Was there anti-Semitism in the German Empire even before Hitler was born?
It’s hard to imagine, but let’s look into it:

March 1880 Anti-Semites organise themselves

The formal equality of the Jewish population in Prussia and Germany is enshrined in law in the Imperial Constitution of 1871. Anti-Semitism begins to organise itself politically in Prussia and Germany.

The politician Wilhelm Marr founded the Anti-Semitic League. This ‘umbrella organisation’ immediately attracted many members, particularly in Berlin. It was Marr who first coined the term ‘anti-Semitism’.
His Memorandum ‘The Victory of Jewry over Germanism’ was published; by the autumn of that year, it had already reached its twelfth edition.

Marr’s main political thesis was that Jewish domination had already been established; the Jews had conquered Germany, and had done so with the help of the German population itself:

"You elect foreign rulers to your parliaments; you make them legislators and judges; you make them dictators over the state’s financial systems; you have entrusted the press to them… what on earth do you actually want! The Jewish people are making a fortune with their talents, and you are defeated – as is only right and proper, and as you have deserved a thousand times over."

With his Anti-Semitic League, Marr is attempting to bring to the fore the anti-Semitism that is to be found, from the subliminal to the overt, across the various political camps

“in order to finally bring the Jewish question out of the fog of abstractions and the disputes of partisan bias”.
