*وندے ماترم کا سرکاری طور پر پڑھایا جانا غیر دستوری اور ناقابل قبول۔ سرکار نوٹیفیکیشن واپس لے:*

آل انڈیا مسلم پرسنل لا بورڈ نے مرکزی حکومت کے اس نوٹیفیکیشن پر سخت اعتراض جتایا، جس کے تحت مرکزی حکومت نے وندے ماترم گیت کے تمام اشعار کا سرکاری تقریبات اور اسکولوں میں قومی گیت جن گن من سے پہلے پڑھایا جانا لازمی قرار دے دیا ہے۔ بورڈ نے اسے غیر آئینی اور مذہبی آزادی کے منافی قرار دیا۔
آل انڈیا مسلم پرسنل لا بورڈ کے جنرل سکریٹری مولانا محمد فضل الرحیم مجددی نے ایک پریس بیان میں مرکزی حکومت کے فیصلہ پر سخت ردعمل ظاہر کرتے ہوئے کہا کہ حکومت کا یہ فیصلہ غیر دستوری، مذہبی آزادی و سیکولر اقدار کے منافی، عدالت عظمیٰ کے فیصلے کے خلاف اور مسلمانوں کے عقیدے سے راست متصادم ہے، اس لئے مسلمانوں کے لئے ہرگز بھی قابل قبول نہیں ہے۔
مولانا نے کہا کہ رابندر ناتھ ٹیگور کے مشورے اور کانسٹی ٹیواینٹ اسمبلی کے مباحث کے بعد اس بات پر اتفاق ہوگیا تھا کہ اس کے صرف دو بند ہی پڑھے جائیں گے۔ ایک سیکولر حکومت کسی ایک مذہب کے عقائد و تعلیمات کو دوسرے مذہبی طبقات پر جبرا مسلط نہیں کرسکتی۔ یہ گیت بنگال کے پس منظر میں لکھا گیا تھا اور اس میں درگا اور دیگر دیویوں اور دیوتاؤں کی پوجا اور وندنا کی بات کہی گئی ہے۔ مغربی بنگال کے الیکشن سے پہلے اسے نافذ کئے جانے کے پیچھے بی جے پی سرکار کی جوبھی مصلحت ہو مسلمان اسے ہرگز بھی قبول نہیں کرسکتے اس لئے کہ یہ ان کے ایمان و عقیدے سے راست متصادم ہے۔ مسلمان صرف ایک اللہ وحدہ لا شریک کی ہی عبادت کرتا ہے، اسلام خدا کی ذات میں ذرہ برابر بھی شرک کو برداشت نہیں کرتا۔
بورڈ کے جنرل سکریٹری نے آگے کہا کہ ملکی عدالتوں نے بھی اس کے دیگر اشعار کو سیکولر اقدار کے منافی قرار دیتے ہوئے ان کے پڑھے جانے پر پابندی عائد کر رکھی ہے۔ لہذا مرکزی حکومت سے ہمارا مطالبہ ہے کہ وہ فی الفور اس نوٹیفیکیشن کو واپس لے بصورت دیگر بورڈ اسے عدالت میں چیلینج کرے گا۔

*Mandating the Recitation of Vande Mataram Is Unconstitutional and Unacceptable; Government Must Withdraw the Notification*
New Delhi, February 12, 2026:
The All India Muslim Personal Law Board has strongly objected to the Central Government’s recent notification mandating the recitation of all verses of Vande Mataram at official functions and in schools before the National Anthem, Jana Gana Mana. The Board has termed the decision unconstitutional and contrary to religious freedom.
In a press statement, the Board’s General Secretary, Maulana Mohammed Fazlur Rahim Mujaddidi, expressed strong opposition to the government’s decision, calling it unconstitutional, against religious freedom and secular values, contrary to Supreme Court judgment, and directly conflicting with the religious beliefs of Muslims. He stated that the decision is therefore completely unacceptable to Muslims.
The Maulana noted that, following Rabindranath Tagore’s advice and deliberations in the Constituent Assembly, it had been agreed that only the first two stanzas of Vande Mataram would be used. He said that a secular government cannot forcibly impose the beliefs or teachings of one religion upon followers of other religions. He added that the song was written in the context of Bengal and contains references to the worship and veneration of Durga and other deities. Whatever the political considerations behind implementing this decision ahead of the West Bengal elections, Muslims cannot accept it, as it directly conflicts with their faith. A Muslim worships only One God, Allah, without partners, and Islam does not permit any form of associating partners with God.
The General Secretary further stated that Indian courts have also held that the other verses are inconsistent with secular values and have restricted their recitation. Therefore, the Board demands that the Central Government immediately withdraw the notification; otherwise, the Board will challenge it in the court.

