Prime Minister, Mr. Mohammed S. Al-Sudani, chaired today the 21st Regular Session of the Council of Ministers. During the session, the Council of Ministers discussed the country's general situation, the most prominent issues, and the items on the agenda and issued several decisions.
At the beginning of the session, the Prime Minister highlighted Iraq's active role in the 32nd Arab Summit, held in Jeddah, Saudi Arabia. The Iraqi delegation placed a strong emphasis on the significance of promoting collaborative Arab initiatives, fostering integration, and forging economic partnerships among brotherly and friendly nations in the region. They underscored that cooperation in these areas plays a crucial role in enhancing stability and facilitating development, ultimately benefiting all the peoples of the region.
To expedite the implementation of the new Sadr City project, the Prime Minister issued directives to facilitate the necessary procedures. Firstly, the expropriation of land number (1 District 11) and spanning an area of (152 dunums and 18 acres) will be transferred from the Ministry of Finance to the Municipality of Baghdad. Additionally, the plot of land with the number (72/2 District 11) and covering an area of (294 dunums and 18 acres) will be transferred from the Ashur General Company, operating under the Ministry of Construction, Housing, Municipalities, and Public Works, to the Municipality of Baghdad. These actions aim to streamline the procedures required for implementing the project and ensure effective coordination between relevant authorities.
Regarding economic and developmental matters, the Cabinet has endorsed the recommendation put forth by the Ministerial Council for Economy (23083). This recommendation encompasses the approval of the committee's suggestions, which consist of the General Secretariat of the Council of Ministers' letter containing the following key points:
1. The Iraqi General Authority for Railways has been tasked with finalizing the proposed route for the railway project, which will extend from the coastal areas to the southern region of the port of Khor Al-Zubayr. This route should be planned outside the boundaries of lands owned by the General Directorate of Free Zones. To ensure effective coordination, the Iraqi General Authority for Railways will work in collaboration with the Ministry of Oil and Ministry of Water Resources, as well as the General Directorate of Free Zones. The completion of this coordination process should be accomplished within a maximum timeframe of two working weeks.
2. The Ministry of Finance will open a customs office at the end of the proposed railway track in accordance with the Customs Law (23 of 1984).
3. The Ministry of Transportation, in adherence to the Ministry of Transportation Law (Law 7 of 1994), collaborates with the Real Estate Registration and State Real Estate departments to accurately determine the land area needed for the project. This collaborative effort aims to ensure precise calculations and compliance with legal requirements. The Ministry of Transportation will initiate the process of purchasing it from the Ministry of Finance, following the appropriate legal procedures.
4. The Ministry of Transportation will acquire the resources needed for the project, pending the submission of a feasibility study to the relevant authority. The study will comply with Article (1/ Eighth) of the Ministry of Transportation Law and assess the project's viability before implementation.
In the matter of the railway connection with the Islamic Republic of Iran, the Council of Ministers has approved the following measures:
1. All relevant authorities are required to facilitate the transfer of land ownership for the Basra-Shalamja railway project to the Ministry of Transportation, ensuring the necessary facilities are provided.

To regulate traffic in the capital and major cities, as well as reduce congestion and traffic accidents caused by the unregulated use of motorcycles and similar vehicles, the Cabinet has approved the recommendations put forth during a workshop held by the Ministry of Interior. The workshop aimed to address the issue of the widespread use of motorcycles, motorcycle taxis, commonly known as “tuk-tuk,” and three-wheeled cargo motorcycles. The approved recommendations include the following measures:
1. The importation of tuk-tuk motorcycles that do not meet the required safety, security conditions, and standard specifications is strictly prohibited.
2. The importation of small bikes with an engine size of less than 40 cc is strictly prohibited for any purpose.
3. The importation of motorcycles, regardless of their form, with an engine size of 40 cc or greater, will be halted, except for the specific needs of the security and traffic departments.
4. Stop granting licenses for motorcycle production lines and local assembly workshops in Iraq, and review existing licenses in accordance with the law.
5. All motorcycles must be registered and have registration plates affixed within a period of three months. This registration is essential for creating a comprehensive database to enhance security measures. Failure to register within the given timeframe will result in the impoundment of the motorcycle and its subsequent confiscation by the General Customs Authority. To expedite the process, the General Authority for Customs, in coordination with the Traffic Directorate, will issue registration books and customs permits for motorcycles, facilitating a swift completion of the registration procedure.
