- Ukraine recognizes the independence of the DPR and LPR within the administrative boundaries of the former Donetsk and Lugansk regions of Ukraine.
- The project provided for limiting the number of Ukrainian Armed Forces and equipment. Ukrainians were willing to accept such restrictions, but sought much higher limits. Number of up to 100,000 people, 147 mortars and 10 combat helicopters. The range of Ukrainian missiles was to be limited - only 40 km;
- Ukraine was allowed to join the EU.
