On Monday 08 December 2025, National Commercial Arbitration Centre (NCAC) and the Bar Association of Kingdom of Cambodia (BAKC) hosted a discussion on implementation on the Memorandum of Understanding which took place at the headquarters of BAKC and presided by Mr. Jay Bryan COHEN, member of NCAC Executive Board and Chairman of Training and Education Committee and together with Mr. KIM Socheat, Lawyer and Secretary-General of the BAKC General Secretariat. The discussion was also attended by working groups from both the NCAC General Secretariat and the BAKC General Secretariat.
The discussion focused on the implementation and commitments under the Memorandum of Understanding previously signed between the two institutions. In addition, the meeting reviewed the progress and outcomes achieved so far, explored further areas of cooperation, and outlined the joint action plan for the upcoming year 2026. Key topics included organizing joint workshops and seminars, promoting the NCAC alternative dispute resolution through BAKC newsletter, facilitating participation in joint training programs and studying challenges faced by lawyers in practicing within alternative commercial dispute resolution mechanisms currently operated by the NCAC.
Following the discussion, the working groups of both institutions reached a consensus on detailed cooperation activities aligned with their shared objective to promote, enhance, and strengthen the quality and effectiveness of alternative comercial dispute resolution mechanisms for lawyers, arbitrators, and mediators.

នាព្រឹកថ្ងៃទី១៦ ខែធ្នូ ឆ្នាំ២០២៥ លោកមជ្ឈត្តករ ហ៊ឹប ណារិទ្ធិ វេស៍ ប្រធាននៃមជ្ឈមណ្ឌលជាតិនៃមជ្ឈត្តការផ្នែកពាណិជ្ជកម្ម (ម.ជ.ម.) ទទួលបានកាអញ្ជើញចូលរួមក្នុងកិច្ចប្រជុំស្តីពីការរៀបចំក្រមពាណិជ្ជកម្មសម្រាប់កម្ពុជា ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់ របស់ ឯកឧត្តម វង្សី វិស្សុត ឧបនាយករដ្ឋមន្ត្រីប្រចាំការ រដ្ឋមន្ត្រីទទួលបន្ទុកទីស្តីការគណៈរដ្ឋមន្ត្រី រៀបចំឡើងដោយ ទីស្តីការគណៈរដ្ឋមន្ត្រី គណៈកម្មាធិការដឹកនាំការកែទម្រង់ច្បាប់ ប្រព្រឹត្តទៅនៅ សណ្ឋាគារ សុខា ខេត្តព្រះសីហនុ។
កិច្ចប្រជុំពិភាក្សានេះ ត្រូវបានធ្វើឡើងក្នុងគោលបំណងពិភាក្សា និងពិគ្រោះយោបល់ អំពីក្របខ័ណ្ឌគតិយុត្តិ វិសាលភាពមាតិកា និងការតាក់តែង ព្រមទាំងការប្រមូលចងក្រង (Codification) ក្រមពាណិជ្ជកម្ម។ បន្ថែមពីនេះ ការៀបចំក្រមពាណិជ្ជកម្មនេះ មានគោលបំណងលើកកម្ពស់ ប្រសិទ្ធភាពនៃការអនុវត្តបទដ្ឋានគតិយុត្តក្នុងវិស័យពាណិជ្ជកម្ម រក្សាបាននូវគុណតម្លៃកម្ពុជា ក្នុងសកលភាវូបនីយកម្ម ប្រកបដោយរចនាសម្ព័ន្ធជាក់លាក់ តាមតក្កវិទ្យាគតិយុត្តមួយច្បាស់លាស់ ដើម្បីកាត់បន្ថយភាពស្មុគស្មាញ និងលុបបំបាត់ផល ប៉ះពាល់អវិជ្ជមាន លើវិស័យពាណិជ្ជកម្ម ក៏ដូចជាធានានូវស្តង់ដារ ភាពទាន់ពេលវេលា គុណភាព ប្រសិទ្ធភាព តម្លាភាព គណនេយ្យភាព និងភាពជឿទុកចិត្តពីសំណាក់ពាណិជ្ជករ វិនិយោគិន និងធុរជន ជាពិសេសអ្នកទទួលផលចុងក្រោយ គឺប្រជាជនកម្ពុជា និងប្រជាជាតិកម្ពុជាទាំងមូល។

On December 16, 2025, Mr. HIB Nareth West, President of the National Commercial Arbitration Centre (NCAC), was honored to attend the discussion meeting on the drafting of the commercial code for Cambodia presided over by His Excellency VONGSEY Visoth, Permanent Deputy Prime Minister in charge of the Office of the Council of Ministers. The symposium was organized by the Council of Ministers and the Legal Reform Committee (LRC) at the Sokha Hotel in Preah Sihanoukville Province.
This discussion meeting was convened with the purpose of discussing and consulting on the legal framework, the scope of content, and the drafting, as well as the codification of the Commercial Code. In addition, the preparation of the Commercial Code aims to enhance the effectiveness of the implementation of legal norms in the commercial sector, preserve Cambodian values in the context of globalization, and establish a clear and well-structured legal framework based on strong legal logic in order to reduce complexity and eliminate negative impacts on the commercial sector. It also seeks to ensure standards, timeliness, quality, efficiency, transparency, accountability, and trust from traders, investors, and business operators, especially the ultimate beneficiaries for the Cambodian people and the Cambodian nation as a whole.

On 20 December 2025, National Commercial Arbitration Centre (NCAC), under the chairmanship of Mr. HIB Nareth West, President of NCAC, together with his family and NCAC General Secretariat, attended the donation handover to support displaced people and frontline soldiers, conducted through GIA Tower.
NCAC would like to express its deepest gratitude to the Executive Board Members, NCAC Members, and the General Secretariat team of NCAC for their generous contribution, including financial assistance provided to purchase food supplies and essential materials, provided to displaced persons and frontline soldiers during this difficult time.
