Today, Prime Minister Mr. Mohammed S. Al-Sudani chaired the sixth session of the Higher Commission for Coordination between Governorates not Incorporated in a Region. Discussions focused on the overall situation in all governorates and a review of project implementation progress.
During the session, Prime Minister Al-Sudani issued directives to all governors to prepare land for new school projects allocated in the federal budget of 2023. Additionally, His Excellency emphasized the need for all governorates to ensure proper conditions for student exams and launch a comprehensive campaign to rehabilitate schools during the upcoming summer vacation.
The Prime Minister emphasized the importance of governors conducting daily inspections of service departments to monitor the actual delivery of services to the citizens.
His Excellency further reiterated the commitment to maintaining a strong partnership with the private sector, emphasizing the prompt payment of dues to project-executing companies to avoid delays.
The Prime Minister instructed the authorities to focus on creating employment opportunities for the youth by promoting investments and attracting investors through streamlined procedures and support. Additionally, he requested that each governor present a report on the investment activities in their respective governorates during every meeting.
Furthermore, the Prime Minister ordered a comprehensive review of the investment licenses issued in the governorates to assess the status of suspended and implemented projects.
Moreover, during the session, a proposal to amend the bylaws of the Higher Commission for Coordination between Governorates was approved.
Due to the deteriorating condition of the roads connecting Baghdad and Karbala, which causes difficulties for pilgrims traveling to and from the holy shrines, and considering the upcoming pilgrimage season with millions of visitors, the Prime Minister has directed the construction of a new road to facilitate movement and reduce travel distances.
To accomplish this, a committee has been formed, chaired by the Ministry of Interior and consisting of members from the Ministry of Construction, Housing, Public Municipalities, as well as representatives from the governorates of Baghdad, Karbala, and Babil. The Director of the Follow-up Department in the Prime Minister Office will also be part of the committee.
The committee has been tasked with inspecting the road that connects Baghdad and Karbala, passing through Babil province. Their responsibilities include assessing the condition of the Fadhiliya Bridge, formulating a strategic plan to develop the road into a major route, and proposing immediate measures for temporary repairs. The committee has been instructed to submit their report within one week from the issuance of the decision.
To enhance the enforcement of financial oversight measures, the following decisions have been made:
1. Governorates are required to provide the Federal Board of Supreme Audit with the necessary financial data for conducting audits within a maximum of 20 days. Failure to comply will result in the abstaining governorate bearing legal consequences.
2. The General Secretariat for Provincial Affairs will oversee and monitor the submission of the required financial data by the governorates.
To ensure adherence to officially approved fees for private electricity generators during the summer season, the following decisions have been made:
1. Outlets will be established in all governorates not incorporated in a region to sell fuel at commercial prices. This will enable owners of private electricity generators to meet their fuel needs.
2. Registration will be opened for previously unregistered private generators. This initiative aims to include them in the fuel distribution plan based on the specific fuel requirements of new residential neighborhoods.

1. All governorates are required to submit their proposals for amending Law No. (13) of 2011 concerning mukhtars to the General Secretariat for Provincial Affairs.
2. The General Secretariat for Provincial Affairs will review and consolidate the proposed amendments, which will then be forwarded to the Council of Representatives for consideration.
3. A formal request will be made to the Council of Representatives by the General Secretariat of the Council of Ministers, to temporarily withdraw the bill for thorough study and approval.

2- سکرتاریەتی گشتی کاروباری پارێزگاکان ئەرکی چاودێریکردنی پێشکێش کردنی داتاکان لەلایەن پارێزگاکانەوە لەئەستۆ دەگرێت.
لەگەڵ هاتنی وەرزی هاوین و بۆ ئەوەی خاوەن موەلیدەکان پێگیربن بەپارەی رەسمی دیاریکراو، بڕیاردرا:

