बिहार में महत्वपूर्ण खनिजों के भंडार मिले, खनन अधिकारों की नीलामी की तैयारी
बिहार सरकार राज्य के विभिन्न गैर-वन क्षेत्रों में खोजे गए चूना पत्थर, वैनेडियम युक्त मैग्नेटाइट इल्मेनाइट, मैग्नेटाइट और ग्लूकोनाइट जैसे खनिजों के खनन अधिकारों की नीलामी करने की तैयारी कर रही है।
गया में पातालगंगा, रोहतास जिले के कुछ हिस्सों और जमुई जिले के मजोस के पास अन्वेषण में लाखों टन खनिज भंडार की उपस्थिति पाई गई।
जमुई के मजोस में सामान्य अन्वेषण (जी2 चरण) में 48.40 मिलियन टन मैग्नेटाइट पाया गया है। रोहतास में पिपराडीह-भुरवा ब्लॉक में प्रारंभिक अन्वेषण (जी3 चरण) ने 12.46 वर्ग किमी गैर-वन क्षेत्र में 88.38 मिलियन टन ग्लूकोनाइट स्थापित किया है।
वैनेडियम युक्त मैग्नेटाइट इल्मेनाइट पातालगंगा के उत्तर-पूर्व में और गया और जहानाबाद में सपनेरी गाँव के पूर्व में 2 वर्ग किमी क्षेत्र में पाया गया।
वैनेडियम का उपयोग स्टील, पाइप, सुपरकंडक्टिंग मैग्नेट, मेडिकल इम्प्लांट और बैटरी के निर्माण में किया जाता है।
जबकि मैग्नेटाइट, एक रॉक खनिज, मुख्य लौह अयस्कों में से एक है, ग्लूकोनाइट एक हरे रंग का खनिज है और संरचनात्मक रूप से अभ्रक के समान है।
अब, बिहार के पास अपनी अर्थव्यवस्था को बढ़ावा देने के लिए पर्याप्त खनिज संसाधन हैं।

The Bihar government is preparing to auction mining rights for minerals such as limestone, vanadium-bearing magnetite ilmenite, magnetite and glauconite that have been discovered in various non-forest areas of the state.
Explorations near Patalganga in Gaya, parts of Rohtas district and Majos in Jamui district found the presence of millions of tonnes of mineral reserves.
The general exploration (G2 stage) in Jamui's Majos has found 48.40 million tonnes of magnetite. Preliminary exploration (G3 stage) in Pipradih-Bhurwa block in Rohtas has established 88.38 mt of Glauconite over a 12.46 sq km non-forest area.
Vanadium-bearing magnetite ilmenite was found northeast of Patalganga and east of Sapneri village in Gaya and Jehanabad over a 2 sq km area.
Vanadium is used in manufacturing steel, pipes, superconducting magnets, medical implants and batteries.
While magnetite, a rock mineral, is one of the main iron ores, glauconite is a green-colored mineral and structurally similar to mica.
Now, Bihar has sufficient mineral resources to boost its economy.

Govt honours 80 women with 'Nayika' award
Altogether 80 women working in the government departments and district offices were given 'Nayika' award for the first time in recognition to their commendable services.
It was a new initiative aimed at encouraging women working in government offices.
The Women and Child Development Corporation (WCDC) also launched a children's magazine, 'Gullak - Gyan ka Pitara' on this occasion.

President Draupadi Murmu conferred Padma Shri Award on three persons from Bihar at the civil investiture ceremony-I held at Rashtrapati Bhavan in New Delhi on Wednesday (05 April, 2023). The recipients are Kapil Dev Prasad and Subhadra Devi for art and Anand Kumar for literature and education.
Kapil Dev Prasad, a traditional handloom weaver from Baswan Bigha village in Nalanda district, was honoured for his contribution in keeping the Buddhist 'Bavan Buti' weaving art alive with his works on bed sheets and saris.
Subhadra Devi, also known as the 'Mother of Madhubani Paper Mache Art', was presented with the Padma Shri for using waste paper to make utility and decorative items.
Anand Kumar, founder of Super 30, has dedicated his life to providing free education to underprivileged children and helping them prepare for entrance exams of prestigious educational institutions.

