گرنگترین وته‌كانی به‌ڕێز محه‌مه‌د شیاع سودانی سه‌رۆكی ئه‌نجوومه‌نی وه‌زیران له‌كۆنگره‌ی (ڕێگای گه‌شه‌پێدان) كه‌ئه‌مڕۆ شه‌ممه له‌به‌غدایی پایته‌خت ده‌ست به‌كاره‌كانی كرد:

🔷 له‌گه‌ڵ ده‌ربه‌نده‌كه شاره شارستانیه‌كانیش ته‌واو ده‌بن، كه‌له‌رۆخیان شارێكی پیشه‌سازی زیره‌ك دروست ده‌كه‌ین و هه‌موو پێشكه‌وتنه ته‌كنۆلۆژیه‌كانی ئێستا و پێشبینیكراو بۆ پێنچ ساڵی داهاتوو له‌خۆ ده‌گرێت.

🔷 به‌م پرۆژه، عێراق هه‌نگاو به‌ره‌و هاوبه‌شیه‌كی ئابووری ده‌نێت، و وڵاته‌كه‌مان ده‌كاته سه‌رچاوه‌ی پیشه‌سازی هاوچه‌رخ و كه‌ل وپه‌له‌كان.
🔷 سوود یان لێی وه‌رده‌گرین وپشتی پێده‌به‌ستنی به‌و هه‌موو ڕێگا و ڕیانه‌ی جۆرا جۆر و به‌ستنه‌وه وزیاتر له (1200) كم له‌هێڵی ئاسنی و به‌گه‌رخستنی ژێرخانی هاوبه‌ش و ڕێگا خێرایه‌كان.
🔷 هێڵی ئاسنی و ڕێگا خێرایه‌كان كه‌ل وپه‌له‌كان ده‌گوازنه‌وه، وئه‌و ده‌رفه‌تانه‌ی كاركردن كه‌ئه‌م پرۆژانه به‌رپایان ده‌كه‌ن ده‌بێته هۆكارێك بۆ گواستنه‌وه‌ی گه‌لانی ناوچه‌كه بۆ قوناغێكی ته‌واوكار و سه‌قامگیری و رووبه‌رووبوونه‌وه‌ی ڕكمانیه‌كان.
🔷 ڕێگای گه‌شه‌پێدان شاده‌ماری ئابووریه، و ده‌رفه‌تێكی گرنگه بۆ پێگه‌یشتنی به‌رژه‌وه‌ندی و مێژوو و رۆشنبیریه‌كان.
🔷 ئه‌م حكومه‌ته به‌شێوه‌یه‌كی پراكتیكی ده‌ستیپێكردوه به‌پێداویستیه‌كانی سه‌ره‌كی گه‌لی عێراق وبه‌پێی ئه‌وله‌كاریه‌كانی دیراسه‌كراو، هه‌روه‌ها له‌سه‌ر داتاكانی چاره‌سه‌ری ریشه‌یی بۆ نه‌بوونی شه‌قامگیری و ته‌گه‌ره‌كان بووه.
🔷 گۆنگره‌ی ڕێگای گه‌شه‌پێدان هه‌نگاوی تر لێی دروست ده‌بێت، ئه‌و له‌سه‌ر ئاراسته‌ی ئێمه‌یه له‌سه‌ر ئاستی چاكسازی و هه‌ڵساندنه‌وه‌ی ئابووری.
🔷به‌ڕێگای لێكگه‌یشتن له‌گه‌ڵ سه‌ركرده و رێبه‌رانی وڵاتانی برا و دۆستی ئێمه ئه‌م كۆنگره‌یه‌مان رێكخستووه.
🔷ئه‌مڕۆ به‌رپرسیاریه‌تی گه‌شه‌كردنی ئه‌و لێكگه‌یشتنه‌كان له‌ئه‌ستۆیی ئێوه، چونكه ئێوه به‌رپرس و ته‌كنیكار و تایبه‌تمه‌ندن له‌كه‌رته په‌یوه‌ندیداره‌كان، و نه‌خشه‌ڕێگای پرۆسه‌ی گواستنه‌وه بۆ ئاستی جێبه‌جێركردنی راسته‌وخۆ داده‌نێن به‌مه‌به‌ستی به‌ده‌ستهێنانی ئامانجه دیاریكراوه‌كان.
