Skating on Rideau Canal pausing Monday to preserve ice during warm spell
The Rideau Canal Skateway will be closed to skaters from 8 a.m. Monday until conditions allow it to be reopened. The pause is to preserve the ice surface through a few days of warmer weather, the National Capital Commission said in a Sunday afternoon news release.
Visitors are still permitted to run or walk on the skateway's new designated walking lane, the NCC said, adding that washrooms, change rooms and food and beverage concessions will remain open.

Algonquin College to cut 41 programs, close Perth campus
Algonquin College's board of directors has voted to cancel 41 programs and close its campus in Perth, Ont. Of the 41 programs, six active programs will be cancelled, 31 active programs will be suspended with intent to cancel, and four dormant programs will also be cancelled. The board had been tasked Monday with the decisions after president and CEO Claude BrulΓ© had earlier this winter laid out "unprecedented financial challenges."
He warned that "without intervention," the college will incur a budget deficit of at least $60 million in 2025-2026 and rising to $93 million by 2026-2027. BrulΓ© blamed the program cuts on the federal government's decision to reduce international student permits and the province's cap on tuition fees.

Retired farmer sues Mountie claiming unlawful use of force with stun gun, forced entry into home
A retired farmer from MacGregor, Man., is suing the Royal Canadian Mounted Police after an officer allegedly shocked him with a stun gun after busting into his home. Leonard Braun is seeking Charter damages in addition to other restitution, but no dollar amount has been attached.
"In our view, the officer's actions represented really a blatant disregard for Mr. Braun's Charter rights to be free from that kind of action by police," said lawyer Karl Gowenlock, who is representing Braun. Gowenlock said he believes sections of the Canadian Charter of Rights and Freedoms were breached, such as Section 8, which deals with unreasonable search and seizure, Section 9, which prohibits arbitrary detention, and Section 7.

Canada Implements New Visa Rules, Thousands of Indian Students, Workers May Be Hit
Canada has undertaken fresh steps to curb migration which is likely to have an adverse effect on tens of thousands of foreign students, including those from India. The new rules are also set to negatively impact those who apply for work and resident permits. Under the new Immigration and Refugee Protection Regulations, Canadian border personnel are now vested with the power to deny or reject temporary resident documents such as Electronic Travel Authorisations or ETAs and Temporary Resident Visas or TRVs. This means that border officials can now cancel such documents, which include work permits and student visas. The officials are also granted discretionary powers under which if an officer is not convinced that the individual will leave Canada upon the expiration of their authorised stay, they can reject their entry or cancel their permit even during their stay in Canada.
