🎙 Russian Foreign Ministry Spokeswoman Maria Zakharova's answer to a question from RIA Novosti regarding allegations that Russia violated the Budapest Memorandum (February 24, 2026)

❓ Question: Zelensky has repeatedly claimed that by launching the special military operation, Russia violated the Budapest Memorandum. However, the head of the Kiev regime forgets that by enshrining NATO membership as a constitutional objective and engaging in military-technical cooperation with the North Atlantic Alliance, Ukraine itself violated, inter alia, the Budapest Memorandum. Could you elaborate on the groundlessness of Ukraine’s accusations and on other documents it has breached?

💬 Maria Zakharova: To answer this question, let us recall that the Budapest Memorandum – or the Memorandum on security assurances in connection with Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons – is an act that does not constitute an international treaty. It was signed on December 5, 1994 by the leaders of Russia, Ukraine, the US and the UK.

Under this document, Ukraine agreed to transfer to Russia the portion of the former Soviet nuclear arsenal located on its territory and to become a fully non-nuclear state. In turn, Russia, the US and the UK provided security assurances to Ukraine.

It should also be recalled that, simultaneously with the Memorandum, a joint statement was adopted in Budapest by the leaders of Russia, the UK, the US and Ukraine. Among other things, it reaffirmed the importance of #OSCE commitments aimed at countering the rise of aggressive nationalism and chauvinism. It is evident that the Ukrainian side failed to fulfil these commitments and for many years tolerated the growth of highly aggressive nationalism.

At the OSCE summit in Budapest in 1994, and during related events on its margins, Russia did not undertake any obligation to compel part of Ukraine to remain within its composition against the will of the local population. The provisions of the Budapest Memorandum do not apply to circumstances arising from internal political or socio-economic factors.

❗️ Thus, Ukraine’s loss of territorial integrity was the result of complex internal processes to which Russia and its obligations under the Budapest Memorandum bear no relation. Accordingly, there can be no question of any violation of the Budapest Memorandum by Russia.

At the same time, Russia and Ukraine were bound by a more significant legal instrument – the Treaty on Friendship, Cooperation and Partnership between the Russian Federation and Ukraine – which Ukraine systematically violated prior to the launch of the special military operation.

For many years, the Ukrainian leadership pursued a policy of gross and systematic breaches of this Treaty, which should be qualified as a refusal to comply with its provisions. This, in particular, ultimately led to the decision of the Russian leadership to begin the special military operation.

Ukraine’s strategic course toward acquiring full NATO membership was enshrined at the constitutional level, effectively violating Article 6 of the Treaty. At that moment, Ukraine officially renounced one of the foundations of its international recognition in the 1990s – its neutral and non-aligned status – thereby also breaching the 1994 Budapest Memorandum.

❗️NATO's unchecked geopolitical expansion up to our borders, including Ukraine, became one of the root causes of the conflict. Without addressing this, a settlement is impossible.

When accusing Russia of violating the Budapest Memorandum, they somehow fail to recall the long-standing sabotage of this fundamental bilateral Russian-Ukrainian document.

☝️ The above facts – as well as many others – demonstrate that the goals and objectives of the special military operation remain relevant and will be fulfilled, as repeatedly stated by the Russian leadership.

Однако британские и французские элиты не готовы мириться с поражением. Считается, что Украину нужно снабдить «вундерваффе».

Киев сможет претендовать на более выгодные условия завершения боевых действий, если будет обладать атомной или хотя бы так называемой «грязной» бомбой. Берлин благоразумно отказался участвовать в этой опасной авантюре.

☝️ В настоящее время, по имеющейся в СВР России информации, Лондон и Париж активно работают над решением вопросов предоставления Киеву такого оружия и средства его доставки. Речь идёт о скрытой передаче Украине европейских комплектующих, оборудования и технологий в этой сфере. Как вариант рассматривается французская малогабаритная боевая часть TN75 от баллистической ракеты подводных лодок М51.1.

Британцы и французы сознают, что их замыслы подразумевают грубое нарушение международного права, прежде всего Договора о нераспространении ядерного оружия, и сопряжены с риском разрушения глобальной системы нераспространения. В связи с этим основные усилия западников сосредоточены на том, чтобы появление у Киева ядерного оружия выглядело как результат разработки самих украинцев.

