During his visit to Türkiye today, Canadian Prime Minister Mark Carney announced a new strategic relationship between the two nations. Per the prime minister and subsequent reports, the strategic partnership will be centered on four pillars, economic trade and investment cooperation, defense cooperation, energy deals, and cultural ties (or people to people ties).
The announcement comes as Canada, amidst ongoing strategic rows with the U.S., has increasingly sought to increase cooperation along a wide range of fronts with nations in efforts to diversify the implementation of it’s strategic objectives and wider outlook.
Some key areas of cooperation that should be noted are, planned viability discussions on joint projects to expand Türkiye’s nuclear power capacity, defense industry cooperation (an area Canada had previously restricted due to Turkish President Recep Tayyip Erdoğan’s increasing authoritarian tendencies), and investments in key industries, including critical minerals, within Türkiye.

U.S. President Donald J. Trump took to his Truth Social app today and spoke on Iran, saying that Iranian actions in and around the Strait of Hormuz are meant to influence the price of oil in a pre-U.S. Midterm dynamic, adding that their actions against their own citizens adds to the deviant nature of their actions. The president also reiterated that they cannot and will not have a nuclear weapon.

Via @ragipsoylu, the full text of the Mecca Joint Defense Agreement between Saudi Arabia, Türkiye, and Pakistan has now been published, with the agreement being sent to the Turkish Parliament for ratification by the government.
In the recent past, when amidst Houthi attacks, Saudi Arabia invoked the agreement, and Türkiye’s lacking response was questioned by critics, with Turkish officials responding by saying that the deal was not yet legally operative.

U.S. Central Command (CENTCOM) has issued an update after 100 days of the second naval blockade of Iran saying the effort has helped to "prevent Iran from exporting at least $25 billion" in exports, applying pressure to the Islamic Revolutionary Guard Corps' (IRGC) ability to fund proxy militias such as the Houthis and Hezbollah.

Following a recent alert from the Saudi Joint Forces, the total number of Houthi drone and missile attacks against Saudi Arabia in the last 24 hours amounts to 7 drone interceptions and 2 ballistic missile interception. Saudi airpower continues to support ongoing Yemeni government/government-aligned operations against the Houthis on the ground.
This as, a number of nations, including those subordinate to the Mecca Joint Defense Agreement (Türkiye and Pakistan) and the UK, prepare to send additional forces to the Gulf nation in a defensive capacity.

A search and rescue mission is underway in the Black Sea after an incident with the Comoros flagged cargo ship "Khoryv", reportedly a Russian drone attack, about 13 nautical miles east of Constanta, Romania. One person is dead and three are missing, Romanian authorities said. The Romanian Naval Authority says it was reported around 10 a.m. local time. Video has surfaced online showing a life raft and response vessels near a capsized ship, purportedly from the attack this morning.
The Interior Ministry says the ship suffered major damage and capsized. Another commercial vessel recovered 10 people, nine alive and one dead. The vessel had 13 crew on board. Data from MarineTraffic shows the ship left Turkey Oct. 21 headed for Romania’s Sulina port. Authorities said a helicopter could not be deployed because of weather and low visibility.
Multiple Romanian media outlets reported it was struck by a drone, AP reports. The incident follows drone attacks on at least seven cargo vessels off the Black Sea coasts of Romania and Bulgaria in October this month alone and Romanian pilots shot down two drones over Romanian territorial waters on Saturday.

Reporting from the Washington Post exposes ongoing planning behind a covert (until now) spy program to conduct economic warfare against China and other competitors, according to six people familiar with the initiative.
The Pentagon denies it. Deputy press secretary Jacob Bliss said the Post’s questions rely on information that is “simply not true.”
The report says U.S. operatives would go undercover as business people or other private sector personnel without an official U.S. government link, known as nonofficial cover. The effort is reportedly overseen by Tom Rakusan, a 39 year CIA veteran who rose to deputy director of operations and is now a senior adviser to Deputy Defense Secretary Steve Feinberg, they said. It is in the planning phase and not operational, and it’s unclear where it would sit in the Pentagon, organizationally.
Former officials told the Post the legal basis is murky. The CIA operates under Title 50, which covers intelligence and covert action, while the military operates under Title 10. The effort would likely sit somewhere between the two. They also said the CIA has traditionally resisted other agencies working on what it sees as its core human spying role, and that the CIA’s own deep cover program has shrunk.
The Post reports the administration has embraced economic warfare, and that CIA Deputy Director Michael Ellis said in September the U.S. is broadening espionage against Chinese companies in AI, biotechnology and advanced semiconductors.

