop yields, weather data, market demand and prices (data is the financially lucrative ‘new oil’ for those who own it).

In turn, this would create a farmer interface for ‘smart’ agriculture, including post-harvest management and distribution.

CropData is to be granted access to a government database of 50 million farmers and their land records.

As the database is developed, it will include farmers’ personal details, profiles of land held, production information and financial details.

Microsoft will know more about farmers than farmers know about themselves.

The stated aim is to use digital technology to improve financing, inputs, cultivation and supply and distribution.

The unstated aims are to impose a certain model of farming, promote profitable corporate technologies and products, encourage market (corporate) dependency among farmers and create a land market by establishing a system of ‘conclusive titling’ of all land in the country so that ownership can be identified and land can then be bought or taken away.

The plan is that, as farmers lose access to land or can be identified as legal owners, predatory institutional investors and large agribusinesses will buy up and amalgamate holdings, facilitating the further roll out of high-input, corporate-dependent industrial agriculture (and the massive health and environmental costs that it entails).

IndiaAI Mission, Gates Foundation to sign MoU on AI in agriculture, healthcare: Ashwini Vaishnaw

IT Minister Vaishnaw said that the Gates Foundation would tie up with the Centre’s IndiaAI Mission to develop AI solutions for agriculture, education, healthcare, and climate resilience

(The Hindu, 20 March 2025)

The Union government’s IndiaAI Mission will soon sign a memorandum of understanding with the Gates Foundation to cooperate on “AI solutions for better crops, stronger healthcare, smarter education, and climate resilience,” Minister of Electronics and Information Technology Ashwini Vaishnaw said on X (Twitter) on Wednesday (March 19, 2025).

Bill Gates, the foundation's chairman, visited India this week, and met with Prime Minister Narendra Modi and Vaishnaw, among other senior officials. The Gates Foundation was formerly known as the Bill & Melinda Gates Foundation.

Vaishnaw did not provide further details on the proposed MoU. A Gates Foundation spokesperson did not respond to a query from The Hindu by press time.

The IndiaAI Mission aims to promote the development, research and use of artificial intelligence (AI) in India. In recent months, the Mission has begun allocating computing infrastructure — in the form of a shared pool of graphics cards — to facilitate local startups and researchers who often need a high amount of digital processing resources.

Bill Gates recently wrote of his meetings with farmers in Odisha, saying that he “saw farmers using AI-powered tools to predict weather patterns, choose crops, and reduce disease risks,” and that he was “looking forward to seeing how much better those tools have gotten in the short time since.”

"AgriStack" is India’s first major governmental push in digital agriculture.

The AgriStack initiative is a “collection of technologies and digital databases” that will be used by the government to provide each farmer with a unique ID linked to their Aadhaar number.

The initiative is set to be finalised in November by committees set up by the Agriculture Ministry and is awaiting the agriculture minister’s approval.

To build the database, the ministry is tapping into the prized data of 11.5 crore landholding farmers collected under the PM-KISAN programme.

This will be integrated with other sets of data from initiatives like Fasal Bima Yojana (a crop insurance scheme), the Soil Health Card, and satellite imagery from the Mahalanobis National Crop Forecast Centre.

Eventually, if each farmer ID is linked, the database will be like the Unified Payments Interface (UPI) system.

Both private and public players will be able to tap into it for government schemes and corporate services.

AgriStack: Under the New Digital Initiative, Farmers Will Be at the Mercy of Big Businesses

(Srinivas Kodali, 6 Feb 2023)

AgriStack or India Digital Ecosystem for Agriculture (IDEA) has been under development since 2020 with public consultations in 2021, along with MoUs for pilots with several BigTech companies including JIO Platforms, Microsoft and Amazon.

The proposals part of AgriStack include a Unique Farmer ID, Unified Farmer Service Interface, Core databases and repositories with all 360-degree information on farming.

The architecture of AgriStack/IDEA will be similar to InDEA 2.0 (India Digital Enterprise Architecture) with the same architect, J. Satya Narayana, designing most digital infrastructures.

Satyanarayana is a retired Indian Administrative Service (IAS) officer who now works for the World Economic Forum’s (WEF's) Centre for the Fourth Industrial Revolution.

The stated purpose of AgriStack is to help the use of data in agriculture to promote data-driven agriculture.

The challenge in achieving this goal is to help farmers actually get this data. Instead what we will witness is the farmers’ personal data is used by the businesses/markets to decide their economic life.

The architecture of AgriStack will determine how the information is collected, shared and sold across the agri-market ecosystems.

From a traditional economic perspective, the entities with access to more data and information about the markets will profit from them.

It is hardly going to be the farmers themselves with no access to this data other than the choice to part with the data. https://tinyurl.com/4dst4myk
Govt to begin farmer registration for Aadhaar-style IDs from October; targets 5 crore farmers by March

(PTI, September 9, 2024)

In a major push towards digitising the agriculture sector, the government will soon begin registration of farmers across the country to provide them with a unique ID similar to Aadhaar, Agriculture Secretary Devesh Chaturvedi said today.

He told PTI that the guidelines for the registration process will be issued soon, with the implementation set to begin in the first week of October.

"Our target is to register five crore farmers by March next year," Chaturvedi said, noting that the initiative is part of the government's ₹2,817-crore Digital Agriculture Mission approved by the Cabinet recently.

