🔷 The youth possess remarkable abilities in acquiring skills, keeping pace with the latest technological advancements, and assimilating the swift changes that shape our rapidly-evolving world.
🔷 Our government has demonstrated a comprehension of the requirements of the youth by incorporating it into their program. We have recognized the significance of enacting sports legislation, supporting sports clubs and federations, which serve as a nurturing ground for the youth and their potential.
🔷 The government has directed its focus towards the youth in its various initiatives, such as the Riyada initiative that aims to facilitate youth employment and support creativity. Additionally, the government has been investing in the development of sports infrastructure to provide for the needs of the youth.
🔷 It is imperative to transition towards institutional work to take the lead in all sectors, especially in prioritizing the youth and sports sector in our government program.

رئيس مجلس الوزراء السيد محمد شياع السوداني يطلق الستراتيجية الوطنية للتربية والتعليم (2022-2031)، ويعلن عن ابتعاث 5000 طالب للدراسة في الخارج

أعلن رئيس مجلس الوزراء السيد محمد شياع السوداني، عن إطلاق الستراتيجية الوطنية للتربية والتعليم للسنوات (2022-2031)، وذلك خلال افتتاحه المؤتمر الخاص بالستراتيجية، الذي عُقد صباح اليوم الاثنين، في العاصمة بغداد.
كما أعلن سيادته عن خطّة لابتعاث 5000 طالب وطالبة، لغرض الدراسة خارجَ العراق، ضمن اختصاصات ومجالات متنوعة.
وفي ما يأتي أبرز ما جاء في الكلمة التي ألقاها السيد رئيس مجلس الوزراء خلال افتتاح المؤتمر:
🔷 نرحب بهذه النخبة من الأكاديميين والخبراء من داخل العراق وخارجه، وهم يجتمعون في بغداد، لإطلاق الستراتيجية الوطنية للتربية والتعليم (2022-2031).
🔷 الستراتيجية ترسم خارطةَ طريقٍ لإصلاح المنظومة التربوية والتعليمية، بما يتطابقُ مع المعاييرِ الدولية، وترفع جودة وكفاءة نظامنا التربوي والتعليمي.
🔷 الستراتيجية رسمها خبراء في الوزارات القطاعية المعنية، بالتعاون مع خبراء دوليين ومؤسسات ومنظماتٍ دولية، في مقدمتها البنك الدولي واليونسكو واليونسيف.
🔷 سيستعيد نظامنا التربوي والتعليمي عافيته، بعد أن اهتزَّ ابتداءً من تسعينيات القرن الماضي، نتيجة السياسات الهوجاء للنظام الدكتاتوري المُباد.
🔷 تضمّن المنهاج الوزاري رؤية طموحة تستهدف خلق نظام تربوي وتعليمي تتوفر فيه عناصر الاكتمال والنجاح، بما يجعله منسجماً مع المعايير الدولية.
🔷 نعمل على استدعاء التجارب العالمية الناجحة، من دون الإخلال بالمنظومة القيمية الحضارية للعراق.
🔷 نهدف إلى وضع نظام تعليمي وتربوي يسهم في ترسيخ مفاهيم التآخي والتعايش والقبول بالآخر.
🔷 نستهدفُ قيام المؤسسات التعليمية ببناء أنظمة تعززُ التفكير الإبداعي، وأن تنسجم مخرجات التربية والتعليم مع متطلّبات خطط التنمية المستدامة التي أقرتها الأممُ المتحدةُ حتى عام 2030.
🔷 سنتولّى الإشراف المباشر على أدقّ التفاصيل الخاصة بتنفيذِ هذه الستراتيجية، عبر لجنة مركزية بإشرافنا وبالعمل مع فرق قطاعية معنية.
🔷 حريصون على توفير الميزانية المالية اللازمة لتنفيذ كلِّ ما ورد فيها من مشاريع وبرامج.
🔷 لايمكنُ بناء نظام صحي وبنية تحتية جيدة، وبيئة نظيفة وإدارة رشيدة للمياه، والقضاء على الفقر، وتنمية القطّاع الخاص، إلّا إذا امتلكنا نظاماً تربوياً وتعليمياً رصيناً.
🔷 ستبذل الحكومة الجهد والمال لكي يستعيد العراق مكانته في الجانب التعليمي.
🔷 نسعى إلى تطوير الموارد البشرية من خلال زجِّ الملاكات الأكاديمية في المؤسسات العلمية الدولية للاطلاع واكتساب الخبرات.
🔷 أعلن عن إطلاق مبادرة جديدة للابتعاث تتضمنُ إرسال 5 آلافِ مبتعث، استجابةً لحاجات البلد التنموية ودفع عجلة التنمية للأمام.
🔷 نشكر القائمين على إعداد الستراتيجية من الوزارات القطّاعية ومن الخبراء والمنظمات الدولية.

