We can laugh about this all we want (we do), we can make it as funny as we want (we can make it very funny), but at the end of the day, I doubt statements like this are made by accident.
If you didn't know, this tactic is used A LOT by social media "influencers." Especially people like Tate and his ilk. The strategy is, say something wildly outlandish and just wait for everyone to get uppity about it. And people do get uppity. Very much so, which drives traffic to their social media pages. That traffic drives advertisement revenue and increases the sales of whatever product (in case of Tate, the "Hustler University" or whatever) they're trying to sell.
I wouldn't be surprised if it was used here for the same purpose (Trump is known for his side hustles), but I also think there's more to it. I'm not sure exactly what it is. Maybe to confuse people and keep the pace high so the empire can proceed uninterrupted? I don't know. Anyway... This is not just a dumb thing said "as a joke."

1 dead, 4 wounded after gunfire breaks out in Lexington park
...On Saturday evening, before 7:00 p.m. local time, gunfire erupted at Charles Young Park in downtown Lexington. According to a report from Lexington Police Chief Lawrence Weathers, officers were already at the park and quickly responded to the incident.
The shooting left four people with non life threatening injuries, including a 4 year old child, a 14 year old child and two adults. One person, whose age and identity were not disclosed, was declared deceased after being rushed to a local hospital.
Weathers declined to share information on the suspect. However, he said he did not believe there was an ongoing threat to the public.

Soyuz rockets are built months/years in advance of scheduled missions, so disruptions might not be immediate, and that is only if the strikes actually significantly damaged the facilities involved in Soyuz production, including facilities producing crticial electronic components.
