US Dept of State updated yesterday's press release giving more clarification for #H1BVisa, #H4Visa and #L2Visa.

If the H1B/L1 holder is in US (even with visa expired) or if they have valid Visa stamp in passport ( even not in US), then H4, L2 visa holders can get stamping.