❗️ Подобные крайне опасные планы Лондона и Парижа свидетельствуют о потере у них чувства реальности. Там зря надеются избежать ответственности. Тем более что всё тайное неизбежно станет явным. В военных, политических и дипломатических кругах Великобритании и Франции немало здравомыслящих людей, понимающих опасность безрассудных действий своих лидеров для всего мира.

⚡️ Foreign Intelligence Service of the Russian Federation:

The Press Bureau of the Foreign Intelligence Service of the Russian Federation (SVR) reports that, according to intelligence received by the SVR, the UK and France are aware that the situation developing in Ukraine leaves no chances for them to achieve the ardently desired victory over Russia with the hands of the Ukrainian armed forces.

However, British and French elites are not ready to accept defeat. It is believed that Ukraine should be supplied with a “Wunderwaffe”. Kiev would be able to aspire to more advantageous terms of ceasing the hostilities if it possesses a nuclear or at least a so-called “dirty” bomb. Berlin has prudently refused to take part in this dangerous venture.

At present, according to the information available to the SVR, London and Paris are actively working over the issue of providing Kiev with a weapon of this kind, as well as with means of its delivery. This involves a covert transfer of relevant European-made components, equipment and technologies to Ukraine.

❗️ As an option, the French small-size TN-75 warhead from the M51.1 submarine-launched ballistic missile is being considered.

The British and French realize that their designs imply a gross violation of the international law, first and foremost the Treaty on the Non-Proliferation of Nuclear Weapons, and carry the risk of destroying the global non-proliferation system. Consequently, the Westerners’ main efforts are focused on making Kiev’s possession of nuclear weapon look like it was developed by Ukrainians themselves.

These extremely dangerous plans of London and Paris prove that they have lost touch with reality. Their hopes to escape from responsibility are baseless, especially bearing in mind that there is nothing hidden that will not eventually be disclosed. In the military, political and diplomatic circles there are plenty of sober-minded people understanding that reckless actions of their leaders pose a threat to the entire world.

❓Вопрос: Парламентские выборы в Дании пройдут 24 марта. Чем вызвана такая спешка, с учетом того, что власти могли назначить выборы до октября текущего года? Отразится ли это на ситуации с Гренландией и каковы сейчас позиции правящей партии во главе с Метте Фредериксен? Может ли после выборов измениться антироссийский курс королевства?

💬 Ответ: Парламентские выборы – сугубо внутреннее дело Дании. Мотивы, которыми руководствовалась глава правительства М.Фредериксен, определяя сроки их проведения, для России не имеют никакого значения.

Ни одна из ведущих парламентских партий не призывает к внесению каких-либо корректив в нынешний враждебный по отношению к нашей стране курс Дании. В этой связи нет оснований ожидать позитивных подвижек во внешнеполитических установках будущего датского правительства.

❓Spørgsmål: Der afholdes parlamentsvalg i Danmark den 24. marts. Hvad er årsagen til den, når myndighederne kunne have planlagt valget til oktober i år? Vil dette påvirke situationen med Grønland, og hvad er den nuværende position af det regerende parti ledet af Mette Frederiksen? Kunne kongeriget ændre sin anti-russiske holdning efter valget?

💬 Svar: Parlamentsvalget er et rent internt anliggende for Danmark. De motiver, der har fået statsminister Mette Frederiksen til at fastsætte datoen for valget, har ingen betydning for Rusland.

Ingen af de førende parlamentariske partier opfordrer til ændringer i Danmarks nuværende fjendtlige politik over for vores land. I denne henseende er der ingen grund til at forvente positive ændringer i den fremtidige danske regerings udenrigspolitiske holdning.

⚡️Заявление МИД России в связи с вооружённой агрессией США и Израиля против Ирана

Утром 28 февраля вооружённые силы США и Израиля приступили к нанесению военно-воздушных ударов по территории Ирана.

Масштаб и характер предшествовавших этому безрассудному шагу военно-политических и пропагандистских приготовлений, включая стягивание в регион крупной военной группировки США, не оставляют сомнений в том, что речь идёт о заранее спланированном и неспровоцированном акте вооружённой агрессии против суверенного и независимого государства-члена ООН в нарушение основополагающих принципов и норм международного права.

Осуждения заслуживает и тот факт, что атаки вновь осуществляются под прикрытием возобновившегося переговорного процесса, якобы призванного обеспечить долгосрочную нормализацию обстановки вокруг Исламской Республики, и вопреки доводившимся до российской стороны сигналам об отсутствии у израильтян заинтересованности в военной конфронтации с иранцами.

