Source of deadly legionnaires' outbreak in London, Ont., is ID'd as more become sick
Health officials in London, Ontario, have traced a persistent legionnairesβ disease outbreak β which has killed four people and hospitalized over 90 β to Sofina Foods Inc., a large meat-processing plant. The Middlesex-London Health Unit confirmed the bacterial subtype from the plant matched the strain causing the outbreak. Since July, cases have been reported within a six-kilometre radius, with contaminated cooling towers also detected at multiple sites, including Victoria Hospital. The outbreak recently grew with 25 new cases after authorities initially thought it was over.

Canada narrows choices for new submarines to German and South Korean bidders
As he delivered the hard sell pitch last spring for Canada to buy his submarines, Oliver Burkhard, the CEO of Germany's ThyssenKrupp Marine Systems (TKMS), used the phrase "strategic partnership" half a dozen times.
Canada would be part of "a family," he said.
We will β perhaps β soon get a better sense whether that approach is music to the ears of Prime Minister Mark Carney and key members of his cabinet.

South Nation Conservation Authority declares critically low water levels
The South Nation Conservation Authority (SNCA) has declared a Level 3 low water advisory β the most serious advisory it issues β for its jurisdiction in eastern Ontario, including parts of Ottawa.
"Level 3 conditions indicate that water supply no longer meets demand in certain regions and ongoing drought conditions are putting increased pressure on surface and groundwater supplies," the authority wrote in a news release Tuesday. It asked that residents reduce their water consumption and stop using water when not absolutely necessary.

Canada signs critical minerals deal with Germany, narrows down new submarine suppliers
Prime Minister Mark Carney arrived in Germany late Monday and has signed a critical minerals partnership with Germany that encourages the joint public financing of natural resources projects as Ottawa works to boost development and exports to Europe.
Additionally, Canada has narrowed down its shopping list for its next fleet of submarines to those made by two suppliers: Germany's ThyssenKrupp Marine Systems and South Korea's Hanwha Ocean Co. Ottawa plans to replace the Royal Canadian Navy's current fleet of four Victoria-class submarines over the next decade with up to 12 new subs.

'Relationship building' major impetus for end of hybrid work, city manager says
Ottawa's city manager says improving workplace culture was the key driver behind a decision to end hybrid work for municipal employees, amid criticism from the union and some city councillors who say the decision was "politically motived."
City manager Wendy Stephanson announced the move Tuesday in a memo to Mayor Mark Sutcliffe and council. The change will require all municipal employees to work five days a week in the office as of Jan. 1, 2026. It comes a week after Premier Doug Ford ordered provincial government workers back to the office full-time by January, and encouraged municipalities to do the same.

Quebec Considers Banning Public Prayer to Strengthen Secularism
Quebec Premier FranΓ§ois Legault is exploring legislation that could prohibit public prayer in spaces like parks and streetsβa move seen as bolstering the provinceβs secularism laws including Bill 21. He even raised the possibility of invoking the notwithstanding clause to bypass constitutional challenges. The proposal has sparked strong opposition: Catholic bishops warn it infringes on fundamental freedoms, legal experts say itβs unconstitutional, and critics argue that banning public prayer risks marginalizing religious communities and undermining civil rights.

Quebec plans to table bill banning prayer in public
Quebecβs government plans to introduce a bill this fall banning public prayer as part of its broader push to reinforce secularism, Secularism Minister Jean-FranΓ§ois Roberge announced. Premier FranΓ§ois Legault said street or park prayers should not be allowed, framing the move as a clear message to Islamists. While details of the legislation are unclear, Legault has not ruled out invoking the notwithstanding clause. The move follows other secularism measures, including expanding the religious symbols law, amid declining poll numbers and recent electoral setbacks for Legaultβs Coalition Avenir QuΓ©bec government.

'Vicious compliance': Alberta premier decries Edmonton Public Schools' banned book list
Alberta Premier Danielle Smith slammed the Edmonton Public School Board Friday morning for its banned book list, which features more than 200 titles.
The internally distributed list, which CBC News obtained Thursday, was in response to a provincial government directive to identify books that are not age-appropriate and remove them from school library shelves. But the list included titles like The Handmaid's Tale, The Color Purple, The Godfather and Jaws. Books from authors like George R. R. Martin, Sarah J. Maas and Maya Angelou are also on the list.

B.C. billionaire wanting Bay leases doesn't have cash to launch new chain: landlord
Hudson's Bay landlords were back in court Friday arguing a B.C. billionaire doesn't have the cash needed to launch a new retailer.
Ruby Liu wants to buy 25 more leases for $69.1 million from the Bay to open a new department store named after herself. The court has already approved a separate purchase of three Bay leases in malls she owns for a total of $6 million.
The Bay wants to sell her the leases because it will help the retailer repay some of the roughly $1 billion it owes creditors. It says the larger Liu deal is the "last path to realizing any value for the company's 98 leases."
Hudson's Bay has argued that Liu has the money she will need to launch and run a department store. The retailer has accused the landlords of painting her business plan and experience as insufficient because it's in their financial interest for the leases to revert back to them.

10,000 Ontario college support workers in strike position as students head back
As post-secondary students get ready for the upcoming semester, support workers from all of Ontario's 24 colleges are preparing for a potential strike.
On Aug. 21, the bargaining team representing over 10,000 full-time college support workers, including librarians, bookstore and registrar employees, requested a no board report, a measure that puts workers in a legal strike position as early as Sept. 11. The Ontario Public Service Employees Union (OPSEU) and the College Employer Council (CEC) have been negotiating the contracts, which are set to expire on Sept. 1, since June. The two sides told CBC Toronto that they are in negotiations again this weekend.
