The announcement, released Monday by the office of Vic Fedeli, the province's minister of economic development and trade, is the first public confirmation of the deal that has long been rumoured to be in the works.
The German auto giant said production is set to begin in 2027, calling it its first overseas "gigafactory" for battery cell manufacturing.
"I think that means a very large plant with a very large workforce," said St Thomas Mayor Joe Preston on Monday. "We're already clearing the land and getting things ready for as fast as a construction that we can do."
The province recently passed legislation that would allow the City of St. Thomas to annex 607 hectares of farmland from the Municipality of Central Elgin. The aim is to turn the parcel into industrial lands as part of what the province called an investment "mega-site."
Neighbours were upset by the legislation, which they said was done in secret and without their consultation.
Preston said it's typical for governments to keep real estate deals confidential until they're a fait accompli.
"Obviously any negotiation on property or land purchases needs to be done quietly. We certainly don't put up billboards about it," he said.

"Now, residents and politicians in this rural municipality of 14,000 near St. Thomas are dealing with the fallout of its latest blow, 600 hectares of farmland snatched up for future industry without a say.
“Nobody’s happy,” said Barb Payne, one of several residents whose property borders the farmland St. Thomas is redeveloping for future industry.
“All of these people (near the site). Nobody asked them. Nobody sat down and asked, ‘What do you think?'” she said.
Like others in the area, Payne has lived on her property for more than 40 years. After learning the province passed legislation to annex the land from her municipality to St. Thomas, she’s now searching for a new home.
“All the beautiful trees are lying on the ground. It’s sickening,” she said of the crews who began clearing the land days ago.
The lands in question start in east St. Thomas and are bounded by Highbury Avenue, Ron McNeil Line, Yarmouth Centre Road, and the rail line north of Highway 3."

What follows are a series of documents which if confirmed as authentic may prove the use of MIDAZOLAM and other benzodiazepines like DELORAZEPAM and DIAZEPAM in Italy. Because of their muscle relaxant action, benzodiazepines may cause respiratory depression in susceptible individuals and at sufficient quantities.
The first document appears to be a translation from an original German document, then used in Italy. It refers to the use of morphine and midazolam. Our Italian followers may want to save these documents and if confirmed as authentic use them in any legal action.

I read Prof Heneghans piece with interest. I know from inspection of prescribing practices in the US, there was a large fall in antibiotics for chest infections, coinciding with the alleged c19 pandemic. They argued that if 80 year old David “had covid”, a virus, they shouldn’t give him antibiotics for his breathlessness and cough.
Of course, if you take the view that the tests for the alleged virus were fraudulent, then the denial of antibiotics would be devastating. Large numbers of people would die of bacterial pneumonia. That seems to be exactly what happened.
We see a hint of this even in the U.K. prescription records. Nowhere near a 50% fall, but a distinct downturn in summer 2020 vs prior years.
