Mr Chee Hong Tat, Minister for National Development, announced updates to the Construction Quality Assessment System (CONQUAS) for Private Residential developments last night at the REDAS 66th Anniversary Dinner. These changes are opportunities for the industry to differentiate themselves through quality to homebuyers.โ
Starting 1 April 2026, private residential projects will be assessed under CONQUAS (Private Residential) with enhanced focus on โ
๐ Key updates in CONQUAS (Private Residential)โโ
โข New scoring methodology with prerequisites on critical tests for projects under CONQUAS bandingโโ
โข Assessment components streamlined with adjusted weightagesโโ
โข Quality standards enhanced to prioritise major defects impacting functionality or liveabilityโ
๐ Impact on project deliveryโ
โ Better balance between construction productivity and workmanship quality through prioritised checks on major defects โโ
โ Reduced downstream liveability/functionality issues and efforts needed to address them during Defects Liability Period (DLP) โโ
โ Clearer differentiation for quality performers through streamlined checks and enhanced project bandingโ
โ
๐ What can homeowners and homebuyers expect โโ
โ Greater emphasis on workmanship quality aspects that affect daily living โโ
โ Better assurance for critical areas that impact liveability, like water seepages and functionality โdefectsโ
โ Easy access to CONQUAS bandings of developers, builders and private housing projects via Quality Housing Portal (QHP) for informed decision-makingโโ

For 66 years, REDAS has been shaping Singapore's skyline and communities! Their fresh new logo reflects their commitment to building a sustainable, innovative, and inclusive future for our nation.
At the REDAS 66th Anniversary Dinner, Guest-of-Honour, Mr Chee Hong Tat, Minister for National Development, also delivered the opening speech, highlighting several significant efforts by BCA to streamline processes and raise quality standards in the Built Environment.

Minister Chee shared the legislative changes made to simplify the computation of plan fees for new developments. Instead of calculating plan fees separately for main buildings and other structures (e.g., swimming pools, link bridges), a single, unified fee will now apply across the entire development, regardless of building type. This streamlined fee computation was implemented on ๐ ๐๐๐ญ๐จ๐๐๐ซ ๐๐๐๐, making regulatory submissions easier and smoother, enabling potential time and cost savings for firms.

To promote fair and sustainable competition in the industry, the 'Reduced Fee Score' pilot will be expanded from ๐ ๐๐๐๐๐ฆ๐๐๐ซ ๐๐๐๐ to cover all public sector Quality-Fee Method (QFM) tenders up to $100 million, up from the previous $50 million threshold. This move aims to discourage fee-diving and encourage firms to compete on quality, innovation, and capability development, ensuring a stronger, more resilient Built Environment sector.

BCA has also collaborated with industry partners, including REDAS, to enhance the CONQUAS framework for private residential developments, ensuring it remains relevant to homeowners' needs while supporting industry productivity and growth. These enhancements will take effect from ๐ ๐๐ฉ๐ซ๐ข๐ฅ ๐๐๐๐.
Together with REDAS and our industry partners, we look forward to continuing our collective efforts to raise quality, productivity, and professionalism across the Built Environment sector.

Today, our built environment sector accounts for over 20% of Singapore's carbon emissions. with concrete contributing 8% of global emissions, the spotlight is on embodied carbon.
This presents a significant opportunity for material innovation, not just to enhance building performance but to also reduce carbon footprint.
As shared at BCAโs recent BE Innovation Hub Technology Exchange , innovations are already underway to reshape the construction practices and accelerate Singapore's path to net zero targets.
To name a few, they are:
โก๏ธ Decarbonisation strategies from Singapore Green Building Council and Climate Group
โก๏ธ Low-carbon construction materials from Kajima Overseas Asia (Singapore) Pte. Ltd. Island Concrete and Taiheiyo Cement Corp
โก๏ธ Construction circularity practices from Obayashi Construction-Tech Lab Singapore and UPCYCLEA
โก๏ธ AI-optimised platform for concrete mix designs from Meta
โก๏ธ Materials for repair from Nippon Paint Singapore, Maxon Technologies, Fyfe and Zingametall Singapore
For solution providers who wish to bring innovation to Singapore, BCA has introduced an eResource detailing regulatory requirements, performance standards, and testing protocols for concrete innovations for reference: https://go.gov.sg/bca-ino-conc
Moving ahead, there is still untapped potential in this space and we are committed to collaborating with the industry, building a more sustainable future, one innovation at a time.
