Archbishop of Canterbury voices concern at Israeli arrest in West Bank
"THE Archbishop of Canterbury and the Bishop of Southwark, the Rt Revd Christopher Chessun, have expressed their concern after a member of an Anglican congregation in the occupied West Bank was arrested by Israeli forces on Saturday.
On Tuesday afternoon, Archbishop Welby said that he was “shocked and deeply concerned” by the news that Layan Nasir, a 23-year-old woman who attends St Peter’s, Birzeit, had been arrested.
In a social-media post, he asked followers to “pray for Layan’s safety and swift release”. Bishop Chessun also encouraged people to join in his prayers. Ms Nasir, he wrote, had been “snatched from her family by Israeli troops at 4am on Saturday without giving any reason”.
The family were unaware of her whereabouts until Wednesday, when they were told that Ms Nasir was being held in Damon Prison, in Israel.
“We do not know anything else. We do not know if she is well, or even if she is alive, as no contact at all is permitted,” Ms Nasir’s mother, Lulu Nasir, said. “We are so worried that the lawyer is not permitted to talk to or visit our daughter.”
Ms Nasir had previously been held without trial for six months in 2021, along with more than 20 other students at Birzeit University. During her incarceration, she was reportedly mistreated

In late May of this year, it is planned for 194 Member States of the World Health Organization (WHO) to vote on acceptance of two documents that, taken together, are intended to transform international public health and the way States interact when the Director General of WHO declares an emergency. These drafts, a Pandemic Agreement and amendments to the International Health Regulations (IHR), are intended to be legally binding and govern the relationship between States and WHO.
Although they contain significant health, economic and human rights implications, they are still being negotiated by various committees less than two months prior to the intended vote. They have been developed with unusual haste, on the premise that there is a rapidly increasing urgency to mitigate pandemic risk.
While this urgency has now been shown to be contradicted by the data and citations on which WHO and other agencies have relied, the urgency persists. As a result, norms requiring specific review times have been put aside, inevitably undermining equity within the agreements by preventing States with less resources from having time to fully assess the implications for their own populations prior to voting.
This is an extremely poor and dangerous way to develop a legally binding international agreement or treaty. Now is the time to decelerate for the purpose of designing a coherent legal pandemic package instead of rapidly institutionalizing a confusing set of different legal regimes, overriding authorities and proliferation of competing global actors, as ill-advised in a recent public letter.

The rebuttal has been formally endorsed by Lady Hale, Lord Sumption, Lord Wilson, Sir Richard Aikens, Sir Anthony Hooper, Sir Alan Moses and Sir Stephen Sedley.
We have set out the full rebuttal letter in a post below, which is very long, but we would urge you to read it, as it forms the legal basis, and contains the legal arguments relied upon, by all lawyers calling for the UK Government to uphold their obligations to avert and avoid complicity in serious breaches of International Humanitarian law in Gaza.
We believe that the initial letter and this rebuttal letter could in time be a major factor in any legal proceedings against the UK Government.
