According to a release from the United Kingdom Maritime Trade Operations (UKMTO) Centre, a vessel transiting outbound through the Strait of Hormuz reported a fire on board while it was 25nm northeast of Khasab, Oman. At the time of writing, the cause of the fire is unknown, with the current status of the crew also being uncertain. Iran has continued to claim that a number of “offending” ships have been struck by mines, a paltry obfuscation of the fact that they have been striking vessels with missiles and drones.

Ukraine’s military has paused its strikes on Russian oil refineries after weeks of pressure from the Trump administration, people with knowledge of the operations told The Wall Street Journal. The unofficial pause began early last week and is expected to last until after the November 3rd midterm elections, possibly deeper into November. Ukraine’s government has not announced it. President Zelenskyy said Tuesday his forces “do not have an order” not to hit refineries, that they have been “a little more careful,” and that drone units are hitting other targets in Russia.

Two U.S. officials told the Journal that envoy Jared Kushner repeated President Donald J. Trump’s demand to stop at an October 20th meeting with Zelenskyy in Oslo. One official said Kushner suggested a 30 day pause would be a way to show gratitude for mediation efforts. The Journal says Trump blames Ukraine for high fuel prices, which energy experts mostly attribute to the U.S.-Iran war. The last reported strike on Russian oil infrastructure was Oct. 20 on a Druzhba pipeline pumping station.

Zelenskyy has said Ukraine wants more protection for its energy infrastructure in exchange for holding off. The pause came as SpaceX limited Ukraine’s military Starshield service October 14th, and the Journal says full service was restored October 24th, three days after Trump asked Musk to lift the limits. U.S. officials denied that the two issues were linked.

The United Kingdom Maritime Trade Operations (UKMTO) Center has updated its report on a tanker that was attacked yesterday in the Strait of Hormuz, 25 nautical miles northeast of Khasab, Oman. A verified report says the outbound tanker was approached on its port side by a small boat, which attached two explosive devices to the hull above the waterline. The blasts started a fire in the engine room that temporarily disabled the vessel. The fire has been extinguished, the crew is safe, no environmental impact has been reported and the tanker is continuing to its next port.

The method differs from the drone, missile and small arms attacks seen in recent weeks. Iranian Islamic Revolutionary Guard Corps-Navy separately claimed that a tanker east of the strait caught fire after hitting a naval mine. It didn’t identify the vessel, so it’s unclear whether it’s the same ship, but UKMTO’s account describes attached explosives rather than a mine.

Analyst comment: Attacks using small craft to attach explosives, such as limpet mines, to ships will be difficult for U.S. forces to counter. A device attached by a boat in a matter of minutes leaves little warning. The strait is crowded with dhows, fishing boats and other small craft, and analysts believe Iran retains hundreds of small boats of its own. A U.S. official told Reuters this month that the IRGC is already using dhows as spotters. A hostile boat can look like legitimate traffic until it is alongside a ship, and U.S. forces must weigh the risk of striking civilian craft. They also can’t screen every tanker on the U.S. guided route.

This graphic produced by the U.S. from a previous limpet mine incident shows examples of both a mine emplaced on the hull and damage resulting from the detonation of a mine.

Iranian aligned media have published an Islamic Revolutionary Guard Corps (IRGC) produced video purporting to show a tanker with smoke rising from near its superstructure that “exploded” while transiting the Strait of Hormuz on what the IRGC calls an “unauthorized route.” The IRGC says it is the third vessel struck today and offers no further details. The background may be the coast of Oman, but the location, date and ship can’t be confirmed from the short video.

The United Kingdom Maritime Trade Operations (UKMTO) Center has reported two incidents in the last 24 hours. In one, a small boat attached two explosive devices to a tanker’s hull about 25 nautical miles northeast of Khasab, Oman, causing an engine room fire. Reuters, citing maritime security sources, identified the tanker as the Panama flagged Louise 1 and the devices as limpet mines. The IRGC attributes its claimed strikes to sea mines, which U.S. Central Command (CENTCOM) says is false.

A months-long Tribunal Court dispute in Poland, the result of increasing divergence between the government and the president, has spilled over today, with police entering the courts during protests after controversial rulings by select judges.

The incident prompted Polish President Karol Nawrocki to postpone a foreign visit and return home mid-flight, as his dispute with Polish Prime Minister Donald Tusk over the appointment of judges spills over into a wider domestic political crisis.
More to come.

U.S. Ambassador to Poland Tom Rose urged all sides to “take a deep breath” as the confrontation over Poland’s Constitutional Tribunal escalated. He called it “an unprecedented confrontation over the government’s use of state power and the independence and authority of a constitutional institution,” said both sides “offer sharply different accounts,” saying “it is not our place to judge or interfere.”

He added that Poland’s “strength ultimately must come from within,” and called on officials, police and demonstrators not to “provoke violence or further escalation.”

Iranian Foreign Minister Abbas Araghchi has updated Al Jazeera on a number of points about the current U.S.-Iran negotiations process. Per Foreign Minister Araghchi, the negotiations, which have been brokered by Qatar and Pakistan (primarily Qatar), remain centered on the administration of the strategically important Strait of Hormuz and nuclear file, two of the primary issues of note for both nations.

However, at least publicly, rhetoric from both nations continues to indicate divergence on these key points of negotiation, with Iran continuing to signal that the reversal of the ongoing blockade of vessels traveling to and from Iran and the walk-back of post-MOU U.S. economic coercive measures against Iran are preconditions for any reciprocal engagement from Iran.

The U.S. Embassy in Moscow has issued a security alert warning of a potential mass casualty event at the Tsaritysyno Museum Reserve in Moscow. Per the alert, the embassy has received a credible warning that a mass casualty event may take place today and has warned U.S. citizens to avoid large crowds, avoid the location/general, area and to maintain situational awareness.

Something rightly mentioned by @Faytuks News is that a similar warning was issued prior to the Crokus City Hall attack a few years ago.

Per the release the U.S. is currently cooperating with relevant Russian agencies and authorities on the matter.

In a clarification of earlier yet unconfirmed reports, U.S. Secretary of State Marco Rubio said that the State Department “didn’t facilitate anything,” as it relates to Brazilian opposition leader Flavio Bolsonaro’s flight to the U.S., following his loss to Brazilian President Lula. Per Secretary Rubio, as Bolsonaro was a previous visa holder, U.S. President Donald J. Trump made good on his past comments that he would be allowed to enter the United States.

Iran’s Tasnim News and IRGC linked Telegram channels are reporting “massive explosions” in Kuwait. There have been no official statements regarding explosions, however the Kuwaiti Army announced yesterday that units will conduct live ammunition firing exercises in southern Kuwait from today through November 5, and a separate live fire exercise in the northwest runs through November 3. The reports may be related to that activity, but that hasn’t been confirmed. Kuwait was repeatedly targeted by Iranian missiles and drones earlier in the war.

Qatar condemned an attack on the LNG carrier Al Mayeda, owned by Nakilat, which was struck by “unidentified objects” Friday evening while sailing in the Arabian Gulf. Nakilat says no crew were injured, there was no environmental impact, and the vessel is safe and operational while damage is assessed.

Qatar’s Foreign Ministry called it “a dangerous act that threatens the safety of maritime navigation and the security of global energy supplies.” It said Qatar reserves the right to take “all necessary measures” under international law and has begun investigating to identify those responsible.
