UPSC GS Paper IV (Ethics) – Case Study (20 Marks)
Q. A recent rise in food poisoning incidents across different States has exposed serious deficiencies in food safety enforcement. Investigations reveal that many food businesses operate with inadequate inspections, food testing laboratories are overburdened, and a large number of Food Safety Officer (FSO) posts remain vacant. Data also indicate that inspections and food sample testing cover only a small fraction of registered food businesses. As a result, preventable deaths and illnesses continue to occur, disproportionately affecting vulnerable sections of society.
You have recently been appointed as the Commissioner of the State Food Safety Department. Soon after assuming office, a major food poisoning incident occurs in your State, leading to multiple deaths and severe public outrage. The media accuses the administration of negligence, while food business operators resist stricter regulations, citing higher compliance costs and harassment. Your department faces staff shortages, limited financial resources, and political pressure to avoid strict action against influential businesses.
In this situation:
(a) Identify the key ethical issues and stakeholders involved in the case. (5 marks)
(b) As the Commissioner, what immediate and long-term measures would you adopt to restore public confidence and strengthen food safety governance? (10 marks)
(c) What ethical values and principles should guide a public servant while balancing public health, economic interests, and administrative constraints? (5 marks)