Prime Minister Mohammed S. Al-Sudani announced the launch of the National Strategy for Education (2022-2031) at a conference held in the capital, Baghdad. The Prime Minister revealed a plan to send 5,000 male and female students abroad to study in various fields and specializations.
The following are highlights from remarks by the Prime Minister at the conference:
🔷 We are honored to welcome a group of distinguished academics and experts from inside and outside Iraq to the launch of the National Strategy for Education (2022-2031) in Baghdad.
🔷 The National Strategy for Education (2022-2031) provides a comprehensive roadmap for transforming our educational system in line with international standards. Its aim is to significantly enhance the quality and efficiency of our educational system, equipping students with the skills and knowledge needed to thrive in the future.
🔷The National Strategy for Education (2022-2031) was developed by experts from relevant ministries in collaboration with international experts and institutions, including the World Bank, UNESCO, and UNICEF.
🔷 Our educational system has experienced significant challenges since the 1990s due to the reckless policies of the dictatorial regime.
🔷 The Government program is guided by an ambitious vision to create a comprehensive and successful educational system that aligns with international standards.
🔷As we work towards improving our educational system, we are taking inspiration from successful global experiences while preserving Iraq's unique cultural and societal values.
🔷 Our goal is to build an educational system that fosters the values of brotherhood, coexistence, and mutual acceptance among all members of society.
🔷 Our aim is for educational institutions to develop systems that foster creativity and innovation, preparing students to meet the demands of the 21st century. We believe that education plays a vital role in achieving sustainable development goals, as set out by the United Nations' agenda for 2030.
🔷 We are committed to overseeing the implementation of this strategy down to the finest details. To achieve this, we have established a central committee that will work in close collaboration with relevant educational teams.
🔷 We are committed to developing human resources by sending our academic staff to train in international scientific institutions, allowing our students and faculty to learn from the best and gain valuable experience.
🔷 As part of our efforts to drive development, we are launching a new scholarship initiative that will provide 5,000 students with the opportunity to study abroad and contribute to the country's progress.
🔷 We extend our gratitude to the ministries, experts, and international organizations who contributed to the development of the education strategy.

🔷 هەوڵ دەدەین سەرچاوە مرۆییەکان پەرەپێبدەین بە بەشداریکردنی ستافی ئەکادیمی لە دامەزراوە زانستییە نێودەوڵەتییەکان بۆ فێربوون و بەدەستهێنانی ئەزموون.