A pilot project was earlier conducted in Maharashtra and Uttar Pradesh, and 19 states have already onboarded the project, he said.

Once the farmers' registry is created, an "Aadhaar-like unique ID" will be provided to each registered farmer.

Chaturvedi said the unique ID will help farmers access various agricultural schemes, including the Minimum Support Price (MSP) and Kisan Credit Card programme, without much hassle.

He said the current government data is limited to farmland parcels and crop details provided by states but lacks individual farmer-wise information. The new registry aims to bridge this gap. https://tinyurl.com/mrx7d8pt
The False Pretext of Trump’s Executive Order on Glyphosate

Donald Trump's glyphosate EO claims to protect the food supply for "national security" but really protects Bayer from lawsuits and his tariffs.

(Jeremy R. Hammond, 23 Feb 2026)

On February 18, Donald Trump signed an Executive Order (EO) citing the Defense Production Act of 1950 as authority to effectively subsidize domestic production of glyphosate, the key ingredient in Bayer’s popular "Roundup" herbicide, and to shield manufacturers from liability.

Roundup was formerly produced by Monsanto, which Bayer purchased and absorbed in 2018.

The contamination of the food supply with glyphosate is a major health concern for many Americans, including a large number who voted for Trump as members of the "Make America Healthy Again" or "MAHA" movement.

MAHA was splintered out from the broader health freedom movement in Augus 2024, when Robert F. Kennedy, Jr. ended his presidential run to ally with Trump, rebranding his own campaign with a play on Trump’s "Make America Great Again" or "MAGA" slogan.

The quid pro quo for bringing a large proportion of the health freedom movement on board with the Trump campaign was a position for Kennedy as Secretary of the Department of Health and Human Services (HHS).

The pretext offered by Trump in his Executive Order is that ensuring an adequate supply of glyphosate is a matter of "national security".

There is only one domestic supplier of glyphosate-based herbicides, the order states, requiring importation to meet the agricultural industry’s demand for it. A “Fact Sheet” accompanying the order states that it’s aimed at protecting the food supply from "hostile foreign actors."

That pretext was also propagated by Kennedy, who promised to "always tell the American people the truth" in a statement emphasizing that pesticides and herbicides are "toxic by design, engineered to kill living organisms", and that their widespread use puts Americans’ health "at risk."

"Unfortunately," Kennedy continued, "our agricultural system depends heavily on these chemicals." He suggested that if the supply of glyphosate "disappeared overnight," the consequences would be "disastrous", including falling crop yields, surging food prices, and a massive bankrupting of farms.

He defended Trump’s order on the grounds that the US relies on “adversarial nations” and “hostile actors” for its glyphosate supply.

Kennedy also said that the administration is “accelerating the transition to regenerative agriculture by expanding farming systems that rebuild soil, increase biodiversity, improve water retention, and reduce reliance on synthetic chemicals, including pre-harvest desiccation.”

The problem is that Kennedy’s proclaimed goal of moving away from the systemic poisoning of the food supply is irreconcilable with his support for Trump’s order.

In fact, Trump’s order dismissed health concerns by describing glyphosate-laden foods as both “affordable” and “healthy”. Protecting the glyphosate supply is, according to Trump, “essential to protecting the health and safety of Americans.”

That characterization belies any intention to transition away from its use and betrays a very different motive.

WHO Report Reveals ‘Immunization Agenda 2030’ Reliant On Mass Censorship

(Natalie Winters, 12 Feb 2026)

I obtained a briefing paper outlining the progress of Immunization Agenda 2030 (IA2030) — WHO’s decade-long project to embed vaccination deeper into national health systems through 2030.

The document is explicit about where this is going: more vaccination across more populations with immunization positioned not as a discrete program but as a permanent pillar of primary care and “universal health coverage.”

The WHO makes clear it’s not just maintaining legacy schedules. It highlights “clear progress” in “vaccine introductions,” reporting that between 2021 and 2024, “308 new or underutilized vaccines were introduced in low- and middle-income countries,” describing this as “over 60%” of the IA2030 “target of 500 introductions by 2030.”

It also frames a world of persistent “catch-up” as the new normal. The brief touts initiatives like “the Big Catch-Up,” claiming it has reached “over 11 million previously un- or undervaccinated children” by mid-2025 and helped establish catch-up vaccination policies “as routine.”

Concerningly, the WHO elevates public skepticism as a direct threat to the project.

Under a section header explicitly linking geopolitical instability with “weakened public confidence,” the brief states: “Rising vaccine hesitancy, anti-science sentiment and politicization of science and public health risk is undermining trust in immunization and threatening progress.”

It says measles elimination is “stalling” in part due to “increased hesitancy,” and it says polio eradication timelines have been extended with progress “hindered” by “vaccine hesitancy.”

WHO’s own public summary of the Executive Board discussion, published February 10, 2026, matches the posture in the internal brief.

WHO says Member States “repeatedly highlighted” integration, calling for immunization to be embedded in “primary health care,” “universal health coverage,” “national budgets,” and “health information systems,” and it notes Member States stressed a “life-course approach” so people “at every age get the vaccinations they need.” In the same update, WHO writes that “demand generation” was identified as a “top” priority in a “constrained funding environment.”

And then the line that effectively completes the loop: WHO says “misinformation and vaccine hesitancy featured prominently,” and that Member States urged “stronger risk communication and community engagement” to “build trust” and “sustain demand for vaccines.”
