The government has confirmed the majority of new cars sold in Britain will have to be electric by 2030 despite Rishi Sunak’s decision last week to delay a ban on petrol and diesel cars by five years.

Under the long-awaited zero emissions vehicle (ZEV) mandate, 80% of sales must be fully electric, or another alternative, within seven years. Carmakers would have to pay £15,000 for each petrol or diesel engine above that threshold, the Department for Transport said on Thursday.

The announcement broadly confirms proposals in March, modelled on moves in California, which will force manufacturers to rapidly increase the proportion of battery electric cars produced.

🇶🇦🇵🇸🇮🇱❗️ Qatar, as a mediator, announced a 4-day humanitarian pause in the Gaza Strip. The Qatari Foreign Ministry released a statement on the deal between Hamas and Israel:

– The parties cease military operations in all areas of the Gaza Strip for four days;

– Israeli Air Force flights in the south of the enclave will be completely stopped for four days; in the north, flights will be suspended daily for six hours;

– Humanitarian aid will be allowed into all areas of the Gaza Strip;

– Israel has pledged not to arrest Palestinians in the Gaza Strip for the duration of the truce and to ensure their freedom of movement along the road between the north and south of the enclave;

– 50 Israeli hostages, women and children under 19 years of age will be released in exchange for 150 Palestinian prisoners;

– Hamas, despite the truce, promised to remain in a state of combat readiness to protect the Palestinian people.

10. DENIAL is the final stage that lasts throughout and always follows genocide. It is among the surest indicators of further genocidal massacres. The perpetrators of genocide dig up the mass graves, burn the bodies, try to cover up the evidence and intimidate the witnesses. They deny that they committed any crimes, and often blame what happened on the victims. They block investigations of the crimes, and continue to govern until driven from power by force, when they flee into exile. There they remain with impunity, like Pol Pot or Idi Amin, unless they are captured and a tribunal is established to try them.
     The best response to denial is punishment by an international tribunal or national courts. There the evidence can be heard, and the perpetrators punished. Tribunals like the Yugoslav, Rwanda or Sierra Leone Tribunals, the tribunal to try the Khmer Rouge in Cambodia, or the International Criminal Court may not deter the worst genocidal killers. But with the political will to arrest and prosecute them, some may be brought to justice.  When possible, local proceedings should provide forums for hearings of the evidence against perpetrators who were not the main leaders and planners of a genocide, with opportunities for restitution and reconciliation. The Rwandan gaçaça trials are one example. Justice should be accompanied by education in schools and the media about the facts of a genocide, the suffering it caused its victims, the motivations of its perpetrators, and the need for restoration of the rights of its victims."

TRUCE AGREEMENT

"Under the Qatari-brokered agreement, 300 Palestinian prisoners are expected to be released, among them women and children. 

UN Special Rapporteur Francesca Albanese has called for the protection of children in Israeli detention. In a report to the UN General Assembly, she said that the plight of Palestinian children - who have been targeted, maimed and orphaned under Israeli occupation - had multiplied as a result of the ongoing Israeli aggression in Gaza and the occupied West Bank.

While the kidnap of minors by Hamas on 7 October, during an attack that left 1,200 Israelis dead, has been highlighted in media reports and during the ongoing efforts to release 200 hostages held in Gaza, the situation for Palestinian minors held by Israel has been underreported.

According to Israel Prison Service (IPS) figures, as of September 2023, 146 Palestinian minors were being held in custody on “security” grounds.

However, Israeli rights group B’tselem has pointed out that the IPS figures published since October 2020 exclude those arbitrarily detained in military facilities.

Defence for Children International-Palestine (DCIP) estimates that an average of 500-700 children are detained by Israeli occupation forces every year.

Around 13,000 have been arbitrarily detained, interrogated, tried in military courts and imprisoned since 2000, with thousands detained before that date, including during the First Intifada.

Research by Save the Children published in July found that Palestinian minors in Israeli detention endure physical, emotional and sexual abuse.
Some 86 percent said they had been beaten, 69 percent strip-searched and nearly half of them injured at the point of arrest, some of them incurring gunshot wounds and broken bones."
