This documentation exposes the true nature of the de facto authority and its affiliates: its leadership, fighters, and all those who support it.

The de facto authority emerged from the remnants of ISIS and al-Qaeda and consists of the same terrorists who have committed—and continue to commit—acts of terror across Syrian territory without any deterrence. These forces have targeted Syria’s diverse components and social groups on ethnic and sectarian grounds, including throwing civilians from high buildings, killing children, raping minors, and executing civilians in cold blood on camera, as documented in Suwayda, the Syrian coast, and other parts of Syria.

Documented Attack Details:
• Over the past days, areas in northeast Syria have been subjected to continuous terrorist attacks involving hundreds of tanks and armored vehicles, multiple rocket launchers, Grad rockets, and all types of heavy weaponry, alongside Turkish Bayraktar drones, under intense fire cover and the use of suicide drones.
• Missiles and artillery shells targeted residential areas and their surroundings in an attempt to terrorize civilians and forcibly impose displacement through violence.

The jihadist ISIS ideology runs deep within these factions and their supporters. Videos have documented celebratory chants and public rejoicing over claims that they had “eliminated the Kurds”—claims based on fabricated narratives they themselves believed—accompanied by victory chants, glorification of violations, and prayers for the perpetrators. This constitutes societal legitimization of crimes and hate speech rooted in ethnic and sectarian identity.

It is evident that the ultimate objective is a Syria emptied of all its components, groups, and diversity, achieved through systematic killing and sectarian and ethnic mobilization driven by hatred, grounded in the fatwas of Ibn Taymiyyah and deeply entrenched sectarian and ethnic animosity.
