The airshed approach for air quality management entails treating a geographical area with similar meteorological and topographical features as a single unit, rather than relying on administrative boundaries (states/cities) to tackle pollution. This method, essential for regions like the Indo-Gangetic Plain, enables cost-effective, collaborative policies to manage pollution sources like transport, industry, and agriculture.
Key Aspects of the Airshed Approach:
Definition: A common geographical area where pollutants are trapped, causing similar air quality levels.
Significance: It addresses the transboundary nature of pollution, such as stubble burning in Punjab impacting Delhi air quality.
Indian Context: India is divided into roughly 9 to 11 major airsheds. The Indo-Gangetic Plain is a key example, requiring, for instance, a Unified Airshed Management Plan for Delhi, Haryana, UP, and Rajasthan.
Institutional Mechanism: The Commission for Air Quality Management (CAQM) in the National Capital Region and Adjoining Areas Act, 2021, is a legal framework incorporating this approach.
Benefits: It helps overcome blame-shifting between states, optimizes resource allocation, and, according to a World Bank report, can significantly reduce \(PM_{2.5}\) exposure in South Asia.
Implementation Challenges & Way Forward:
Coordination: Ensuring cooperation between multiple state governments and local bodies.
Data Sharing: Establishing common emission inventories and monitoring systems.
Action Plan: Shifting from city-centric plans to regional airshed-level action, as emphasized in the National Clean Air Programme (NCAP).
This approach is crucial for achieving long-term, sustainable improvements in air quality by aligning environmental management with geographical reality rather than political lines.
