On 01 September 2026, the National Commercial Arbitration Centre (NCAC), led by Arbitrator HIB Nareth West, President of the NCAC, along with members of the NCAC Executive Board – Arbitrator Jay Bryan COHEN, Arbitrator Kate CHEN, Arbitrator SIN Kimsean, Ms. MATH Fanita, Secretary-General of the NCAC, and the NCAC Secretariat team, held a Courtesy Meeting with H.E. Mr. Igor Driesmans, Ambassador of the European Union to the Kingdom of Cambodia, his delegation, and a Representative of the European Chamber of Commerce in Cambodia (EuroCham).
The Delegation of the European Union to the Kingdom of Cambodia is a diplomatic mission of the European Union, representing the interests and policies of the European Union in Cambodia as well as responsible for strengthening cooperation with the Royal Government of Cambodia in the areas of politics, economy, trade, investment, development, human rights, the rule of law, and sustainable development.
On this occasion, NCAC, as a non-profit and independent commercial ADR institution, presented its mission to promote fair, independent, transparent, and efficient out-of-court commercial dispute resolution mechanisms in Cambodia, in order to ensure a favorable business environment and a fair settlement of commercial disputes.
During the discussion, both parties exchanged experiences with one another and explored possibilities of cooperation in promoting and raising awareness of commercial arbitration in Cambodia, particularly among European Union investors operating in the country.
NCAC believes that cooperation with the European Union (EU) will contribute significantly to raising awareness of commercial arbitration and to the sustainability of NCAC's operations and activities, as well as to the fulfilment of its mission of providing a favourable environment for businesses and foreign investors through the strengthening of fair, independent, efficient, and impartial out-of-court commercial dispute resolution mechanisms in Cambodia.
At the end of the meeting, Arbitrator HIB Nareth West, President of the NCAC, expressed his sincere thanks and deep appreciation to H.E. the EU Ambassador for welcoming the NCAC delegation, for hosting this courtesy meeting, and for taking valuable time to hold an official discussion with the NCAC.

Breakfast Talk on “Arbitration of Energy Disputes”

On the morning of 10 September 2026, the National Commercial Arbitration Centre (NCAC) hosted the "Arbitration of Energy Disputes Seminar," one of the NCAC Annual Events, on the 8th Floor of GIA Tower, Koh Pich.
The event was presided over by Mr. HIB Nareth West, President of NCAC, who delivered the welcome and opening remarks, and featured Mr. BUN Youdy, Managing Partner of Bun & Associates, and Mrs. Elodie DULAC, Partner of Peter & Kim, as honorable guest speakers.
The seminar included a presentation on the overview of energy disputes and a panel discussion, moderated by Mr. VANN Yuvaktep, Vice Chair of the NCAC Education and Training Committee, followed by a question and answer session and an appreciation ceremony. The closing remarks were delivered by Mr. Jay COHEN, Chairman of the NCAC Education and Training Committee.
The discussion covered the stakeholders and contracts commonly found in energy projects, the types of disputes they give rise to, the procedural challenges of arbitrating them, and the practical lessons for arbitrators handling complex energy cases.
NCAC extends its heartfelt gratitude to the honorable speakers, moderator, and participants for their valuable contributions and active engagement, making this event a success.

On the morning of 10 September 2026, the National Commercial Arbitration Centre (NCAC) hosted the "Arbitration of Energy Disputes Seminar," one of the NCAC Annual Events, on the 8th Floor of GIA Tower, Koh Pich.
The event was presided over by Mr. HIB Nareth West, President of NCAC, who delivered the welcome and opening remarks, and featured Mr. BUN Youdy, Managing Partner of Bun & Associates, and Mrs. Elodie DULAC, Partner of Peter & Kim, as honorable guest speakers.
The seminar included a presentation on the overview of energy disputes and a panel discussion, moderated by Mr. VANN Yuvaktep, Vice Chair of the NCAC Education and Training Committee, followed by a question and answer session and an appreciation ceremony. The closing remarks were delivered by Mr. Jay COHEN, Chairman of the NCAC Education and Training Committee.
The discussion covered the stakeholders and contracts commonly found in energy projects, the types of disputes they give rise to, the procedural challenges of arbitrating them, and the practical lessons for arbitrators handling complex energy cases.