6. The movement of motorcycles, including scooters, tuk-tuk, and small motorcycles under 40 cc, will be regulated based on the following guidelines:
a. Movement of motorcycles on highways and main roads is prohibited.
b. Registered motorcycles can operate in agricultural areas, closed tourist areas, alleys, narrow and side roads, and residential areas.
7. Five motorcycles with two or three wheels or more (tuk-tuk) will be deregistered, subject to their suitability for work. In exchange, the owners of these motorcycles will be able to register a newly imported vehicle and receive soft loans.
8. The implementation of Paragraph (3) of this decision will commence on July 1, 2023.
In preparation for the upcoming Hajj season to the Sacred House of Allah, the Cabinet has approved the adoption of national carriers, such as Iraqi Airways, other local carriers, or Saudi Arabian carriers, to transport pilgrims in the current year. This decision serves as an exception to Cabinet Resolution (43 of 2015).
As part of the government's efforts to implement administrative reform and combat corruption, the Council of Ministers has approved an amendment to Regulation No. (3) of 1999 for the Auditing and Accounting Profession. This amendment allows government agencies to enter into contracts with reliable international financial auditing firms, in coordination with the Federal Board of Supreme Audit and with the approval of the Prime Minister. This amendment eliminates the requirement for a license to practice the auditing profession and is effective from the date of its issuance.
To enhance the conditions for social service providers, the Cabinet has decided to grant a 50% allowance of the salary to employees in residential care homes across Baghdad and all governorates. The decision, effective from June 1, 2023, is based on Article 15 of the State Salaries Law for public sector employees (Law No. 22 of 2008, as amended). It aims to appreciate their humanitarian service and motivate employees who will be transferred to residential care homes.
The Cabinet has approved a bill ratifying an agreement between the Government of Iraq and the Government of the Russian Federation.

Second: In order to bolster the operations of the Military Industrialization Commission and ensure the prudent use of public funds, the Cabinet has made the following decisions:
1. Ministries and security agencies are required to donate colored metals, weapons, military equipment, and spent and out-of-service metals to the Military Industrialization Commission at no cost. However, the companies under the Ministry of Industry and Minerals are exempted from this requirement concerning copper.
2. The transportation of colored metal waste will be closely monitored by the Iraqi National Security Agency, ensuring that it has been cleared of any radiation by the Radiation Protection Center.
3. Trading arrangements will be established between the Military Industrialization Authority and the respective authorities to determine the terms and details. These arrangements will be based on an agreement between the Military Industrialization Authority and the relevant authorities.
Third: The Cabinet has approved including the Popular Mobilization Commission in the amended Cabinet Resolution (142 of 2009) concerning secret expenses. Additionally, an allocation of one billion and five hundred thousand dinars will be added to the Popular Mobilization Commission for the purpose above.

بهڕێز محهمهد شیاع سودانی سهرۆكی ئهنجوومهنی وهزیران، ئهمڕۆ سێ شهممه، سهرۆكایهتی دانیشتنی بیست ویهكهمی ئاسایی ئهنجوومهنی وهزیرانی كرد و تێدا پهرهسهندنهكانی رهوش و كاروباری گشتی وڵات تاوتووێكران و جێبهجێكردنی بڕیارهكانی تایبهت بهپرس وبابهتهكان خرانهروو و پێداچوونهوه بۆكرا، ههروهها پێداچوونهوه بهجێبهجێكردنی ئهولهكاریهكانی بهرنامهی حكومهت و بابهتهكانی ناوكارنامهی دانیشتنهكه كرا.
لهمیانهی دانیشتنهكهدا، بهڕێز سهرۆكی ئهنجوومهنی وهزیران بهشداری عێراق لهكارهكانی لوتكهی عهرهبی (32) كهلهجددهی عهرهبستانی سعودیه سازكرا خستیهروو، وشاندی عێراق جهختی لهگرنگی كاركردنی هاوبهشی عهرهبی وتهواوكاری و هاوبهشی ئابووری لهنێوان وڵاتانی برا ودۆست لهناوچهكه كردوتهوه، كهپێویسته شێوهكانی هاوكاری پشتگیری لهسهقامگیری و ههنگاوهكانی گهشهپێدان بۆ بهرژهوهندی ههموو گهلانی ناوچهكه بكهن.
