Shreya Singhal Case (2015) – Protecting Online Freedom
In this case, the Supreme Court struck down Section 66A of the IT Act, which made it a crime to post "offensive" content online. The problem was that the law was too vague—it did not clearly define what "offensive" meant. This gave the government too much power to arrest people for anything they posted.

The Court ruled that Section 66A violated Article 19(1)(a) (freedom of speech) because:

* It restricted free expression without clear guidelines.
* It could be misused to silence criticism.

This judgment was a huge win for digital freedom, ensuring that people can express their opinions online without fear of wrongful punishment.

Background of Bihar’s Agricultural Roadmaps
The agriculture roadmap initiative was first introduced in 2008 by Chief Minister Nitish Kumar to improve the state’s agricultural sector.

First Agriculture Roadmap (2008-2012): Focused on increasing the production and productivity of crops like paddy, maize, wheat, and potatoes. A farmer from Nalanda set a world record in paddy production, surpassing China's previous record.

Second Agriculture Roadmap (2012-2017): Expanded focus to include fruits, vegetables, milk, eggs, and fish production, significantly benefiting farmers.

Third Agriculture Roadmap (2017-2022, extended to 2023): Further boosted agricultural productivity, increased fish production by 2.5 times, and helped Bihar become self-sufficient in fish production. Bihar also received Krishi Karman Awards for its production of rice, wheat, and maize.

Key Features of the Fourth Agriculture Roadmap (2023-28)
The Fourth Agricultural Roadmap builds on previous successes and aims for rapid growth and inclusivity in agriculture.

✅ Increased Budget Allocation: The Bihar Cabinet approved ₹1.62 lakh crore for this roadmap to enhance productivity and farmers' income.

✅ Comprehensive Development: Focuses not only on crop production but also on horticulture, animal husbandry, and fisheries.

✅ Infrastructure for Animal Care: Animal hospitals are being established in every 8-10 panchayats to ensure proper veterinary care.

✅ Special Schemes for Flood-Prone Areas: A scheme is being implemented for six districts in the Chaur region, where waterlogging persists for nine months annually.

✅ Modern Technology in Agriculture: Emphasis on technological advancements to solve farmers’ problems and improve their livelihoods.

Objectives of the Fourth Agriculture Roadmap
The roadmap sets 10 key objectives to ensure sustainable and inclusive agricultural growth:

1️⃣ Food and Nutrition Security to meet the needs of the growing population.

2️⃣ Inclusion of Non-Raiyat and Women Farmers in agricultural development.

3️⃣ Sustainable Development to ensure long-term agricultural growth.

4️⃣ Coordination Between Government and Private Sector to enhance efficiency.

5️⃣ Farmers' Groups for "Small Farmer–Big Farming" to improve collective productivity.

6️⃣ Maximum Use of Modern Technology to resolve agricultural challenges.

7️⃣ Reduction of Post-Harvest Losses through better storage and processing facilities.

8️⃣ Special Programs for Tal, Diara, and Chaur Areas to improve agricultural conditions in flood-prone and waterlogged regions.

9️⃣ Integrated Development of Agriculture and Allied Sectors including horticulture, animal husbandry, and fisheries.

🔟 Climate Change Adaptation and Ecological Balance to prepare farmers for changing environmental conditions. #BPSC_Mains
