This fact of 20 years before , today the interactions between the humans and animals have suctantially increased leading to frequent conflicts.

Mna and animals have always co existed , today they co exists but this co existence is of domination of men over animals today.


The solution of the criss does not lie in peace meal mesures like electric wires , dumps, radio collar etc

The solutions lies in the shift in the nature of our developmental from homo centricism to cosmo centricism

southern state blames the centre for secondary treatment in allocation of funds ....


In a joint family some members are weak and some are financially strong, but there exists a cooperation between all. No one blames other for extra effots taken for the weaker. Same is the case with the fund alllocation.

Recently the southern states raised a issue of second hand treatment with respect to the fund allocation . Is the issue a real concern ? Is state using politics to allocate funds. No the grants are given on the recommendation of the finance commission. There are several criterias which the commission as envisaged to allocate the funds . For example income distance is one of the principle , it refers to distance of states income from the state with the highest per capita income. The state with the highest distance are allocated the highest share . Is this criteria right , when looked from one perspective , yes it is , as it gives more funds to the states which are underdeveloped and if looked from other perspective it is in justice to the state which are contributing more for the overall development of the state.


The other criterias like demographic performance , ecology etc.

The concerns - Centre tax in the form of cess and surcharge is not shared with the state, further the FC is completely constituted by centre,

In order to tackle the grievance of the states some measure needs to be taken as the grievances if not taken care can lead to larger conflicts and can impact the unity and diversity in the country


FC should also hace the representatives of the states so that the states view can be represented

Secondly the criteria of respecting the efficency should also be a part of fund devolution, so that the principles of social justice and efficiency can both be ensured.


The welfare measures are rising, the competition is increasing coupled with the resources which are only shrinking. On all these there is rise if ethnic , caste and religion based politics in such circustances due care needs to be taken to ensure that performance based appraisal without punishing the states for its historical factors needs to be ensured.