بۆ تهواوكردنی رێكارهكانی جێبهجێكردنی پرۆژهی سهدری نوێ، بهڕێز سهرۆكی ئهنجوومهنی وهزیران داوایی كرد خاوهندارێتی زهویهكانی ژماره(1 م11 تلول النص) كه رووبهرهكهیان (152 دۆنهم و18 ئۆلكه) لهوهزارهتی داراییهوه بۆ سكرتاریهتی بهغدا بگوازرێتهوه، ههروهها خاوهندارێتی زهویهكانی ژماره (72/ 2 م 11 تلول النص) كهرووبهرهكهیان (294 دۆنهم و18 ئۆلكه) لهكۆمپانیای ئاشووری گشتی / وهزارهتی ئاوهدانكردنهوه و نیشتهجێبوون و شارهوانیه گشتیهكان بۆ سكرتاریهتی بهغدا بگوازرێتهوه.
دهربارهی بواری ئابووری و گهشهپێدان، ئهنجوومهنی وهزیران راسپاردهكانی ئهنجوومهنی ویزاری بۆ ئابووری (23083 ق) پهسهندكرد سهبارهت رازامهندی لهسهر راسپاردهكانی لیژنهی پێكهێنراو بهنووسراوی سكرتاریهتی گشتی ئهنجوومهنی وهزیران بهم شێوهیه:
1ـ دهستهی گشتی هێڵی ئاسنی عێراقی، ئاراستهی پێشنیاركراو بۆ هێلی ئاسنی لهشۆسته دهریایهكانهوهی باشووری دهربهندنی خۆر زوبهیر لهدهرهوهی زهویهكانی بهرێوبهرایهتی گشتی ناوچهكانی بهههماههنگی لهگهڵ وهزارهتهكانی ( نهوت و سامانه ئاوییهكان) و دهستهی ناوچهكانی ئازاد لهماوهی ههفتهیهكی كاركردن تێپهر نهبێت ئازاد دیار دهكات.
2ـ وهزارهتی دارایی نووسینگهیهكی گومركی لهكۆتای خاڵی ئاراستهی هێلی ئاسنی پێشنیاركراو لهلایهن وهزیری دارایهوه دهكاتهوه بهپێی یاسایی گومركی (23ی ساڵی 1984).
3ـ وهزارهتی گواستنهوه رووبهری راستهقینه و پێویست بۆ پرۆژهكه بهههماههنگی لهگهڵ فهرمانگهی (تۆماركردنی زهویهكان و عهقاراتی دهوڵهت) دیار دهكات بهپشت بهستن بهیاسایی وهزارهتی گواستنهوه (7ی ساڵی 1994)، لهگهڵ دابینكردنی ههموو پێداویستیهكانی كرینی لهوهزارهتی دارایی بهشێوهیهكی ئوسۆڵی.
4ـ وهزارهتی گواستنهوه ههموو پێویستیهكی جێبهجێكردنی پرۆژهی ناوبرا ئهنجامدهدات، و دیراسهیهكی تهواو سهبارهت بهپرۆژهكه لهپێش دهستپێكردنی لهلایهن لایهنی پهیوهندیدار پێشكێش دهكات بهپشت بهستن بهماددهی (1/ههشتهم) لهیاسایی وهزارهتی گواستنهوه كهپێشتر ئاماژه پێدراوه.
سهبارهت بهپرسی بهستنهوهی هێلی ئاسنی لهگهڵ كۆماری ئیسلامی ئێران، ئهنجوومهنی وهزیران بڕیاریدا:
1ـ پێگیریكردنی ههموو لایهنهكانی كهرتهكان بۆ پێشكێش كردنی ئاسانكاری پێویست لهپێناو خاوهنداریكردنی زهویهكانی پرۆژهی هێلی ئاسنی (بهسراـ شهلامچه) بۆ بهرژهوهندی وهزارهتی گواستنهوه.