آل انڈیا مسلم پرسنل لا بورڈ امریکہ اور اسرائیل کی جانب سے ایران کے خلاف کی گئی مشترکہ اور کھلی جارحیت کی سخت اور دوٹوک الفاظ میں مذمت کرتا ہے۔ بورڈ اقوام متحدہ اور عالمی برادری سے مطالبہ کرتا ہے کہ وہ فوری طور پر جنگ بندی کے لیے مؤثر اور عملی اقدامات کرے اور خطے کو تباہ کن جنگ سے بچائے۔
آل انڈیا مسلم پرسنل لا بورڈ کے ترجمان ڈاکٹر سید قاسم رسول الیاس نے اپنے پریس بیان میں کہا کہ ایران کے نیوکلیئر پروگرام کے سلسلے میں ایران اور امریکہ کے درمیان مذاکرات میں نمایاں پیش رفت ہو چکی تھی۔ ان مذاکرات میں ثالثی کا کردار ادا کرنے والے عمان کے وزیر خارجہ بدر البوسعیدی کے مطابق ایران امریکہ کی تقریباً تمام شرائط تسلیم کرنے پر آمادہ ہو چکا تھا۔ اس کے باوجود امریکہ کی جانب سے اچانک مذاکرات ختم کرنے کا اعلان اور فوراً بعد اسرائیل کے ساتھ مل کر ایران پر حملہ اس بات کی طرف اشارہ کرتا ہے کہ مذاکرات محض ایک حربہ تھے، سنجیدہ سفارتی عمل نہیں۔
ڈاکٹر الیاس نے ایران کے سپریم لیڈر آیت اللہ خامنہ ای کی شہادت پر گہرے رنج و غم کا اظہار کرتے ہوئے اسے ملتِ اسلامیہ کے لیے عظیم سانحہ قرار دیا۔ انہوں نے کہا کہ کسی خود مختار ملک کی مرکزی قیادت کو دورانِ جنگ نشانہ بنانا اور قیادت کی تبدیلی کی کھلی بات کرنا بین الاقوامی قوانین اور اقوام متحدہ کے چارٹر کی صریح خلاف ورزی ہے۔
انہوں نے مزید کہا کہ اس جنگ نے پورے مشرقِ وسطیٰ کو عدم استحکام کی آگ میں جھونک دیا ہے۔ ایک طرف متعدد یورپی ممالک امریکہ کی حمایت میں کھڑے ہیں، تو دوسری جانب روس اور چین ایران کی پشت پناہی کر رہے ہیں۔ اگر فوری اور مؤثر سفارتی مداخلت نہ کی گئی تو یہ تصادم وسیع عالمی جنگ کی صورت اختیار کر سکتا ہے۔ طویل جنگ نہ صرف انسانی المیے کو گہرا کرے گی بلکہ عالمی معیشت کو بھی شدید نقصان پہنچائے گی، جس کا سب سے زیادہ بوجھ ترقی پذیر اور کمزور ممالک کو اٹھانا پڑے گا۔
ڈاکٹر الیاس نے افسوس کا اظہار کرتے ہوئے کہا کہ ایسے نازک اور فیصلہ کن مرحلے پر ہمارا ملک ایک متوازن اور باوقار ثالثی کردار ادا کر سکتا تھا، مگر موجودہ طرزِ عمل سے ملک کی خارجہ پالیسی کی ساکھ متاثر ہوئی ہے۔ انہوں نے اس بات پر بھی تشویش ظاہر کی کہ آیت اللہ خامنہ ای کی شہادت پر سرکاری سطح پر تعزیت کا اظہار نہ کیا جانا ہماری اخلاقی اور سفارتی روایت کے منافی ہے۔
آل انڈیا مسلم پرسنل لا بورڈ ایک بار پھر ملک کے حکمرانوں، اقوام متحدہ اور عالمی برادری سے اپیل کرتا ہے کہ وہ فوری، سنجیدہ اور عملی اقدامات کے ذریعے اس جنگ کو روکے۔ بصورتِ دیگر یہ آگ کسی ایک خطے تک محدود نہیں رہے گی اور پوری دنیا اس کے اثرات سے محفوظ نہیں رہ سکے گی۔

