🇷🇺🇱🇧 О доставке российской гуманитарной помощи в Ливан

✈️ 3 октября в Бейрут самолётом МЧС России была доставлена партия российской гуманитарной помощи, в которую вошли продукты питания, палатки, медикаменты и передвижные электростанции.

Посольство России в Ливане, продолжающее работать в штатном режиме, организовало передачу этой безвозмездной помощи властям страны пребывания. В соответствующей церемонии приняли участие и.о. Министра окружающей среды, глава Комитета по чрезвычайным ситуациям Правительства Ливанской Республики Н.Ясин и Посол России в Бейруте А.Н.Рудаков.

Обратным рейсом осуществлён частичный вывоз в Москву членов семей сотрудников российской дипмиссии и других РЗУ в Ливане. На Родину вернулись 60 человек.

💬 The 79th Session of the UN General Assembly has recently completed the general debate, where President Vladimir Putin tasked me to represent the Russian Federation.

Does the Pact for the Future have a future?

Held as usual in the last week of September, the UN’s High-Level Week included the so-called Summit of the Future. The idea to convene it came from UN Secretary-General Antonio Guterres, and Russia has met this idea with understanding considering that the UN is sinking deeper and deeper into a crisis, and something has to be done about it. Russian diplomats joined efforts to prepare this meeting and acted in a sincere and honest way, even if we did not have any illusions in this regard. In fact, there were quite a few major UN events in the past which failed to go beyond bombastic declarations that were forgotten soon after their adoption.

In 2015, the UN Summit on Sustainable Development adopted grand plans to fight poverty and inequality. In the end, they turned out to be empty promises in the face of the unwillingness of the Western countries to give up their neo-colonial practices of siphoning off the riches of the world for their own benefit. <...>

The current UN Secretary-General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of giving a new start and resetting global cooperation.

This is a wonderful idea. Who could disagree?

But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of globalisation we have been hearing about from everywhere for so many years. These perorations were designed to convince us that they would give everyone equal access to the goods of modern civilisation. Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair market competition under fair and constant rules?

How can we discuss global cooperation when the Western countries have unleashed a real war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar has been crudely turned into a weapon against undesirable countries? <...>

Key talking points:

• It is not too late to give the UN a new lease on life.

• It has gotten to the point where the West wants to turn the UN into an instrument for attaining itself-seeking goals.

• [The West is] hindering the badly needed change in the system of forming the UN Secretariat, where the key posts have been seized and are “inherited” by representatives of the Western minority.

• There must be an honest discussion by all UN member states, and not like a process in which the Pact for the Future was prepared – without a single plenary session of talks attended by all countries.

• Establishing a space of equal and indivisible security in Eurasia is crucial amid the all-encompassing processes unfolding in the macro-region.

• Our initiative is based on the understanding of the need for states and multilateral organisations of the Eurasian region to assume responsibility for ensuring their own security under the ‘Eurasian solutions to Eurasian problems’ formula.

❗️ Today, the international community once again faces massive challenges, just like during World War II, which require united efforts rather than confrontation and desire of global dominance. Russia will always advocate collective efforts, truth and the rule of law, peace and cooperation in the interests of reviving the ideals set forth by the UN’s founding fathers.

🇺🇳 Working for the honest balance of the legitimate national interests of all countries, we can bring to life the purpose of the #UN as stated in its Charter: “To be a centre for harmonising the actions of nations in the attainment of these common ends.”

Постзападный Ближний Восток

Через несколько дней исполнится ровно год с момента террористической атаки движения ХАМАС против Израиля, положившей начало цепочке трагических, если не сказать катастрофических, событий в Ближневосточном регионе. <...>

Теперь, когда еврейское государство ведёт военные действия на несколько фронтов и, вероятно, готовится к усилению прямой конфронтации с Ираном, первопричины происходящей трагедии зачастую забываются. Однако дабы скорее остановить кровопролитие и избежать его повторения, нам необходимо глубже посмотреть на истоки текущего кризиса. Прежде чем ответить на вопрос «что делать», необходимо определиться с тем, «кто виноват».

Ответ очевиден любому непредвзятому наблюдателю. 30 с лишним лет назад, когда закончилась холодная война, роль модератора ближневосточных процессов присвоили себе Соединенные Штаты.

Исходя из логики «разделяй и властвуй», сменяющие друг друга американские администрации под прикрытием миротворчества банально стремились распространить на Ближний Восток своё влияние, превратив его в очередную геополитическую добычу. И только после иракского фиаско, когда общественность США охладела к глобальным экспериментам по экспорту демократии, вашингтонский истеблишмент решил понемногу оставить покалеченный своими многолетними авантюрами регион на произвол судьбы — правда, так и не смог до конца претворить это намерение в жизнь.