سەرۆکی ئەنجومەنی وەزیران بەڕێز محەمەد شیاع سودانی دەستپێکردنی ستراتیژی نیشتمانی بۆ پەروەردە و فێرکردن بۆ ساڵانی (2022-2031) ڕاگەیاند لە میانەی کردنەوەی کۆنفرانسی ستراتیژی کە بەیانی ئەمڕۆ ڕۆژی دووشەممە لە بەغدای پایتەخت بەڕێوەچوو.
بەڕێزیان پلانەکەی ڕاگەیاند بۆ ناردنی 5000 خوێندکاری کور و کچ بۆ خوێندن لە دەرەوەی عێراق لە بوارە جۆراوجۆرەکان.
ئەمەی خوارەوە دەقی وتارەکەی سەرۆک وەزیرانە کە لە کاتی دەستپێکردنی کۆنفرانسەکەدا پێشکەشی کرد:
🔷 پێشوازی لەم ئەکادیمی و پسپۆڕانە دەکەین کە لە ناوەوە و دەرەوەی عێراق ،ئەوان لە بەغدا کۆدەبنەوە بۆ دەستپێکردنی ستراتیژی پەروەردەی نیشتمانی (2022-2031).
🔷 ستراتیژەکە نەخشەڕێگایەک دەکێشێت بۆ چاکسازی لە سیستەمی پەروەردەدا، بە پێی ستانداردە نێودەوڵەتییەکان و بەرزکردنەوەی جۆرایەتی و زیرەکی سیستەمی پەروەردەییمان.
🔷 ستراتیژەکە لەلایەن پسپۆڕانی وەزارەتە کەرتییە پەیوەندیدارەکانەوە داڕێژراوە، بە هەماهەنگی لەگەڵ شارەزایانی نێودەوڵەتی و دامەزراوە نێودەوڵەتییەکان و ڕێکخراوەکان، کە لە پێش هەمووشیانەوە بانکی جیهانی، یونسکۆ و یونیسێفن.
🔷 سیستەمی پەروەردەییمان قۆرسای خۆی وەردەگرێتەوە، دوای ئەوەی لە ساڵانی نەوەدەکانی سەدەی ڕابردووەوە لە ئەنجامی سیاسەتە بێڕەوشتییەکانی ڕژێمی دیکتاتۆری لەناوچوو لەرزین.
🔷 بەرنامەی خوێندنی وەزارەت تێڕوانینێکی گەورەی لەخۆدەگرێت بە ئامانجی دروستکردنی سیستەمێکی پەروەردەیی کە توخمەکانی تەواوکردن و سەرکەوتن دابین بکات و لەگەڵ ستانداردە نێودەوڵەتییەکاندا بگونجێت.
🔷 کاردەکەین بۆ بانگهێشتکردنی ئەزموونی جیهانی سەرکەوتوو بەبێ هیچ زیانێک بە سیستەمی بەهای شارستانی عێراق بگەیەنێت.
🔷 ئامانجمان پەرەپێدانی سیستەمێکی پەروەردەییە کە بەشداری دەکات لە پتەوکردنی چەمکەکانی برایەتی و پێکەوەژیان و قبوڵکردنی ئەوانی تر.
🔷 ئامانجمان ئەوەیە دامەزراوە پەروەردەییەکان سیستەمێک بنیات بنێن کە بیرکردنەوەی داهێنەرانە بەهێز بکات و بەرهەمەکانی پەروەردە لەگەڵ پێداویستییەکانی پلانەکانی پەرەپێدانی بەردەوامدا بگونجێت کە لەلایەن نەتەوە یەکگرتووەکانەوە پەسەندکراوە تا ساڵی 2030.
🔷 ڕاستەوخۆ چاودێری بچووکترین وردەکارییەکانی جێبەجێکردنی ئەم ستراتیژییە دەکەین، لە ڕێگەی لیژنەیەکی ناوەندییەوە لەژێر چاودێریمان و کارکردن لەگەڵ تیمە کەرتییە پەیوەندیدارەکان.
🔷 بە پەرۆشین بۆ دابینکردنی بودجەی پێویست بۆ جێبەجێکردنی هەموو ئەو پڕۆژە و پرۆگرامانەی کە تێیدایە.
🔷 ناتوانین سیستەمێکی تەندروستی، ژێرخانێکی باش، ژینگەیەکی خاوێن، بەڕێوەبردنی ئاوی باش ، ڕیشەکێشکردنی هەژاری و پەرەپێدانی کەرتی تایبەت بنیاتبنێین، تەنها ئەگەر سیستەمێکی پەروەردەیی فێرکردنی پتەومان هەبێت.
🔷 حکومەت هەوڵ و پارە خەرج دەکات بۆ ئەوەی عێراق پێگەی خۆی لە بواری پەروەردەدا بگەڕێنێتەوە.
🔷 هەوڵ دەدەین سەرچاوە مرۆییەکان پەرەپێبدەین بە بەشداریکردنی ستافی ئەکادیمی لە دامەزراوە زانستییە نێودەوڵەتییەکان بۆ فێربوون و بەدەستهێنانی ئەزموون.
🔷 ئەو دەستپێکردنی دەستپێشخەرییەکی نوێی خوێندنی ڕاگەیاند کە ناردنی ۵،۰۰۰ خوێندکاری سکۆلەرشیپ لەخۆ دەگرێت، وەک وەڵامدانەوەیەک بۆ پێداویستییەکانی گەشەپێدانی وڵات و پاڵنانی چەرخەی گەشەپێدان بەرەو پێشەوە.
🔷 سوپاسی ئەو کەسانە دەکەین کە بەرپرسن لە ئامادەکردنی ستراتیژیەتی وەزارەتی کەرتی و پسپۆڕان و ڕێکخراوە نێودەوڵەتییەکان.