2ـ پێدانی دهسهڵات بهوهزارهتی گواستنهوه/ كۆمپانیای گشتی هێلی ئاسنی عێراق، بۆ رادهستكردنهوهی كێڵگهكانی مین و شوێنی پردی مهلاحی لهسهر شهتولعهرهب بههێلی ئاسنی ئێرانی، بۆ ئهوهی دهست بهڕیكارهكانی پاكردنهوه لهمین بكات.
3ـ راسپاردهكردنی پارێزگای بهسرا بۆ ئهوهی دهست بهرێكارهكانی ههڵگرتنی سهرپێچیهكان لهسهر ئاراستهی هێلی ئاسنی بكات كهئاماژه پێكراوه و ههڵگرتنی ههر زیادهرۆیهك یان تهگهرهیهك لهپێش كاری پرۆژهكه.
سهبارهت بهجێبهجێكردنی بهرنامهی حكومهت بۆ چارهسهركردنی قهیرانی نیشتهجێبوون، و ئامادهكردنی شاره نوێیهكان، و پێدانی ژێرخانی ئابووری و ئاراستهی یاسایی راست ودروست بۆ خاوهندارێتی زهویهكان، ئهنجوومهنی وهزیران رهزامهندی دا لهسهر ههمواكردنهوهی بڕیاری (324ی ساڵی 2022) بۆ ئهوهی بهم شێوهیه لێ بێت:
تهرخانكردنی خاوهندارێتی (3000) دۆنهم لهسهربازگهی غهزلانی بۆ وهزارهتی بهرگری بۆ ئهوهی بهپێی مهبهست و ئامانجهكانی خۆی بهكاری بێنێت، كهدهبێت بۆ بارهگا یان موڵگهكانی سهربازی بهكاری بهێنێت، و تهرخانكردنی رووبهری دهمێنتهوه لهم زهویه سهربازیه بۆ مهبهستی راگهیاندنی لهلایهن لیژنهی پێكهاتووه بهبریاری ئهنجوومهنی وهزیران ژماره (23121 ی سالی 2023) بهمهبهستی دروستكردنی شارێكی نیشتهجێ لهسهری و خاوهنداریهكهشی بۆ لایهنی وهبهرهێنهر و سوومهند دهگوازرێتهوه.

3ـ راگرتنی هاوردهكردنی ماتۆرسیكلهكان بهههموو جۆرهكانیهوه، ئهوانهی قهبارهی بزوێنهرهكانیان له(40) سی سی و بهرزتر و كهمترهو فهرمانگه ئهمنی و هاتۆچووهكان بهدهردهكرێن لهم بڕیاره لهكاتی پێویستیان.
4ـ راگرتنی پێدانی ههر مۆڵهتێك بۆ دورستكردنی هێلی بهرههمهێنانی ماتۆرسیكلهكان لهناو عێراق ئهوجا چ كهرتی گشتی بێت یان تایبهت یان تێكههڵاو، ههروهها ئهو كارگانهی كهئهم ماتۆرسیكلانه لهناوخۆ لێكدهدنهوه، وپێداچوونه بهمۆڵهته دراوهكان بۆ ئهوهی لهگهڵ حوكمهكانی یاسا گونجاو بن.
5ـ دیاریكردنی ماوهی (3) مانگ بۆ تۆماركردنی ههموو ماتۆرسیكلهكانی ناوبراو، ودانانی تابلۆی تۆماركردنی، بۆ ئهوهی بنهمایهك بۆ داتاكان دروست ببێت وببێته هاوكار بۆ سیستهمی ئهمنی بهمهبهستی گهیشتن بهههر كردارێكی تاوانباری یان تیرۆر، و بهكۆتایی هاتنی كاتی دیاریكراو لهسهرهوه، ماتۆرسیكلهكه دهستهسهر دهكرێت و بۆ دهستهی گشتی گۆمركهكان رهوانه دهكرێت بهمهبهستی دهست بهسهرداگرتنی، و پێویسته دهستهی گشتی گومركهكان بهرێگای لیژنه هاوبهشهكانهوه لهگهڵ بهرێوبهرایهتی هاتۆچوو خۆی ئاماده بكات بۆ كاری تۆماركردن لهگۆرهپانی تۆماركردن لهبهغدا و پارێزگاكانی دیكه، و دهرخستنی نووسراوی تۆماركردن و مۆڵهتی گومركی بۆ ئهم ماتۆسیكلانه و داخلی ناو قۆرسهكانی گومركی بكات لهپێناو زوو تهواوكردنی.