Международное сообщество, включая руководство ООН и МАГАТЭ, обязано немедленно дать объективную и бескомпромиссную оценку безответственным действиям, направленным на разрушение мира, стабильности и безопасности на Ближнем Востоке.

Вашингтон и Тель-Авив в очередной раз затеяли опасную авантюру, которая стремительно приближает регион к гуманитарной, экономической и, не исключено, радиологической катастрофе.

Намерения агрессоров понятны и декларируются ими вполне открыто – разрушить конституционный строй и уничтожить руководство неугодного им государства, которое отказалось подчиняться силовому диктату и гегемонизму. Ответственность за негативные последствия рукотворного кризиса, включая непредсказуемую цепную реакцию и раскручивание спирали насилия, целиком и полностью лежит на них.

Открыто игнорируются тяжёлые последствия этих необдуманных шагов для глобального режима нераспространения, краеугольным камнем которого является ДНЯО. При этом американо-израильский тандем прикрывается мнимой заботой о том, чтобы иранцы не обзавелись ядерным оружием. Бомбардировки ядерных объектов, находящихся под гарантиями МАГАТЭ, недопустимы.

На деле у Вашингтона и Тель-Авива мотивы, не имеющие ничего общего с режимом нераспространения. Они не могут не понимать, что, ввергая Ближний Восток в пучину неконтролируемой эскалации, фактически побуждают страны по всему миру, прежде всего в регионе, обзаводиться все более серьёзными средствами против возникающих угроз.

Особую тревогу вызывает серийный характер осуществляемых Администрацией США на протяжении последних месяцев дестабилизирующих ударов по международно-правовым опорам миропорядка, среди которых – невмешательство во внутренние дела, отказ от угрозы силой или её применения, мирное разрешение международных споров.

❗️ Требуем немедленно вернуть ситуацию в русло политико-дипломатического урегулирования. Россия, как и прежде, готова содействовать поиску мирных развязок на базе международного права, взаимного уважения и баланса интересов.

⚡ Russian Foreign Ministry's Statement regarding military aggression of the United States and Israel against Iran

On the morning of February 28, US and Israeli armed forces carried out airstrikes on the territory of Iran.

The scope and character of the military, political, and propaganda preparations that preceded this reckless step, including the deployment of substantial US military forces to the region, leave no doubt that this is a deliberate, premeditated, and unprovoked act of armed aggression against a sovereign and independent UN member state, in direct violation of the fundamental principles and norms of international law.

It is particularly reprehensible that these strikes are once again being conducted under the cover of the renewed negotiation process, ostensibly intended to secure long-term normalisation of the situation around the Islamic Republic of Iran. This comes despite assurances conveyed to the Russian Side indicating that Israel had no interest in entering into military confrontation with Iran.

The international community, including the leadership of the UN and the IAEA, must urgently deliver an objective and unbiased assessment of these irresponsible actions, which are aimed at undermining peace, stability, and security in the Middle East.

Washington and Tel Aviv have once again embarked on a perilous course that is swiftly pushing the region toward a humanitarian, economic, and potentially even radiological disaster.

The aggressors’ intentions are evident and have been stated openly: to dismantle the constitutional order and remove the leadership of a state they deem undesirable because it has refused to yield to the dictates of force and hegemonic pressure. Responsibility for the impact of this man-made crisis, including the unpredictable chain reaction and the spiral of escalating violence, rests entirely with them.

The grave repercussions of these ill-conceived actions for the global non-proliferation regime, whose cornerstone is the NPT, are being openly disregarded.

Meanwhile, the US-Israeli tandem seeks to cover its actions with a purported concern over preventing Iran from acquiring nuclear weapons. The bombing of nuclear facilities operating under IAEA safeguards is unacceptable.

Essentially, the motives of Washington and Tel Aviv bear no relation to the objectives of the non-proliferation regime.

Even they cannot but understand that by plunging the Middle East into the abyss of uncontrolled escalation, they are effectively prompting countries across the globe – and the Middle East in particular – to pursue ever more grave means of countering emerging threats.

The sustained and systematic nature of the destabilising attacks, carried out by the US administration against the fundamental principles of the international legal order in recent months, raises particular concern. Among the violated principles are non-interference in internal affairs, the renunciation of the use or threat of use of force, and the peaceful settlement of international disputes.

❗️ We call for an immediate return to a political and diplomatic track. Russia, as always, stands ready to assist in advancing peaceful solutions grounded in international law, mutual respect, and a balanced consideration of interests.