“e-Nirog” App to Detect Crop Diseases
With the aim to detect crop diseases and related problems along with finding their remedies, the Indian Institute of Information Technology at Bhagalpur (IIIT-Bhagalpur) and Bihar Agricultural University (BAU) have collaborated to develop an innovative mobile application for the benefit of farmers. It has been christened as ‘e-Nirog’ mobile app.
Unlike the conventional method of detection of plant/crop diseases by using manual observation of the disease symptoms present on parts of plants, the e-Nirog app uses Artificial Intelligence (AI).
The AI-powered app can also determine soil and crop health, besides providing fertilizer and nutrients’ recommendations, monitor weather etc, enabling the farmers to make better decisions and do efficient farming.
फसल रोगों का पता लगाने के लिए "ई-निरोग" ऐप
फसल रोगों और संबंधित समस्याओं का पता लगाने के साथ-साथ उनका उपचार खोजने के उद्देश्य से, भागलपुर (आईआईआईटी-भागलपुर) में भारतीय सूचना प्रौद्योगिकी संस्थान और बिहार कृषि विश्वविद्यालय (बीएयू) ने किसानों के लाभ के लिए एक अभिनव मोबाइल एप्लिकेशन विकसित करने के लिए सहयोग किया है। इसे 'ई-निरोग' मोबाइल ऐप का नाम दिया गया है।
पौधों के हिस्सों पर मौजूद रोग के लक्षणों के मैन्युअल अवलोकन का उपयोग करके पौधे/फसल रोगों का पता लगाने की पारंपरिक विधि के विपरीत, ई-निरोग ऐप आर्टिफिशियल इंटेलिजेंस (एआई) का उपयोग करता है।
एआई-संचालित ऐप मिट्टी और फसल के स्वास्थ्य का निर्धारण करने के अलावा, उर्वरक और पोषक तत्वों की ज़रूरते, मौसम की निगरानी आदि प्रदान करने के अलावा, किसानों को बेहतर निर्णय लेने और कुशल खेती करने में सक्षम बनाता है।

Nitish Kumar opens Bihar’s 2nd ethanol unit at Motipur in Muzaffarpur
Chief minister Nitish Kumar on Thursday (06 April, 2023) inaugurated Bihar’s second ethanol plant at Motipur in Muzaffarpur district. The plant has the capacity to produce 110 kilolitre of ethanol per day from maize. It has been developed with an expenditure of Rs 152 crore. The plant is expected to provide employment to at least 700 people.
CM Nitish had inaugurated India’s first ethanol plant at Purnia in May last year. Altogether 17 ethanol-producing units have been approved in Bihar, including one in Purnia with a capacity of 65,000 litre per day.
Bihar government had launched Ethanol Production Promotion Policy in March 2021, making it the first state in the country to have its own ethanol promotion policy under National Policy of Biofuels, 2018. The state ethanol policy has allowed extraction of ethanol from surplus quantities of maize, which was earlier limited only to sugar cane.
According to sources, an ethanol plant at Ara with a capacity of 5 lakh litres per day is ready for inauguration. It will be the second largest ethanol plant in Asia. Besides, works are going on for commissioning of two plants each in Gopalganj and Nalanda districts and one plant at Bhagalpur.

मुख्यमंत्री नीतीश कुमार ने गुरुवार (06 अप्रैल, 2023) को मुजफ्फरपुर जिले के मोतीपुर में बिहार के दूसरे इथेनॉल प्लांट का उद्घाटन किया. प्लांट की क्षमता मक्का से प्रतिदिन 110 किलोलीटर इथेनॉल उत्पादन करने की है। इसे 152 करोड़ रुपये की लागत से विकसित किया गया है। संयंत्र से कम से कम 700 लोगों को रोजगार मिलने की उम्मीद है।
सीएम नीतीश ने पिछले साल मई में पूर्णिया में भारत के पहले इथेनॉल प्लांट का उद्घाटन किया था. बिहार में कुल मिलाकर 17 इथेनॉल उत्पादक इकाइयों को मंजूरी दी गई है, जिसमें पूर्णिया में एक 65,000 लीटर प्रति दिन की क्षमता है।
बिहार सरकार ने मार्च 2021 में इथेनॉल उत्पादन प्रोत्साहन नीति शुरू की थी, जिससे यह जैव ईंधन की राष्ट्रीय नीति, 2018 के तहत अपनी इथेनॉल प्रोत्साहन नीति रखने वाला देश का पहला राज्य बन गया। राज्य इथेनॉल नीति ने मक्का की अधिशेष मात्रा से इथेनॉल के निष्कर्षण की अनुमति दी है, जो पहले केवल गन्ने तक ही सीमित था।
सूत्रों के मुताबिक, आरा में 5 लाख लीटर प्रतिदिन की क्षमता वाला एथनॉल प्लांट उद्घाटन के लिए तैयार है. यह एशिया का दूसरा सबसे बड़ा इथेनॉल संयंत्र होगा। इसके अलावा, गोपालगंज और नालंदा जिले में दो-दो संयंत्र और भागलपुर में एक संयंत्र चालू करने का कार्य चल रहा है।

The Mircha rice variety from West Champaran district of Bihar has recently been granted the GI tag.
The grains of this rice are similar in size and shape to black pepper, which is why it is called Mircha or Marcha rice.
Other agriculture and horticulture products from Bihar that have received GI tags include Zardalu mango, Katarni rice of Bhagalpur, Shahi litchi of Muzaffarpur, Magahi paan of Magadh region, and Makhana of Mithila.

