Napoleon III wanted to control potential uprisings in Paris, so Baron Georges-Eugène Haussmann created the Paris Boulevards by demolishing entire neighbourhoods and replacing them with wide and straight roads.
This made urban warfare and barricades much easier to control by the authorities.

Today the government is instead trying to box people into neighbourhoods with physical and digital barriers. The goal is always more control for them and less freedom for us.

In her book "The Battle for Home" Syrian architect (and friend) Marwa al Sabouni shows how the division of Syrian cities into separate neighbourhoods by French colonial planners severed the social fabric facilitating the recent civil war.

By dividing people this form of control based urban planning sets the conditions for people to effectively fight each other as identification is reduced to smaller neighbourhoods.

This can be described as setting the agenda for internal conflict between "15 minute cities".

Division creates conflict.
