Why do the security footage we see in documentaries and movies and all always look very unclear?

What I think is that, Increasing the resolution reduces the Efficiency...

Hope this is clear or I should explain more?

How often do you take a picture?
At what distance do you take a picture?
What Angle do you take a picture?
What size do you take a picture?

All this affects the resolution of any picture..