बिहार के पश्चिम चंपारण जिले की मिर्चा चावल की किस्म को हाल ही में जीआई टैग प्रदान किया गया है।

Bihar has set a new record by generating 23.69 crore man days, the highest-ever since inception of MGNREGA. In the previous FY2021-22, the state had generated 22.60 crore man days.
This indeed remains a big achievement given the significant drop (19.90%) in terms of man days generation at the national level during the same period.
The state generated 19.32% of SC/ST man days of the total, which is approximately 6% more than 2021-22 (13.41%), indicating that more SC/ST families are getting wages.
National Mobile Monitoring System (NMMS) is being used to observe attendance of working labourers in MGNREGA. NMMS figures of state (88.51%) are better than the national average (86.91).

Performance of Bihar's VTR falls to ‘good’ category
The rating of Valmiki Tiger Reserve (VTR) in the latest tiger census report released by Prime Minister Narendra Modi on Sunday plunged from “very good” to “good” category in management effectiveness evaluation (MEE) system.
VTR, the only tiger reserve in Bihar, has scored 77.97% in the MEE, putting it at 38th position among the 51 tiger reserves assessed in the latest census report, titled ‘Status of Tigers 2022’.
The VTR is among only the three tiger reserves in the country whose performance has gone down. The other two tiger reserves include Nameri in Assam and Udanti-Sitanadi in Chhattisgarh.
This was the fifth cycle of MEE under the nationwide tiger estimation exercise in India. Altogether 28 tiger reserves were assessed in the first cycle in 2006, 39 in 2010, 43 in 2014, 50 in 2018 and 51 in 2022.
The rating of VTR under MEE was “fair” in 2006 and 2010 and “very good” in 2014 and 2018.
The state-wide tiger numbers under the 2022 census are not released yet.

मुख्यमंत्री नीतीश कुमार ने शनिवार (15 अप्रैल, 2023) को पटना जिले के बख्तियारपुर कस्बे में अपने पैतृक घर से जाति आधारित सर्वेक्षण के दूसरे चरण का शुभारंभ किया और देश भर में जाति आधारित जनगणना की पुरजोर वकालत की.
तथाकथित जातिगत जनगणना का पहला दौर 7 से 21 जनवरी के बीच आयोजित किया गया था, जब अधिकारियों ने अपने-अपने जिलों में परिवारों को सूचीबद्ध किया और उन्हें गिना। दूसरे चरण में, गणनाकार सामाजिक आर्थिक संकेतकों के साथ-साथ लगभग 127 मिलियन लोगों की जाति स्थिति का दस्तावेजीकरण करेंगे।
डाटा का काम पूरा होने के बाद जाति आधारित सर्वेक्षण की रिपोर्ट बिहार विधानसभा और बिहार विधान परिषद के पटल पर रखी जाएगी। उसके बाद रिपोर्ट सार्वजनिक की जाएगी।
Nitish Kumar launches 2nd phase of caste-based survey
Chief minister Nitish Kumar on Saturday (15 April, 2023) launched the second phase of the caste-based survey from his ancestral home at Bakhtiyarpur town in Patna district, and strongly advocated for caste-based census across the country.
The first round of the so-called caste census was conducted between January 7 and 21, when officials listed the households in their respective districts and numbered them. In the second phase, enumerators will document socioeconomic indicators as well as the caste status of roughly 127 million people.
Once the data work is completed, the report of the caste-based survey would be tabled in the Bihar Vidhan Sabha and the Bihar Vidhan Parishad. After that the report would be made public.

The cyber police stations will have jurisdiction over the entire police district.
Currently, there is no cyber police station in the state even though seven are operational in the neighbouring Jharkhand, 18 in Uttar Pradesh, 14 in Odisha and 15 in Delhi.
Bihar has set up 74 Cyber Crime and Social Media Units (CCSMUs) instead, with big districts having up to 3-4 units.
Police headquarters now plan to convert the existing CCSMUs into cyber police stations to ensure easy accessibility and quick disposal of cases related to online fraud, said the official.
The economic offence unit (EoU) of the Bihar police deals with cases of cyber fraud.

Nutri gardens in Bihar govt schools to make midday meal healthy
In a unique initiative, the state education department has introduced the concept of nutrition garden or nutri garden in some of the government schools. The move is aimed at preventing malnutrition among children, sensitizing them about the importance of healthy food and getting them connected to nature.
Under the scheme, students grow vegetables, use the organic waste from their midday meal kitchen to make vermicompost and also learn about nutrient values of different vegetables and fruits practically.
The scheme, implemented under Ankuran Pariyojana by education department's directorate of midday meal and UNICEF, had started on a pilot basis in 40 schools in two districts - Purnia and Sitamarhi - last year. The main motive was preventing malnutrition among children coming from economically poor backgrounds.
As per NHFS-5, stunting is prevalent among 42.9% of under-five children and 22.9% of them were suffering from wasting in Bihar. The same survey also revealed that 69.4% are anaemic in the state.

