🔆 DoT and C-DOT Sign Agreement for End-to-End Optical Network Testbed
📍 Why in News?
🟢 Department of Telecommunications (DoT) and C-DOT have signed a 5-year agreement to establish an End-to-End Optical Network Testbed.
📍 Key Details
🟢 Location: C-DOT Campus, New Delhi
🟢 Nodal Ministry: Ministry of Communications
🟢 Funding: Publicly funded by DoT
🟢 Purpose: Testing and validating indigenous optical communication technologies and bridging the gap between lab innovation and commercial deployment.
📍 What is the Testbed?
🟢 A shared national facility where startups, industry, researchers and students can test technologies in a real-world network environment.
🟢 It aims to support indigenous technologies from prototype stage to market readiness.
📍 Two Phases
🟢 Phase I (Years 1–2): Infrastructure setup for optical core, optical access, quantum security, and test & measurement tools.
🟢 Phase II (Years 3–5): Operations, maintenance, technical support, skill development and educational outreach.
📍 Significance
🟢 Promotes telecom indigenisation and reduces dependence on imported optical equipment.
🟢 Supports Aatmanirbhar Bharat in critical digital infrastructure.
🟢 Provides testing facilities for startups and researchers lacking access to real-world network environments.
🟢 Strengthens quantum-secure communication capabilities against emerging cyber threats.
🟢 Facilitates faster commercialisation of indigenous telecom technologies.
📍 Key Institutions
🟢 C-DOT: Government’s premier telecom R&D organisation under DoT; works in 5G, optical and quantum communication technologies.
🟢 DoT: India’s apex telecom policy and administrative body.
📍 Challenges
🟢 Utilisation risk: Complex access procedures may discourage startups and private innovators.
🟢 Market linkage: Testing alone may not ensure commercial adoption without procurement support and demand creation.
🟢 Human resources: Limited availability of specialised optical communication engineers.
📍 Mains Application
🟢 Shared national testbeds can bridge the “lab-to-market” gap, but their success depends on easy access, strong industry participation, skilled manpower and assured market demand for indigenous technologies.