*Strong Condemnation of Open Aggression by the United States and Israel Against Iran;*
_All India Muslim Personal Law Board_
New Delhi, 3 March 2026
The All India Muslim Personal Law Board strongly and unequivocally condemns the joint and open aggression carried out by the United States and Israel against Iran. The Board urges the United Nations and the international community to take immediate, effective, and concrete steps to ensure a ceasefire and prevent the region from descending into a devastating war.
In a press statement, the Board’s Spokesperson, Dr. S. Q. R. Ilyas, stated that significant progress had been made in negotiations between Iran and the United States regarding Iran’s nuclear program. According to Oman’s Foreign Minister, Badr Al-Busaidi, who was mediating the talks, Iran had agreed to almost all of the United States’ conditions. Despite this, the sudden announcement by the United States to terminate the negotiations, followed immediately by a joint attack on Iran with Israel, indicates that the negotiations were merely a pretext rather than a serious diplomatic effort.
Dr. Ilyas expressed deep sorrow and grief over the martyrdom of Iran’s Supreme Leader, Ayatollah Khamenei, describing it as a great loss for the Muslim Ummah. He stated that targeting the central leadership of a sovereign country during wartime and openly speaking of regime change constitutes a blatant violation of international law and the Charter of the United Nations.
He further noted that this war has engulfed the entire Middle East in instability. While several European countries are supporting the United States, Russia and China are backing Iran. If immediate and effective diplomatic intervention is not undertaken, this conflict could escalate into a wider global war. A prolonged war would not only deepen the humanitarian crisis but also severely impact the global economy, with developing and weaker nations bearing the greatest burden.
Dr. Ilyas expressed regret that at such a critical and decisive moment, our country could have played a balanced and dignified mediatory role. However, the current approach has adversely affected the credibility of the country’s foreign policy. He also expressed concern that no official condolence message was issued on the martyrdom of Ayatollah Khamenei, which, he said, goes against our moral and diplomatic traditions.

United Nations Must Ensure Immediate Ceasefire and Intervention_All India Muslim Personal Law Board_

The All India Muslim Personal Law Board strongly and unequivocally condemns the joint and open aggression carried out by the United States and Israel against Iran. The Board urges the United Nations and the international community to take immediate, effective, and concrete steps to ensure a ceasefire and prevent the region from descending into a devastating war.
In a press statement, the Board’s Spokesperson, Dr. S. Q. R. Ilyas, stated that significant progress had been made in negotiations between Iran and the United States regarding Iran’s nuclear program. According to Oman’s Foreign Minister, Badr Al-Busaidi, who was mediating the talks, Iran had agreed to almost all of the United States’ conditions. Despite this, the sudden announcement by the United States to terminate the negotiations, followed immediately by a joint attack on Iran with Israel, indicates that the negotiations were merely a pretext rather than a serious diplomatic effort.
Dr. Ilyas expressed deep sorrow and grief over the martyrdom of Iran’s Supreme Leader, Ayatollah Khamenei, describing it as a great loss for the Muslim Ummah. He stated that targeting the central leadership of a sovereign country during wartime and openly speaking of regime change constitutes a blatant violation of international law and the Charter of the United Nations.
He further noted that this war has engulfed the entire Middle East in instability. While several European countries are supporting the United States, Russia and China are backing Iran. If immediate and effective diplomatic intervention is not undertaken, this conflict could escalate into a wider global war. A prolonged war would not only deepen the humanitarian crisis but also severely impact the global economy, with developing and weaker nations bearing the greatest burden.
Dr. Ilyas expressed regret that at such a critical and decisive moment, our country could have played a balanced and dignified mediatory role. However, the current approach has adversely affected the credibility of the country’s foreign policy. He also expressed concern that no official condolence message was issued on the martyrdom of Ayatollah Khamenei, which, he said, goes against our moral and diplomatic traditions.