They have resolved 87% cases between 2021-23, bringing down the load on judiciary, and helped women’s participation go beyond the 50% quota at various levels in the Panchyati Raj Institutions (PRIs), according to a study compiled by the PanchayatI Raj Chair, Chanakya National Law University (CNLU), Patna.
The state has set up such courts in every panchayat for resolving local disputes with the involvement of local people.
The village courts, where lawyers are prohibited from appearing, has emerged as the nursery of the judicial system in Bihar and is a successful example of the neighbourhood governance, as it saves time and money of the poor people of the rural areas with justice delivery at their doorsteps.
The Supreme Court of India has also recently emphasized to resolve the petty issue through mediation, which is what Gram Kachahary is mandated to do in Bihar.
The village courts have also helped to significantly increase women’s participation in PRIs.
Bihar was the first state to give 50% reservation to women and the village courts have helped their participation go beyond the quota at various levels in the PRIs. The Gram Kachaharis have 50% women as rural arbitrators, who have helped connect locals with the system and restore confidence of the fair sex. Women also feeling confident to approach the village courts.
Under the Bihar Panchayat Raj Act, 2006, the members of the Gram Kachahari are elected on basis of adult franchise as per Article 326 of the Indian Constitution. Since the Gram Kachahari members have no professional degree to deal with legal matters, the Act provides for appointment of one law graduate as Nyaya-Mitra and an intermediate pass person as Gram Kachahari Secretary in each Gram Kachahari under Section 94 of the said Act. A provision exists in the Act to impart training to all elected members about their functions and responsibilities.

Bihar CM Nitish Kumar aseked the officials to properly execute the work-plan of planting 433.93 lakh saplings under the Jal-Jeevan-Hariyali Abhiyan in FY 2023-24 with an aim to increase the state’s total green cover to 17% from the existing 15%.
After bifurcation of Jharkhand from Bihar (in 2000), the remaining Bihar’s green cover reduced to 9%. The state government began a ‘Hariyali Mission’ in 2012 and a target of planting 24 crore saplings was fixed with an aim to increase the state’s green cover. ‘Bihar’s cycle scheme for girls a hit in Zambia, unveiled in 6 African nations’
The Nitish Kumar government’s famed Bihar’s “Mukhyamantri Balika Cycle Yojana” for girl students in Bihar, which is widely acknowledged for its phenomenal success in reducing gender disparity at the level of secondary education since its launch in 2006-07, has achieved equally positive results in faraway Zambia and has been adopted in six African countries.

The absenteeism of girls in schools reduced by 27%, late arrivals by 66% and average commuting time to schools by 35%. The girls now feel in control of their own lives. Now, they could aspire to higher things with a much better self-image. A desire to delay marriage and pregnancy to an optimal age was also induced in them.

Financial aid to flood-hit families from CM Relief Fund increased
A flood-hit person staying at a relief camp will now get a financial assistance of Rs 1000, instead of existing Rs 600, from the Chief Minister Relief Fund (CMRF) for purchasing utensils, clothes etc.
The CMRF was established in 1971 for helping people in distress. The fund comes entirely from public contributions. The CMRF accepts only voluntary donations by individuals and institutions. The resources of the CMRF are utilized primarily to render immediate relief to families of those killed in natural calamities like floods, cyclones and earthquakes, etc and to the victims of major accidents and riots.

The Bihar government on Tuesday (13 June, 2023) announced an increase in the development fund of MLAs and MLCs from ₹ 3 crore to ₹ 4 crore annually.

Bihar has become the fifth state in the country to implement national transit pass system (NTPS), a digital platform monitoring and keeping records of transit permits for interstate and intrastate transportation of forest products from private and public lands.
The NTPS was launched here on Thursday (15 June, 2023) by state environment, forest and climate change minister Tej Pratap Yadav.
The NTPS benefits the farmers and traders, as it allows online issuance transit permits, no-objection certificates, and other related documents, eliminating the need to physically visit forest offices. This digitalization saves time and transportation costs.

The South Bihar Power Distribution Company Limited (SBPDCL) has set a target to increase solar power generation by up to 10 megawatts (MW) under the Grid Connected Rooftop Scheme by December this year. So far, 4,439 domestic consumers have already applied for the installation of rooftop solar panels.
State energy minister Bijendra Prasad Yadav said Bihar has ample potential in the solar energy and consumers should take advantage of the Grid Connected Rooftop Scheme. Embracing clean energy in every household in Bihar will contribute to achieving the goal of zero carbon emission by 2070.