Ukraine’s Starshield access was still limited Friday despite President Donald J. Trump saying Musk restored it, according to the Wall Street Journal. U.S. officials told the Journal President Trump called Musk Wednesday and asked him to lift the restriction. Trump told reporters Thursday: “I don’t want to comment on it, whether I called, or whether somebody else called. The bottom line, he put it back.”
Ukrainian accounts are mixed. Some units tested drones at 200 km/h Thursday, mostly near the Black Sea, but late Thursday and overnight most of the military reported connections failing again above about 161 km/h. Zelenskyy’s spokesman Dmytro Lytvyn wrote, “We see the same limit. So as for now—nothing has changed.” A Zaporizhzhia pilot said failures are now random, and five of ten drones were lost on one mission Thursday night.

The Pentagon has spent months building a new agency to covertly disrupt and sabotage foreign technology programs seen as threats to U.S. military superiority, according to a dozen current and former U.S. national security officials who spoke to Politico.
The Pentagon denies it with Deputy press secretary Jacob Bliss saying the claims are “simply not true.” The White House did not respond to Politico's request for comment.
The Technology Support Office (TSO) was established in April, the officials say. Politico reports it is mentioned in previously unreported Department of War records, including a memo Deputy Secretary of War Steve Feinberg signed April 14 placing it under the Under Secretary of War for Intelligence and Security. Its goal is to “buy time or stop adversaries from developing technologies” that most threaten the U.S. military in a major conflict, one former official said. The sources describe building hacking tools and planning deception operations, such as tricking adversaries into installing faulty components in weapons. Politico reports TSO lacks legal authority to conduct clandestine operations itself and works with military and intelligence officers who do.
It was built by merging two classified Pentagon intelligence programs that have run smaller tech sabotage efforts since 2023. Sources say Special Operations Command and Cyber Command objected, fearing budget cuts. While budget details are unclear, one former official estimated classified contracts alone are likely more than $1.5 billion.

U.S. intelligence assessments suggests Iranian preparations to attack Americans in the Middle East have reached “advanced stages,” U.S. officials told The Wall Street Journal, citing a Friday memo from Director of National Intelligence Jay Clayton to Secretary of State Marco Rubio. The memo says Iran “has substantially increased efforts to target U.S. personnel,” with “lethal plotting” at advanced stages “in both the Middle East and certain other countries.”
The Journal says U.S. personnel have left embassies and bases, including an ordered departure at the embassy in Saudi Arabia “and other countries,” and that a U.S. official said suspected Iranian plots informed the decision.
Earlier reporting has been mixed. NBC News reported October 21st that the U.S. had quietly reduced troops at bases including in Jordan, Qatar and Kuwait and cut staffing at multiple diplomatic posts.
That same day, journalist Timour Azhari posted, citing U.S. officials, that State was preparing ordered departures at embassies across the Gulf. State Department spokesperson Tommy Pigott replied, “This is inaccurate,” saying the ordered departure covered Saudi Arabia only, and cited Houthi attacks.
Officials told the Journal President Donald J. Trump is leaning toward resuming major combat operations, though no decision has been made.

Ukraine says the speed restrictions on Starlink’s military service Starshield have been lifted, ending nearly 11 days of limits, according to the Financial Times. Defence Minister Yevhenii Khmara said the ministry’s monitoring recorded a recovery in speeds, with drones able to fly faster than 400 km/h on a “stable connection.” Zelenskyy said the restrictions were lifted overnight. Units had reported connection problems above about 130 km/h and a complete loss of signal above 160 km/h hindering Ukraine's offensive and defensive capabilities.
On Saturday, Elon Musk accused Ukraine’s military of violating Starlink’s terms of service by using the commercial system for “offensive drone strikes to kill people,” writing on X “That loophole was closed last week.” Several Ukrainian officials denied it, saying their drones use Starshield, which Musk has said the U.S. government controls. Presidential adviser Serhii Beskrestnov said commercial terminals in Ukraine have been limited to 70 to 90 km/h since last winter.
Earlier reports conflicted on who imposed the limit. The Wall Street Journal reported Musk ordered it, Reuters reported it came from the White House, and President Donald J. Trump said on Friday he didn’t know who ordered it but “had heard” it was resolved. Zelenskyy said Tuesday intelligence sharing resumed after talks with Special U.S. Envoy Steve Witkoff, though U.S. officials had denied it was cut.
