Eco-friendly transportation a condition of planned Ottawa Senators arena

Public transit, cycling and walking will be the "primary and preferred modes" of getting fans to and from the Ottawa Senators' planned downtown arena, says a newly disclosed agreement on the project.

Under the agreement, a group led by the NHL team would be responsible for designing, building and paying for a publicly accessible cycling and pedestrian bridge linking a major Ottawa street to the LeBreton Flats arena site. In addition, the arena and associated elements would be "zero carbon" buildings — highly energy-efficient structures with minimal greenhouse gas emissions from materials and operations.

Volunteers ramp up search for 62-year-old man missing in Prince Albert since March 31

Dozens of volunteers, along with Prince Albert police, are searching for 62-year-old Dilbert Thomas, who has been missing since Monday, March 31. The search began Monday at 9 a.m., with Search and Rescue Saskatchewan Association of Volunteers leading it. Monday's search takes place between 42nd Street East and 48th Street East to Central Avenue in Prince Albert.

The Prince Albert Police Service says Thomas was last seen walking by himself south of the city on 5th Avenue East. Thomas was wearing a black jacket, dark blue pants with white stripes at the bottom, and black glasses when he went missing. Thomas is from Peter Ballantyne Cree Nation's community of Southend, and the police says it's unusual for him to not be in contact with his family. PBCN put out a release asking for the public's assistance to find Thomas on April 10.

Fire forces Puvirnituq, Que., to declare state of emergency as water shortage continues

As residents of Puvirnituq, Que., continue to struggle with a worsening water shortage, a fire has prompted the small village in Nunavik to declare a state of emergency. The fire, which began on Saturday at about 3 p.m., destroyed a house in the northern Quebec village of 2,100 people.

There were no injuries, according to a statement from Lucy Qalingo, Puvirnituq's mayor. She said the fire was extinguished at about midnight, with blizzard conditions, strong winds and the very limited water supply hampering the firefighting efforts. The village council declared a state of emergency on Saturday evening. Access to water has been limited since a pipe that connects the pump station to the treatment plant froze in mid-March. That has forced the village to drive farther out of town to truck in water and have it manually chlorinated, slowing delivery of water.

The number of serious bedsores reportedly found in patients in Nova Scotia hospitals has risen, but the province says it is only because it is counting them differently.
However, a patient safety advocate says that's no comfort because they shouldn't happen at all.

Plan for paid street parking during evenings, weekends frustrates business owners

A plan to extend paid street parking hours into the evenings and weekends in high-traffic neighbourhoods is drawing the ire of some Ottawa business owners. City staff are recommending a range of reforms to an on-street parking regime that's been the norm in Ottawa for decades.

Among the most significant changes are proposals to add five new paid parking zones, extend paid hours into the evenings and add paid Sunday parking in some high-traffic areas.

Alberta doctors renew calls for RSV shot for all newborns, after hundreds hospitalized

The Alberta government faced calls to offer nirsevimab, a newer preventative injection, for free to all newborns last year. Despite being offered in some other provinces, it was not available in Alberta. The monoclonal antibody shot, which was approved by Health Canada in 2023 and is given in a single dose, contains lab-made proteins that act like those created by the body's own immune system.

In response to questions from CBC News last week, Alberta Health confirmed it now plans to offer limited coverage starting this fall.
"For the 2025-26 season, the Alberta Pediatric RSV Prevention Program will offer nirsevimab (Beyfortus) to high-risk infants," an Alberta Health official said in an emailed statement.

Quebec to impose French-language quotas on streaming giants

Quebec Culture Minister Mathieu Lacombe tabled a bill today that would force streaming giants to add French-language content and make it more easily accessible to users.

Bill 109, titled An Act to affirm the cultural sovereignty of Quebec and to enact the Act respecting the discoverability of French-language cultural content in the digital environment, has been in the works for over a year. It marks the first time that Quebec would set a "visibility quota" for French-language content on major streaming platforms such as Netflix, Disney and Spotify.

Wildfire evacuations in RM of Alexander, Whiteshell partially lifted

Some people forced from homes and cottages by Manitoba's largest wildfire are allowed to return — but with a warning they must be ready to evacuate in two hours, if necessary.

"That's probably close to half, maybe one-third, of all the people affected can go back. A very big estimated number is [that the fire is] affecting 1,000 people, so it's possible that a few hundred are going back," said Jack Brisco, mayor of the rural municipality of Alexander. The rural municipality covers a large area, from the eastern shore of Lake Winnipeg westward to Nopiming Provincial Park and land east of Lac du Bonnet. That eastern part of the RM is between the wildfire in the RM of Lac du Bonnet and the massive fire raging through Nopiming.

'Shock' and 'panic' as new daycare operators in Alberta told they won't get funding after all

Albertans in the process of setting up new child-care facilities say they've had the rug pulled out from under them as the Alberta government abruptly informed them last week they would not qualify for grants under the federal-provincial child-care agreement.

"I am devastated," said Arshdeep Kaur, who is in the process of renovating a building she purchased in Calgary and planned to open in July as a new daycare named Sparkling Kids.

Kaur moved to Canada from India in 2011 and began working in early childhood education the following year. She said she always dreamed of opening a daycare of her own and initially planned to do it once her own children were a little older.