❗️Результат такого безответственного поведения несостоявшегося мирового гегемона налицо. Жители таких государств, как #Палестина, #Ливан и #Йемен, утратив надежду на внешнюю помощь, существенно радикализовались и чем дальше, тем меньше верили в возможность компромиссов и примирения что с Западом, что с традиционными израильскими оппонентами. В свою очередь, и в еврейском государстве власть взяла «партия войны», пришедшая к выводу, что оглядываться на непоследовательный Вашингтон необязательно — мол, в любом случае зависящие от произраильского лобби американские элиты не бросят союзников. #Иран, уставший от вечных игр в кошки-мышки в диапазоне от провозглашения Тегерана частью «оси зла» до обещаний (вскоре демонстративно нарушаемых) снятия санкций, также перешёл к более решительным мерам, продиктованным национальными интересами, а не надеждами на благосклонность Запада.

Усилиями российской дипломатии и наших партнёров сейчас из месяца в месяц продолжают укрепляться структуры, отражающие мировой поворот в сторону многополярности — в первую очередь #БРИКС и #ШОС. Обладая существенным влиянием на ситуацию на Глобальном Юге, страны — лидеры Мирового большинства сделают всё возможное, чтобы, начиная с Евразии, отстроить разрушенную Западом послевоенную систему международной безопасности и оставить в прошлом наследие неоколониализма.

☝️Именно Россия, Китай и другие государства-партнёры обладают неоспоримым авторитетом и интеллектуальным потенциалом для выработки долгосрочных рецептов урегулирования ближневосточных конфликтов.

В этой ситуация задача №1 — сократить до минимума деструктивное участие Запада в дальнейшем провоцировании эскалации в регионе.

❓Question: What impact do you expect the US presidential election to have on Russia-US relations if Donald Trump wins or if Kamala Harris wins and how is Russia preparing for either scenario?

💬 Sergey Lavrov: Generally speaking, the outcome of this election makes no difference to us, as the two parties have reached a consensus as to countering Russia. In case there are political changes in the United States and new proposals to us, we will be ready to consider them and decide whether they meet our interests. At all events, we will promote Russia's interests decisively, especially as far as its national security is concerned.

On the whole, it would be natural for the White House resident, no matter who they are, to mind their domestic business, rather than looking for adventures tens of thousands miles away from American coasts. I am confident that US electors think the same.

Detailed information about the Kiev regime’s mass-scale use of warfare chemical agents in violation of its commitments under the CWC, as well as provocations staged by Kiev and its Western backers to falsely accuse the Russian Armed Forces of similar actions, has been regularly shared with the Organisation for the Prohibition of Chemical Weapons (OPCW), the UN Security Council, and the UN General Assembly since February 2022.

Despite irrefutable evidence provided by Russia, Ukrainian armed formations continue to use toxic chemicals (chlorine, ammonia, ammonium nitrate, and sulfuric acid) against Russian military units, civilians, and local administration officials. These include substances listed under CWC schedules 2 (BZ) and 3 (chloropicrin) and the RCAs.

This behaviour is enabled by political backing and approval coming from Washington, Berlin, London, and Paris.

Russian experts have documented Ukraine’s violations of
- CWC provisions,
- the 1961 Single Convention on Narcotic Drugs
- the 1971 Convention on Psychotropic Substances.

Ukrainian armed formations also pose an environmental threat to chemical plants in the Donetsk and Lugansk people’s republics, and the Sumy, Kharkov, and Odessa regions.

The "collective West" has created an atmosphere of impunity that emboldens the Kiev regime as it proceeds to perpetrate larger-scale crimes involving toxic chemicals.

⚠️ We have credible information that, with Western support, Ukraine plans to stage a series of anti-Russia provocations in the special military operation zone. Preparations are underway to fabricate evidence to accuse Russia of CWC violations during combat operations.

According to Russian authorities, NATO countries delivered over 70 advanced toxic chemical detection and recording devices to Ukraine between July and September. <...> Simultaneously, Ukrainian security forces have been trained both in Ukraine and at NATO centres in methods of evidence falsification which were earlier used in Syria, the Skripal poisoning, and the alleged poisoning of Alexey Navalny. NATO countries, in part through the OPCW Technical Secretariat, are helping Ukraine build a “body of evidence” to further accuse Russia of CWC violations.

We take it that the fabricated “evidence” cooked up not far from the contact line will, as was previously done in Syria, be swiftly handed over to international experts for a so-called independent report accusing Moscow of chemical weapon use.

The motive behind this campaign is clear. 👉 No international legal standard will stop NATO countries from pursuing their stated goal of achieving a “strategic defeat” for Russia, especially when it involves chemical provocations under false flag, as used for long years in Syria. Moreover, Ukraine’s close ties with Islamist-affiliated terrorist groups and nationalist-extremist groups in the Middle East and Africa underscore the very real threat of “chemical” terrorism coming from Ukrainian special services.

❗️ We caution Washington and its allies against “playing with fire,” so as not to irreparably damage the CWC framework established in 1997.
