Operation Trust (1921–1926, Soviet Union)

‘Operation Trust’ was a targeted intelligence operation carried out by the Soviet Cheka/OGPU. A fictitious underground movement was created which pretended to be working against the Bolsheviks.

Objective: To identify genuine opponents of the regime, to reassure and control the opposition in exile, to channel, monitor and neutralise resistance, to buy time and to lull opponents into a false sense of security

Method: Establishing a credible fake organisation (‘Monarchist Underground Movement’), making contact with genuine opponents at home and abroad, feigning that ‘we are working on it; the regime will fall soon’, and persuading opponents not to take any action themselves, but to wait and trust. Many opposition figures were thus unmasked, arrested or eliminated.

Core mechanism: Create hope for a secret, organised resistance and thereby paralyse genuine resistance.

QAnon (from around 2017, USA / the West)

QAnon is not a traditional intelligence operation with an openly acknowledged originator, but it is functionally very similar. It is a narrative from a secret insider who claims that a grand plan is unfolding behind the scenes against ‘the evil deep state’.

Key narratives: ‘Trust the Plan’, ‘The good guys have everything under control’, ‘The revelations are coming soon’, ‘Mass arrests are imminent’, ‘Stay calm, wait and see’, ‘Popcorn’, ‘It’s all just a show’.

Effect: People feel ‘enlightened’ and part of ‘the resistance’. At the same time, they become passive. Real political, social or personal action is replaced by waiting, deciphering codes, consuming narratives, and hoping for salvation from above or from outside.

Core mechanism: Make people feel as though they are part of the resistance, thereby preventing them from taking genuine action.

The structural parallels

Operation Trust:
- Fake underground movement
- “We are secretly working towards a coup”
- Opponents are silenced
- Hope replaces action
- Waiting instead of acting
- Controlled resistance

QAnon PsyOp:
- Fake/mythical underground narrative
- “The plan is unfolding behind the scenes”
- Critical voices are silenced
- Hope replaces action
- Waiting instead of acting
- Simulated resistance

Both create:
- An illusion of opposition
- A sense of insight
- A sense of involvement
- But no real effectiveness

Why this is so effective

Because it is psychologically perfect. People want to believe that ‘someone is sorting things out behind the scenes’. People want meaning and insider knowledge. People want hope without risk. People want resistance without consequences.

The result: you feel rebellious, but remain harmless to the system.

Operation Trust and QAnon are structurally the same: fictional resistance that gives people the feeling of ‘being part of it’, whilst in reality they are not changing anything.

One is historically documented as an intelligence operation; the other as a modern narrative system with PsyOp characteristics.

In both cases, the same applies: those who wait for the grand plan do not act. And those who do not act pose no threat.