لەداوایی وەرگرتنی رەزامەنی سەرەکی بۆ ئەو بڕەی کەلیژنە دیاریکردووە بەپێی فەرمانی دیوانی (22435) ی ساڵی 2022، ولەسەر بنەمای ئەنجامی ژماردنی کەئەزلیژنەی بەفەرمانی دیوانی پێشتر پێکهاتووە، کەداوایی کردووە بۆ زیادکردنی کاتژمێرەکانی موەلیدە ئەهلیەکان، بەمەبەستی پێدانی کارەبا بەهەموو ناوچەکانی پلرێزگاکان، ودەبێت بەپێی ئەنجامی ژماردنەکە دووبارە دابەش بکرێنەوە.
لەچوارچێوەی بگەرخستنی وەبەرهێنان و فراوانکردنی لەپارێزگاکان، دەستەی باڵا بڕباریدا:
1- پێکهێنانی لیژنەیەک لەهەموو پارێزگایەک بەسەرۆکایەتی پارێزگار وئەندامێتی لایەنە پەیوەندیدارەکانی حکومی لەپارێزگا، کەئامادەکردنی نەخشەیوەبەرهێنا بۆ پارێزگا لەئەستۆ دەگرێت، وبەرزی دەکاتەوە بۆ دەستەی هەماهەنگی بەمەبەستی دیراسەکردن وپێشکێش کردنی بەدەستەی هەماهەنگی نێوان پارێزگاکان، بۆ پەسەندکردنی ولەبەرچاوگرتنی دابەشبوونی نیشتەجێبووان.
2- پێدانی دەسەڵات بەپارێزگار بۆ تەرخانکردنی زەوی (لەچوارچێوەی نەخشەی وەبەرهێنان) بۆ پرۆژەکانی وەبەرهێنان لەسنووری شارەوانی لەگەڵ لەبەرچاوگرتنی بڕیاری ئەنجوومەنی وەزیرانی تایبەت بەشارە نوێیەکان.
3- وەزارەتی ئاوەدانکردنەوە و نیشتەجێبوون و شارەوانیە گشتیەکان پێداچوونەوە بەنووسراوی خۆی 13 شوباتی 2023 دەکاتەوە.
بەمەبەستی ڕێکخستنی کلری موختارەکان لەپارێزگاکان و بەرزکردنەوەی ئاستی ئەداکانیان، بڕیاردرا:
1-هەموو پارێزگاکان پێسنیارەکانی خۆیان سەبارەت بەهەموارکردنەوەی یاسایی موختارەکان ژمارە (13)ی ساڵی 2011 بۆ سکرتاریەتی گشتی کاروباری پارێزگاکان دەنێرن.
۲- پێشنیارەکان یەکدەخرێن و وردبینی بۆی دەکرێت لەلایەن سکرتاریەتی گشتی جاروباری پارێزگاکانەوە، ورەوانەی ئەنجوومەنی نوێنەران دەکرێت بۆ لەبەرچاوگرتنی لەکاتی هەموارکردنەوەی یاساکە.
۳- بەڕێگاری سکرتاریەتی گشتی ئەنجوومەنی وەزیرانەوە پەیوەندی بەئەنجوومەنی نوێنەرانەوە دەکرێت، بۆ کشاندنەوەی یاساکە بەمەبەستی دیراسەکردن ودەربڕینی رەزامەندی لەسەری.

استقبل رئيس مجلس الوزراء السيد محمد شياع السوداني، اليوم الأربعاء، وجهاء وشيوخ عشائر عتّاب في الناصرية.
وأكد السيد رئيس مجلس الوزراء، خلال اللقاء، تمكّنَ القوات الأمنية من إلقاء القبض على أحد القتلة المشتركين بجريمة اغتيال الشيخ جميل آل بورهن العتابي.
وبيّن سيادته، أنَّ الأجهزة الأمنية مستمرة بتعقب الجناة الآخرين الذين ارتكبوا هذه الجريمة النكراء، مشدّداً على أن الحكومة تتابع النزاعات العشائرية وتلاحق المتسبّبين بها، مؤكداً ضرورة بذل المزيد من أجل الحدّ منها، لما تسببه من إخلال بالأمن المجتمعي وتهديد أمن المواطن.
وأشاد السيد رئيس مجلس الوزراء بالدور المهم لعشائرنا الكريمة في دعم سيادة القانون، بكل ماتحمله من قيم أصيلة، ومواقف أخلاقية تجعلها ركيزة أساسية من ركائز المجتمع.

During the meeting, the Prime Minister stated that the security forces were able to arrest one of the killers involved in the assassination of Sheikh Jamil Al Burhan Al-Atabi.
The Prime Minister emphasized that the security services are actively pursuing the remaining perpetrators involved in this heinous crime. نرحب بالخطوة المهمة التي اتخذها مجلس النواب، المتمثلة بالتصويت على قانون الضمان الاجتماعي والتقاعد للعمال، كونه يمثل مفصلاً مهماً من مفاصل الإصلاح الاقتصادي الذي تبنيناه في برنامجنا الحكومي، فضلاً عن المزايا العديدة لهذا القانون التي تجعله يمثل انتقالةً نوعيةً في حركة العمل، ويدعم الخطط الحكومية الخاصة بالبرنامج التنفيذي للحكومة، وكذلك سيساعد على تفعيل دور القطاع الخاص، وتوفير فرص العمل للشباب، وضمان العيش الكريم للمواطنين، كما أنَّ هذا القانون المهم سيخفِّف الضغط على الوظائف العامة، وهذه كلها تقع ضمن أولوياتنا التي تعاهدنا عليها وصوت عليها مجلس النواب ضمن منهاجنا الوزاري.
وفي الوقت الذي نثمن فيها الجهود الكبيرة التي بذلها السادة أعضاء مجلس النواب، فإننا نؤكد أن هذا القانون يمثل خارطة طريق نحو تشريع العديد من القوانين التي تصبّ في خدمة المواطن ورفاهيته، وتدفع بمنظومة التشريعات نحو تقديم كل ما من شأنه أن يرتقي بواقع بلدنا وتنميته.
