On 29 September 2026, the National Commercial Arbitration Centre (NCAC) and the United Nations Development Programme (UNDP) in Cambodia successfully co-organized a workshop on "Construction and Alternative Dispute Resolution", under the theme "Revitalizing Stalled Infrastructure through Commercial ADR", at Raffles Hotel Le Royal, Phnom Penh.
The workshop was presided over by H.E. CHHOR Sunhong, Under-Secretary of State of the Ministry of Commerce, the highest representative of H.E. CHAM Nimul, Minister of Commerce.
The workshop opened with welcoming remarks by Mr. HIB Nareth West, President of NCAC, and Mr. Shakheel Ahmed, Deputy Resident Representative of UNDP Cambodia. The workshop brought together leaders and officials from ministries and national institutions, representatives of foreign embassies in Cambodia, the Board of Engineers, chambers of commerce, professional associations, university leaders, legal practitioners including arbitrators, lawyers and mediators, private sector representatives, and law students from various universities.
The workshop aimed to discuss and seek solutions for stalled construction and real estate projects through commercial arbitration and mediation, which are fast, confidential and effective options for resolving disputes outside the court system.
H.E. Dr. CHHAN Sorphal, Director-General of the General Department of Construction, Ministry of Land Management, Urban Planning and Construction, delivered a keynote presentation on Construction Dispute Resolution, including dispute resolution through the competent authorities and under the 2019 Law on Construction, the resolution of stalled construction projects, dilapidated buildings, and Borey (housing development) disputes. This was followed by a keynote presentation by Mr. VAN Sovatha, Acting Director of the Department of Investment Law Affairs, Council for the Development of Cambodia, on Solutions for Investment Issues and Stalled Construction Projects in Sihanoukville. The workshop also discussed construction dispute resolution, covering various dispute resolution mechanisms, expert witness evidence, virtual hearings and a mock arbitration, with contributions from expert speakers and practitioners.
The workshop concluded with closing remarks by Mrs. Kate CHEN, NCAC Executive Board Member, along with the presentation of Appreciation Letters to speakers and experts by the NCAC President and Mrs. Amara Bou, Programme Analyst, UNDP Cambodia.
We extend our sincere gratitude to UNDP Cambodia for supporting this important workshop, as well as for its collaboration with us on our other programmes. We also extend our sincere thanks to the presiding guests, distinguished speakers, national and international experts, and all participants whose contributions made the workshop a success.
It is also worth noting that every stalled building brought back to life opens new doors for our community. Reviving these projects does far more than change the city's skyline; it breathes life back into Cambodia's economy. It puts tools back into the hands of local workers, creates sustainable jobs, and secures the daily incomes of small vendors and neighborhood businesses. With the support of UNDP Cambodia, our shared roadmap directly champions inclusivity and Sustainable Development Goal 16 (SDG 16). By turning these idle assets into active economic hubs, we move toward a future where no local worker or small business is left behind.