LAWASIA គឺជាអង្គការអន្តរជាតិមួយ ដែលរួមបញ្ចូលសមាគមមេធាវី មេធាវី ចៅក្រម អ្នកសិក្សាស្រាវជ្រាវផ្នែកច្បាប់ និងអ្នកពាក់ព័ន្ធផ្សេងៗទៀត ដោយផ្តោតលើផលប្រយោជន៍ និងបញ្ហាប្រឈមរបស់វិជ្ជាជីវៈច្បាប់នៅក្នុងតំបន់អាស៊ី-ប៉ាស៊ីហ្វិក។
គណៈកម្មាធិការអចិន្ត្រៃយ៍ទទួលបន្ទុកការប្រកួតសវនាប្រតិដ្ឋ (Moot Standing Committee) ទទួលស្គាល់ពីសារៈសំខាន់នៃការប្រកួតសវនាប្រតិដ្ឋ និងបានសង្កេតឃើញថា ការប្រកួតប្រជែងសវនាប្រតិដ្ឋបានក្លាយជាផ្នែកដ៏សំខាន់មួយនៃការអប់រំផ្នែកច្បាប់។
ការប្រកួតសវនាប្រតិដ្ឋអន្តរជាតិ LAWASIA នៅតែបន្តដើរតួនាទីជាវេទិកាមួយសម្រាប់ការបង្កើតមិត្តភាព និងការកសាងទំនាក់ទំនងល្អរវាងនិស្សិតច្បាប់ និងអ្នកចូលរួមមកពីបណ្តាប្រទេស និងយុត្តាធិការផ្សេងៗគ្នា។
រហូតមកដល់ពេលនេះ មាននិស្សិតជាង ១,៥០០ នាក់ បានចូលរួមក្នុងការប្រកួតសវនាប្រតិដ្ឋអន្តរជាតិ LAWASIA ហើយអតីតនិស្សិតដែលបានចូលរួមក្នុងការប្រកួតទាំងនេះ មកពីសាលាច្បាប់ប្រមាណ ៦០ សាលា ក្នុង ៣០ យុត្តាធិការ ផ្សេងៗគ្នា រួមមានកម្ពុជាផងដែរ។
ក្នុងឱកាសនោះផងដែរ ប្រធាន ក៏បានលើកឡើងពីសារៈសំខាន់នៃវិស័យច្បាប់នៅក្នុងពិភពលោកបច្ចុប្បន្ន។ LAWASIA មានការប្តេជ្ញាចិត្តក្នុងការលើកទឹកចិត្ត និងជំរុញយុវជនដែលមានបំណងក្លាយជាអ្នកជំនាញផ្នែកច្បាប់ ឱ្យសម្រេចបាននូវគោលដៅរបស់ពួកគេ ក្នុងការក្លាយជាមេធាវី និងចៅក្រម។ លោកប្រធានក៏សង្ឃឹមថានឹងបានឃើញពួកគេនៅក្នុងវិស័យច្បាប់នាពេលអនាគតដ៏ខ្លីខាងមុខ។

On 13 September 2026, Mr. HIB Nareth West, President of the National Commercial Arbitration Centre (NCAC), was honored to receive an invitation to deliver a speech at the Opening Ceremony of the 21st LAWASIA International Moot Competition – International Rounds, held in South Korea.
LAWASIA is an international organization that brings together bar associations, individual lawyers, judges, legal academics and other stakeholders, with a focus on the interests and challenges of the legal profession in the Asia-Pacific region.
The Moot Standing Committee recognizes the importance of moot competitions and has observed that moot court competitions have become an essential component of legal education.
The LAWASIA International Moot Competition continues to serve as a platform for fostering friendships and building strong relationships among law students and participants from different countries and jurisdictions.
To date, more than 1,500 students have participated in the LAWASIA International Moot Competition, with alumni coming from approximately 60 law schools across 30 different jurisdictions including Cambodia.
On this occasion, President also highlighted the important roles of law in today world and LAWASIA’s commitment to encouraging and supporting young aspired law professionals in achieving their goals of becoming lawyers and judges. Furthermore, Mr. President also hopes to see them all in the legal field in the near future.
NCAC would like to express its profound gratitude to LAWASIA for inviting the President of the NCAC to deliver remarks at the Opening Ceremony, as well as to all participants whose contributions helped ensure the smooth and successful completion of the event.