6ـ دهست نیشانكردنی رێرهوی ماتۆسیكلهكان ( تهكتۆك و ستۆته و ماتۆرسیكلهكانی بچووك كهمتر له(40) سی سی) كهمتر بهپێی ئهمهی خوارهوه:
أـ قهدهغهكردنیان لهرێگای خێرا و رێگاكانی گشتی بهههموو شێوهیهك.
ب ـ لهدوایی تۆماركردنیان مۆڵهتی هاتۆچوویان پێدهدهرێت له: ( ناوچه كشتوكاڵیهكان، و ناوچه گهشتیارهكانی داخراو، و كولان و رێگا تهسكهكان و لاوهكیهكان و ناوچه نیشتهجێبووهكان).
7ـ باشتكردنی (5) ماتۆرسیكلی خاوهن دوو تایه یان سێ یان زیاتر له (تهكتۆك یان ستۆته) بۆ ئهوهی باشبن بۆ بهكارهێنان، لهبهرامبهر تۆماركردنی یهك ئۆتۆمۆبێلی نوێی هاوردهكراو و پێدانی قهردی ئاسان بهخاوهن ماتۆرسیكلهكان یان تهكتۆكهكان یان ستۆتهكانی باشتركراو.
8ـ بڕگهی (3) لهبڕیار له 1ی تهمووزی 2023 جێبهجێ دهكرێت.

لهبواری دابینكردنی رهوشێكی باشتر بۆ ئهوانهی خزمهتی كۆمهڵایهتی دهكهن و پێشخستنیان، ئهنجوومهنی وهزیران بڕیاریدا بهتهرخانكردنی ریژهی (50%) لهمووچهی ئیسمی بۆ كارمهندانی ماڵی داڵدهكان لهبهغدایی پایتهخت و ههموو پارێزگاكانی دیكه ( بهخوێكهران و خزمهتكاران و بههرهدارهكان) بهپشت بهستن بهحوكمهكانی ماددهی (15)ی یاسایی مووچهی فهرمانبهرانی دهوڵهت و كهرتی گشتی (22ی ساڵی 2008)ی ههمواركراو، بهمهرجێك ئهوانهی ئهم مووچهیه دهگرنهوه دهرماڵهی مهترسیهكان وهرنهگرن، وهكو رێزگرتنێك بۆ ئهوهی پێشكێش دهكهن لهخزمهتكردنی مرۆڤهكان و هاندانیك بۆ فهرمانبهران ئهوانهی خزمهتهكانیان بۆ ماڵی داڵدهكان دهگوازرێنهوه، ئهم بڕیاره له 1ی حوزهیران 2023 جێبهجێ دهكرێت.
لهچوار چێوهی پهیوهندییهكانی دهرهوه و تۆكمهكردنی، ئهنجوومهنی وهزیران رهزامهندی دا لهسهرپرۆژه یاسایی پهسهندكردنی رێكهوتنی لێخۆشبوون لهخاوهن پاسهپۆرتی دیبلۆماسی و خزمهتگوزاری و تایبهت لهڤیزای هاتنه ژوورهوه لهنێوان حكومهتی كۆماری عێراق و حكومهتی رووسیای فیدراڵ كهلهبهغدای پایتهخت له2ی نیسانی 2023 واژۆكراوه و رهوانهی ئهنجوومهنی نوێنهران كراوه.
ئهنجوومهن بهههمان شێوه رهزامهندی دا لهسهرپرۆژه یاسایی ههمواركردنی یاسایی ئهندامبوونی كۆماری عێراق لهرێكهوتنی نیودهوڵهتی هێلی بارههڵگری ساڵی 1966 و پرۆتۆكۆڵی ههمواركراوی ساڵی 1988 و ههمواركراو لهساڵی 2003 ژماره 14ی ساڵی 2020، كهئهنجوومهنی دهوڵهت ئامادهی كردووه ورهوانهی ئهنجوومهنی نوێنهران كردووه، بۆ ئهوهی مافی كۆماری عێراق لهواژۆكردن یان پهسهندكردن یان ئهندامبوون لهم رێكهوتنه بچهسپێت و ئهمهش بههیچ شێوهیهك دان پێدان نییه بهئیسرائیل یان دهستپێكردنی پهیوهندی لهگهڵی، بهپشت بهستن بهحوكمهكانی یاسایی ئهنجامدانی گرێبهستهكان (35 ی ساڵی2015).

