Update: Token are getting expired due to that 401 error code showing and do not getting the valid authentication request and response on client-server side, something has changed in Apple authentication method due to that Pet tokens authentication getting failed or sometimes not showing or expired , and the request are not getting validated between server and device and end up getting failed to put iCloud off on the device.

If you want to see the full outflow of all the connection request on the network between your device and the apple servers and its result use fiddler and test it.

I see some found new ways in open menu Permanent FMI off , its looks like its working for them need more success information then we can confirm its back completely.

Method is still same with Proxy Token with same steps but with some new changes , maybe in Authentication, to achieve Fmi off from Apple Servers. 🔥

7)Next Go Back to Settings Then General,Scroll Down & Go to VPN & Device Management,Press under downloaded profile and Install It

8)Next Again go to General Then press on about & scroll down & select Certificate Trust Settings & enable & turn on the Fiddler Root Certificate then select continue

9)Now Go back To Apple ID&select iCloud then on the list select Game Center & turn it on & off 1-2 Times then disconnect wifi fast and check your device from Hfz iCloud Checker tool,Once shows FMI OFF,iCloud Unlock Done✅

10)IMPORTANT:After FMI OFF,Turn On Airplane Mode&Open 3uTools Select Quick Flash Mode,Flash on Latest iOS or iTunes Full Restore in Dfu Mode(Don't use any Old ICloud Backup on the Device Just clean restore it)
