Privacy commissioners find TikTok collected sensitive data from Canadian children
TikTok's tools to keep children off its platform were largely ineffective and the immensely popular social media app was collecting sensitive information from underage users, a joint investigation from Canadian privacy authorities found.
The investigation β launched by the federal privacy commissioner and his counterparts in Quebec, British Columbia and Alberta β looked into the video app's privacy practices as they relate to younger users and whether "valid and meaningful" consent is being obtained for the collection, use and disclosure of personal information. TikTok's terms of service prohibit users under the age of 13 (14 in Quebec) from using the platform.

Saint John plan to ban encampment in some areas gets final approval, with changes
Saint John city council will be moving forward with a revised version of its plan to remove homeless encampments from parts of the city after facing community backlash. Councillors voted in favour of the policy framework for the strategy β which will create encampment "red zones" β at Monday night's council meeting.
The revisions will aim to relocate encampment residents using a phased case-by-case approach depending on the needs of those living in encampments. It will also see another 27-unit transition housing "green zone" site open a month earlier than planned, in the beginning of November. It will be similar to one which opened in August.

Minister recorded saying police lack resources to enforce gun buyback
Public Safety Minister Gary Anandasangaree suggested recently that an acquaintance shouldn't worry about being arrested for refusing to turn in a banned firearm because municipal police have few resources to devote to such matters.
In an audio recording of a conversation Sunday with the unidentified gun owner, Anandasangaree says the latest phase of a federal firearm buyback program will be announced Tuesday, along with a pilot project in Nova Scotia.

Return-to-office push thwarting plans to off-load office space, government says
Public Services and Procurement Canada (PSPC) says its plan to sell off or lease surplus office space has been derailed in part by the government's push to increase the number of days public servants have to work in the office.
A ministerial transition binder prepared for Minister of Government Transformation, Public Works and Procurement JoΓ«l Lightbound says "recent developments" have undermined its goal of off-loading half of its office portfolio by 2034. April 2024's federal budget said reducing the federal office footprint would generate "substantial" savings of $3.9 billion over the next 10 years, and $900 million per year after that.

RBC employee charged for allegedly accessing Carney's banking information
The RCMP has charged an Ottawa Royal Bank of Canada employee after he allegedly accessed Prime Minister Mark Carney's banking profile as part of a criminal plot.
The Mounties confirmed Wednesday they charged Ibrahim El-Hakim, 23, with fraud over $5,000, unauthorized use of a computer, identity theft and trafficking in identity information. Court documents show that El-Hakim also accessed a banking profile for a Justin Trudeau. RCMP would not confirm whether that profile was the former prime minister's or that of another person with the same name.

Audit recommends FSIN review policies after flagging $34M in questionable expenses
The Federation of Sovereign Indigenous Nations (FSIN) is being advised to review its policies on procurement, hiring, capital assets, accounting practices and expense approvals after a forensic audit of its books flagged $34 million in questionable transactions.
After Indigenous Services Canada (ISC) received allegations about lack of transparency and inappropriate expenditures, the federal department retained consulting firm KPMG last year to conduct the audit. The summary report of the findings was posted online Wednesday afternoon. It contains many details CBC previously reported after FSIN leadership was briefed earlier this month, along with a list of eight recommendations.

Ford says Ontario will ensure remaining Marineland beluga whales will get 'the best life possible'
Premier Doug Ford says Ontario will "do whatever it takes" to give the remaining 30 belugas at Marineland "the best life possible" as the Niagara Falls amusement park awaits word from Ottawa on whether it'll be allowed to export the whales.
Ford was speaking at a news conference Thursday on his plans to ban speed cameras when the issue of the possible exportation of the whales came up.
A federal official with knowledge of the situation previously confirmed to CBC News that the shuttered theme park applied to the government for export permits. Fisheries Minister Joanne Thompson said Tuesday that its decision would "speak to the health of the whales." The Department of Fisheries and Oceans (DFO) said Thursday that a decision has not yet been made.

Ottawa's speed camera plan in flux after province vows to prohibit them
The City of Ottawa's plan to add two dozen more speed cameras this year is in question after the Ontario government pledged to prohibit the traffic-calming technology across the province.
On Thursday, Premier Doug Ford called speed cameras a "cash grab" and vowed to get rid of them, six years after the province agreed to allow them. "Enough is enough. In a few weeks, our government will introduce legislation to ban speed cameras in Ontario, to protect taxpayers and drivers and stop them from being gouged," Ford said. "We've seen municipalities across the province use municipal speed cameras as nothing more than a cash grab."

Alberta considers new law allowing it to ignore international agreements signed by Canada
Alberta Premier Danielle Smith's government says it is planning to introduce legislation that would allow it to ignore international agreements signed by Ottawa.
The future legislation is listed in a new mandate letter Smith issued this week to the government's intergovernmental relations ministry, which the premier heads.
The letter says it's about protecting "Alberta's authority," and Smith's office added in a statement that it's also an issue of due process.

Canadian travellers, airlines, airports could be hit financially if pre-clearance into U.S. lost, says expert
Major airlines and airports, as well as both domestic and international travellers, could face added costs if pre-clearance services are lost in Canada, says an aviation expert.
Pete Hoekstra, the U.S. ambassador to Canada, said on Thursday that pre-clearance locations in Canadian airports are seeing declining numbers, as travel to the U.S. out of Canada slumps this year. The ambassador floated the idea that the U.S. may need to reassess offering the service. "We're not sure we can make the numbers work anymore β¦ pre-clearance is something that is done at the expense of the U.S. government. We paid for it," Hoekstra said at the Global Business Forum in Banff, Alta.