2ـ ئهم كهل وپهله ئاسنهكان لهژێری سهرپهرشتی دهزگای ئهمنی نیشتیمانی عێراق دهگوازرێنهوه، لهدوایی پشت راستبوون لهنهبوونی تیشكهكان لهسهنتهری خۆپاراستن لهتیشكهكان.
3ـ موقایهزه" ئالوگۆر" لهنێوان لایهنه پهیوهندیدارهكان لهگهڵ دهستهی دهستكردنی جهنگی دهكرێت بهمهبهستی دیاریكردنی مهرجهكان و تهواوی ناوهرۆكهكهی بهپێی ریكهوتنێك كهلهنێوان دهسته و ئهم لایهنانه ئهنجام دهدرێت.

ئهنجوومهن بهههمان شێوه رهزامهندی دا لهسهرپرۆژه یاسایی ههمواركردنی یاسایی ئهندامبوونی كۆماری عێراق لهرێكهوتنی نیودهوڵهتی هێلی بارههڵگری ساڵی 1966 و پرۆتۆكۆڵی ههمواركراوی ساڵی 1988 و ههمواركراو لهساڵی 2003 ژماره 14ی ساڵی 2020، كهئهنجوومهنی دهوڵهت ئامادهی كردووه ورهوانهی ئهنجوومهنی نوێنهران كردووه، بۆ ئهوهی مافی كۆماری عێراق لهواژۆكردن یان پهسهندكردن یان ئهندامبوون لهم رێكهوتنه بچهسپێت و ئهمهش بههیچ شێوهیهك دان پێدان نییه بهئیسرائیل یان دهستپێكردنی پهیوهندی لهگهڵی، بهپشت بهستن بهحوكمهكانی یاسایی ئهنجامدانی گرێبهستهكان (35 ی ساڵی2015).
ههروهها ئهنجوومهن چاوی خشاند بهژمارهیهك لهبابهتهكانی رهوشی گشتی جۆرا جۆر كهلهناو كارنامهی دانیشتنهكهدا ئاراستهكرابوون و ئهم بریارانهی سهبارهتان وهرگرت:
یهكهم/ رهزامهندی دا لهسهر پێدانی فرۆكهی (MI-172) (VIP) لهگهڵ كهل وپهلهكانی یهدهگ و ههموو پێداویستیهكانی لهلایهن دهزگای ههواڵگیری نیشتیمانیهوه بهوهزارهتی بهرگری، بهپشت بهستن بهحوكمهكانی برگهی (1) لهبڕیاری ئهنجوومهنی وهزیران (206ی ساڵی 2019) كهداكۆكی لهسهر بڕگهی (1) لهبڕیاری ئهنجوومهنی وهزیران ژماره (340 ی ساڵی 2021) دهكاتهوه.

بقلوبٍ مفجوعة، وأرواحٍ يملؤها الأسى، نستعيد ذكرى استشهاد آية الله العظمى السيد محمد محمد صادق الصدر، ونجليه، اللذين استُشهدا على درب النبيّين والشهداء والصدّيقين والصالحين، وحسُنَ أولئك رفيقا.
لقد ارتكب النظام الدكتاتوريّ المُباد جريمته البشعة والخارجة عن كلّ الأعراف والتقاليد، حين استهدف رمزًا دينيًّا كبيرًا ومهمًّا، ليضربَ بهذا مثلاً على السلوك الإجرامي البغيض الذي تجاوز به كلّ الحدود والشرائع السماوية.
كان السيد الشهيد الصدر مثالَ المرجع الرافض للظلم والطغيان، صدحَ بصوته عالياً في التصدّي للدكتاتورية، خلال تلك الحقبة المظلمة من تاريخ العراق.
نجدّد عزاءَنا ومواساتِنا لسماحة السيد مقتدى الصدر، وإلى جميع آل الصدر الكرام ومحبي وأتباع السيد الشهيد الصدر، بهذه الذكرى الأليمة.
