نئی دہلی میں آل انڈیا مسلم پرسنل لا بورڈ کی مجلس عاملہ کا ایک اہم اجلاس صدر بورڈ حضرت مولانا خالد سیف اللہ رحمانی صاحب کی صدارت میں منعقد ہوا، جس میں ملک و ملت کو درپیش متعدد اہم معاملات زیر بحث آئے- امید پورٹل پر وقف املاک کو درج کرانے کے معاملہ پر تفصیل سے گفتگو ہوئی۔ متعدد ریاستوں اور وقف متولیان کی جانب سے یہ شکایات بھی زیر بحث آئیں کہ امید پورٹل پر اپلوڈ کرنا آسان نہیں ہے، یہ ایک مشکل پورٹل ہے، دوران استعمال کئی کئی بار بند ہوجاتا ہے، ایک وقف املاک کے دستاویز کو اپلوڈ کرنے میں تقریباً 40 تا 45 منٹ لگ جاتے ہیں، بہت سارے دستاویزات طلب کئے جارہے ہیں، ایک بھی اہم اور لازمی دستاویز اپلوڈ نہ کرنے پر پورٹل رک جاتا ہے۔ اس سلسلے میں طے پایا کہ مسلم جماعتوں کے تعاون سے ہر ریاست اور ہر اہم مقام پر پروفیشنل اور ٹیکنیکل افراد کی مدد سے وقف ڈیسک قائم کی جائیں گی اور کوشش کی جائے گی کہ متعلقہ افراد اور متولیان کی رہنمائی اور مدد کی جائے۔ البتہ بورڈ نے سپریم کورٹ میں ایک درخواست دے کر پورٹل کی مدت میں توسیع اور اسے آسان و سہل بنانے کی اپیل بھی کی ہے۔ کورٹ میں پورٹل کے مسئلہ پر اب سماعت 28/اکتوبر کو ہوگی۔ بہرحال موجودہ حالات میں بورڈ نے جلد سے جلد پورٹل پر درج کرنے کی اپیل کی ہے۔
چونکہ وقف ایکٹ پر عبوری فیصلے کے بعد یہ پہلی فزیکل میٹنگ تھی، لہذا بورڈ کی لیگل ٹیم کے اہم رکن اور بورڈ کے وکیل سینئر ایڈوکیٹ ایم آر شمشاد نے عبوری فیصلے کی تفصیلات کو ارکان عاملہ کے سامنے رکھا۔ متعدد ارکان نے عبوری فیصلے پر عدم اطمینان کا اظہار کیا کہ سوائے ایک دو معاملات میں راحت دینے کے، عدالت عظمی نے کئی اہم اور متنازعہ شقوں پر عبوری فیصلے میں کوئی راحت نہیں دی۔
وقف ترمیمی قانون 2025 کے خلاف تحفظ اوقاف مہم کے دوسرے مرحلے کی تفصیلات سے مہم کے کنوینر ڈاکٹر سید قاسم رسول الیاس نے ارکان عاملہ کو واقف کرایا۔ طے پایا کہ 16/ نومبر کو دہلی کے رام لیلا میدان میں ہونے والے اجلاس کو کامیاب بنانے پر بھرپور توجہ دی جائے۔ اس سلسلےمیں تمام دینی و ملی جماعتوں سے بھرپور تعاون حاصل کیا جائے۔ روڈ میپ کے دیگر اجزاء میں معمولی حذف و اضافہ کے بعد اس کو باقی رکھا گیا۔ طے کیا گیا کہ جن جن ریاستوں میں بڑے اجلاس کرنا ممکن ہے وہاں اسے ضرور کیا جائے۔ ریاستی کنوینرس کو یہ اختیار دیا گیا کہ وہ اپنی ریاست کے حالات کے مطابق معمولی ردوبدل کرسکتے ہیں۔

A crucial meeting of the All India Muslim Personal Law Board (AIMPLB) was held in New Delhi under the chairmanship of Maulana Khalid Saifullah Rahmani. The meeting discussed several important national and community-related issues.
A detailed discussion took place regarding the process of registering Waqf properties on the UMEED Portal. Several complaints were received from various states and Waqf mutawallis (trustees) stating that the portal is difficult to use—it frequently crashes, and uploading even a single property document takes around 40–45 minutes. The portal also demands numerous documents, and if even one mandatory document is missing, the upload process halts.
To address this issue, it was decided that Waqf Help Desks will be established at every state and major location, with the cooperation of Muslim organizations and the assistance of professional and technical personnel. These help desks will guide and assist the concerned individuals and mutawallis in uploading documents.
The Board has also filed an application in the Supreme Court seeking an extension of the portal deadline and requesting that the system be made simpler and more user-friendly. The next hearing on the portal issue is scheduled for October 28.
As this was the first physical meeting of the Board after the interim judgment on the Waqf (Amendment) Act, the Board’s legal team member and counsel, Senior Advocate M.R. Shamshad, presented the details of the court’s interim order to the Executive Members. Several members expressed dissatisfaction, noting that except for one or two reliefs, the Supreme Court had not provided any significant relief on many key and controversial clauses.
Dr. S. Q. R. Ilyas, Convener of the Tahaffuz-e-Auqaf (Protection of Waqf Properties) Campaign, briefed the members on the second phase of the campaign against the Waqf (Amendment) Act, 2025. It was resolved that every effort would be made to ensure the success of the public meeting scheduled at Ram Lila Ground, Delhi, on November 16. Full cooperation will be sought from all religious and community organizations to make the programme successful.
After minor modifications in the campaign roadmap, it was approved as before. It was further decided that wherever possible, large state-level public meetings should also be organized. State conveners were authorized to make minor adjustments as per their local circumstances.
The meeting was conducted by General Secretary Maulana Fazlur Rahim Mujaddidi.
